High-level preparatory meeting held in Kuwait-October 31, 2006

استضافت دولة الكويت الاجتماع التحضيري رفيع المستوى حول العهد الدولي مع العراق في 31 تشرين الأول/أكتوبر 2006.

The State of Kuwait hosted a high-level preparatory meeting on the International Covenant with Iraq in October 31, 2006.

ويهدف الاجتماع الذي عُقد في مقر الصندوق الكويتي للتنمية الاقتصادية العربية، إلى التوصل إلى صيغة نهائية للدعم والتأييد للعهد الذي اشتركت في تقديمه الحكومة العراقية والأمم المتحدة.

The aim of the meeting, which was held at the headquarters of the Kuwaiti Fund for Arab Economic Development, to reach a final formula for the support and the support of the Covenant, sponsored by the Iraqi government and the United Nations.

وقد شهد هذا الحدث الكبير حضوراً مكثفاً لممثلي اثني عشر دولة، بالإضافة إلى ثماني منظمات إقليمية ومتعددة الأطراف والفريق التحضيري للعهد.

This event has witnessed great presence intensive twelve representatives of the State, in addition to the eight regional organizations, multilateral and preparatory team of the era.

ويمثل هذا الاجتماع اكتمال العملية التحضيرية التي اضطلعت بها الحكومة العراقية بدعم من الأمم المتحدة والبنك الدولي في ظل ظروف بالغة الصعوبة تعمّ العراق حالياً.

This represents the completion of the preparatory process undertaken by the Iraqi government with support from the United Nations and the World Bank under very difficult circumstances prevail Iraq.

وقد ألقت التحديات الجسيمة التي تواجه العراق ألآن بظلالها على صياغة العهد، إذ أنَّ أهدافه واستراتيجياته ومؤشراته تشكّل خطة متكاملة للتغلب على هذه التحديات.

The cast serious challenges facing Iraq now is a shadow on the drafting of the Covenant, The objectives and strategies and indicators are integrated plan to overcome these challenges.

ويأتي هذا العهد كمبادرة من الحكومة العراقية من أجل شراكة جديدة مع المجتمع الدولي. وسيجمع هذا العهد الذي يترأسه كل من حكومة جمهورية العراق والأمم المتحدة بدعم من البنك الدولي، على مدى الخمس سنوات القادمة، المجتمع الدولي والمنظمات متعددة الأطراف لمساعدة العراق على تحقيق رؤيته الوطنية.

This comes as an initiative from the Iraqi government for a new partnership with the international community. and will the present Covenant, which will be headed by both the government of the Republic of Iraq and the United Nations with support from the World Bank, over the next five years, the international community and multilateral organizations to help Iraq achieve national vision.

وتسعى هذه الرؤية إلى بناء عراق آمن وموحد وفدرالي وديمقراطي يقوم على الحرية والمساواة ويحقق السلام والازدهار لمواطنيه كافة ويندمج بصورة كاملة مع المنطقة والعالم بأسره.

This vision seeks to build an Iraq that is secure, unified, federal and democratic society based on freedom and equality and achieve peace and prosperity for all its citizens, and merge fully with the region and the entire world.

ويهدف العهد إلى خلق تفاعل متبادل بين الإجماع الوطني والدعم الدولي.

It aims to create the mutual interaction between the national consensus and international support.

فعلى الصعيد الداخلي، يسعى إلى إبرام اتفاق وطني حول برنامج الحكومة السياسي والاقتصادي وإلى استعادة ثقة الشعب العراقي بالدولة وقدرتها على حماية أفراده وتلبية احتياجاتهم الأساسية.

At the domestic level, seeking to a national agreement on the government's program of political, economic, and to restore the confidence of the Iraqi people and the state's capacity to protect its members and to meet their basic needs.

أما على الصعيد الدولي، فإنه سيخلق إطاراً للالتزامات المتبادلة من شأنه أن يدعم العراق ويعزز من تصميمه على تناول الإصلاحات والسياسات الهامة.

At the international level, it will create a framework of mutual obligations would be supported by Iraq and reinforced his determination to deal with the reforms and policies important.

ومن المعروف أنًّ حسم التحديات الأمنية والسياسية والحكم الرشيد وتوفير الخدمات الأساسية تمثل شروطاً مسبقة لإحراز التقدم في الميادين الأخرى بما في ذلك الانتعاش الاقتصادي.

It is known that the settlement of political and security challenges, good governance and the provision of basic services are prerequisites for progress in other fields, including the economic recovery.

كما تعهد شركاء العراق الدوليين بتقديم الدعم المالي والفني والسياسي للمساعدة في مواجهة هذه التحديات على أرضية الالتزامات المتبادلة لتفعيل الخطوات المطلوبة من أجل تحقيق هذه الرؤية المشتركة كي يستعيد العراق مكانته الطبيعية.

He also pledged to Iraq's international partners to provide financial support, technical and political support to help meet these challenges on the grounds of mutual obligations to activate the steps required in order to achieve this common vision for Iraq to regain its normal.

وتؤكد الأمم المتحدة مجدداً التزامها بنجاح هذه العهد ومواصلة دعمها له وتنفيذ بنوده من خلال بعثتها ووكالاتها المختلفة في العراق والمساعي الحميدة للأمين العام للأمم المتحدة وممثليه.

The United Nations reaffirmed its commitment to the success of this and continue to support and implement its provisions through its mission and agencies in Iraq and the good offices of the Secretary-General of the United Nations and its representatives.

وانطلاقا من الضرورة الملحّة لإحراز تقدمٍ مطّرد والدعم الثابت للعقد كما تم طرحه، فإن المصادقة الرسمية عليه ستتم في إطار اللقاء رفيع المستوى الذي سيجري انعقاده خلال الأسابيع القليلة القادمة.

Based on the urgent need to make steady and unwavering support of the contract as has been proposed, the official ratification it will be within the framework of a high-level meeting to be held during the next few weeks.

وفي الختام، عبّر الفريق التحضيري عن تقديره العميق للحكومة الكويتية على حسن ضيافتها لهذا الاجتماع والإعداد المميز له والجهود التي بذلتها كي يكلل هذا الاجتماع بالنجاح.

In conclusion, across the preparatory team, expressed his deep appreciation to the Kuwaiti government for its hospitality for this meeting and preparing him and the distinguished efforts to make this meeting a success

Negotiations

Almalaf published detailed information about Iraq government-Iraqi opposition negotiations in Amman yesterday [no precise information about who are the people participating in the negotiations, although there are some hints of the Báth party.

A meeting held yesterday in Amman between government delegation and Iraqi political personalities from different affiliations in order to ensure their participation in the political reconciliation conference forces, which would be held in Baghdad in the first half of the next month.
The meeting which was held on Monday evening and the second in two days, headed by a member of the supreme body of the reconciliation Faleh Al-Fayadh, political figures, military and tribal leaders representing various political factions.
He pointed out that the reconciliation conference in Baghdad will deal with everyone regardless of their political, stating that “we have no reservation to any party wishing to dialogue and will respect the views of everybody.”

In response to a question about the negotiations are being held in Amman between the Americans and armed factions, he denied knowledge of these meetings, hospitality, He emphasized that the meetings he carried out by are on various political views, even if there was some reservation on the political arguments.

The Iraqi ambassador in Amman Saad Hayani, “The common denominator of political figures raised during the talks is focused on three issues repeal of the debaathfication plan and the Iraqi army and the release of detainees”, pointing out that the negotiating delegation informed the audience that no “veto” against any issue raised in the discussion. ”

Iraqi ambassador said: “that the Iraqi government would provide the necessary protection for them from the airport until the end of the conference and back to the towns from which they came.”

“The political forces in Baghdad will attend more than 200 personalities from inside Iraq, and 80 members of various Iraqi politicians residing abroad. ”

In response to a question about the affiliation of some participants in the meetings to the dissolved Baath Party or the former military leaders were said, “Yes, there are personalities attended belong to the Baath Party.”

With regard to the possibility of reconciliation with former Baathists, we said, “If they believe in a multi-party system and condemn the acts committed by the dictatorship and racist practices, we are ready to dialogue with them. But if they insist on the idea of the one-party system and the return of “one-leader”, there is no place for them in the new Iraq. ”

Chalabi resign

Although Chalabi is trying to promote himself as Iraq’s savior, in his today’s interview on “The Sun”, but aliraqnews says is preparing to resign as head of the debathfication committee,

The reason is: devote himself to a new “liberal” party, according to information circulating around; the new party would be in the form of Front coalition with [All losers] from the last parliament election.

I am personally looking at what happens with the IAMB on the 30th and 31st.
International Advisory and Monitoring Board for Iraq (IAMB) -- An audit oversight body for the Development Fund for Iraq (DFI) -- Meeting Schedule and if nothing specific comes out of there I will be looking at the close of ISX business on 11/1 as the results will be a sure sign of what could come on the 2nd.

I do not have a link. I saw this on PBS last night. Economist Eric Davis of Reutgers University was interviewed by Ray Suarez and he said that, he and six other Economists whom are Iraq or ME economic experts met with GW and reccommended for Iraq to truly succeed they need to deal with the economics of Iraq and not just the security. He stated security has been proven to be squelched when the economy begins to thrive. One sure and proven method of that is a Marshall type plan.(I like this guy) He stated that the marshall plan would work and even more quickly than Germany because of the interest in the Oil reserves. Seemed very poss. and sure that it would work with very little effort. He stated once the plan is in place the primary people affected are the 18-25 y/o demographic in terms of unemployment. If you have a little jack in your pocket you don't feel nearly so inclined to blow yourself up. He and the other economists were invited by the Whitehouse to aid in the evaluation of what is neccessary in the Iraqi region for success. For what it's worth, just thought I would include this as one more thing being offered through the media that is a plus from our standpoint.
