The English portion is playing for me again (UN Fellow!). Yes it is pre-recorded - they were opening those links as soon as they were done - but I listened this morning and nothing was in english and Live Feed didn't work either. will try it again - plus this link was taken off the front page of iraqcompact.org website and no news there as of an hour ago when I checked.

Int'l Compact with Iraq preparatory meeting issued final communique

KUWAIT, Oct 31 (KUNA) -- The fifth and final preparatory meeting for the International Compact with Iraq (ICI) Tuesday said recognizing challenges facing Iraq has helped shaping up strategies, objectives and benchmarks to overcome all difficulties facing the nation.

In a final communique following a one-day meeting, the ICI said the participants recognized the current challenges facing Iraq, which lead to shaping a series of strategies, objectives and benchmarks that would help in composing an integrated plan to overcome all difficulties.

"The compact, jointly co-chaired by the Government of Iraq and the United Nations, with the support of the World Bank, will over the next five years, bring together the international community and multilateral organizations to support Iraq in achieving its national vision" that would achieve security, democracy, freedom, equality and prosperity for Iraq, noted the communique.

ICI aims at creating a mutually reinforcing dynamic of national consensus and international support that would back up the Iraqi government's programs, restore Iraqi people's trust in the state, establish a framework of mutual commitments to support Iraq, settle security and political challenges, ascertain good governance, as well as kick start economic development.

The compact's members have pledged to provide Iraq with financial, technical and political support to overcome all current difficulties.

"Mindful of the urgency of rapid progress and firmly endorsing the compact as presented, the formal adoption of ICI is scheduled for a high-level event during the next six weeks," explained the communique. (pickup previous) kt.

Iraqi President Jalal Talabani
A published report quotes Iraqi President Jalal Talabani as saying an immediate withdrawal of U.S. troops from Iraq would have "catastrophic consequences" for the region.

In an interview published Tuesday in the French newspaper Le Figaro, President Talabani warned against a withdrawal of U.S.-led coalition forces at this time.

He says coalition forces will only withdraw when Iraqi forces are ready to maintain security on their own.

President Talabani also says civil war can still be avoided in Iraq. He says Iraqi political leaders understand violence is not an option.

Mr. Talabani is scheduled to arrive in Paris on Wednesday for his first official visit to France. He is expected to hold talks with French President Jacques Chirac Thursday.
