    The compact's members have pledged to provide Iraq with financial, technical and political support to overcome all current difficulties.

    "Mindful of the urgency of rapid progress and firmly endorsing the compact as presented, the formal adoption of ICI is scheduled for a high-level event during the next six weeks," explained the communique. (pickup previous) kt.

    Unhappy He did say, signing of documents; need someone to amen this!

    I hope someone else can take the time to listen, I am having a difficult time talking with the boys and listening to get the story right with the UN fellow, but I just heard him say that documents will be signed and this is the pre-meeting! The PRE-Meeting to the MEETING. I tried the "Live Feed" it came on momentarily and then failed; even with my sophisticated system it could not handle the protocol they are using, sorry again! I am just a sorry dude today, eh?

    I could be wrong but we need article VIII signed to reval we don't need every detail, I would think, for compact. So if they did in fact sign article VIII and just referring to 6 weeks as "fanfare" finally done etc. then they should be able to reval now.....I could be wrong, this is just how I read this....???

    NAJAF, Iraq (AFP) - Moqtada al-Sadr gave the go-ahead to a US-led raid on the bastion of his Mahdi Army militia in Baghdad and plans to purge his movement of violent elements, according to an aide to the radical cleric.

    Sheikh Abdel Razzaq al-Naddawi, a senior assistant to the firebrand Shiite preacher, said Sadr had given the green light to last week's action by US and Iraqi forces after meeting Prime Minister Nuri al-Maliki.

    "It was meant to pinpoint the bad elements and hold them accountable before the law," Naddawi told AFP in the Shiite holy city of Najaf. "This movement does not protect those who abuse people and the innocent."

    Last week Iraqi special forces and US advisers raided an address in Sadr City, a flashpoint suburb of Baghdad, hunting what they described as a death squad leader. A subsequent battle left 10 militants and four civilians dead.

    Previous raids by US forces in Shiite districts have drawn criticism from Sadr supporters, but the powerful young cleric is trying to reposition himself as an ally of Maliki's struggle to halt a wave of sectarian violence.

    Naddawi said Sadr had set up a committee to purge the Mahdi Army of members suspected of involvement in violence against Iraqis.

    "Those proved to have abused people shall be expelled from the Mahdi Army and shall be subject to legal measures," Naddawi said. A source in Sadr's movement said as many as 40 unit leaders could be disciplined.

    US commanders now say that militias like the Mahdi Army are the biggest single threat to Iraq's stability, but the movements appear to be fracturing into hardline or criminal elements and mainstream radical movements.

    This group is comparable to the ICI Prepatory group.

    The Soviet Union's "alternative" to the Marshall plan, which was purported to involve Soviet subsidies and trade with eastern Europe, became known as the Molotov Plan, and later, the COMECON.

    The communist threat was a matter of national security because they did not want the Soviet union to control the Eurpean nations.

    This statement is a matter of national security for not only the US but all the ICI members. They do not want to see a destabilized mid east. This would not be good for the whole world. Have you noticed who is in the ICI prep group. The US, UK, France , Germany, Japan, Italy, Canada was asked to chair the compact but is not listed, Russia has worked out a debt arrangement with Iraq and is not listed. Seven out of the Eight G-8 members are pushing on the compact toget it moving. The G-8 is responsible for 65% of the worlds trade.

    "Regarding ICI's five-year mandate from 2006-2011, he said "It might take less or more and so on. But I think a five-year period is a very realistic timetable," noting that the compact's strategy was aimed at focisung funds on practical steps without getting carried away with mechanics."

    The 5 year plan fits into the time limits of the IMF's critera for aid.
    This was a statement made in the Marshall plan its self.

    President Talabani : There were contacts with some groups on disarmament. Now there are contacts to Andamjahm in the national reconciliation process and there are debating a draft amnesty bill in the National Security Council.

    President Talabani : during the forty years the Baath rule in Iraq by force and iron did not give room for anyone to express their opinion, Prevention of the Baath political action is natural.
