    Ambassador, the European Commission adopted in Baghdad (Ilkka Osei Kalo), the importance of a joint bilateral agreements with European countries expressed strong desire of these countries to open up Iraq and the broadening horizons of cooperation in all areas.     I posted this over at the "go crazy thread" first but all the action seems to be over here, so sorry Neno for causing more work for you!

    We have had many discussions about this. But what it really boils down to is that there is 4.3 trillion Dinar in circulation at this time. When Sadam was in power he had 4.2 Trillion. Econimically speaking Iraqi is in a much better postion now than it was back then. They are producing more oil now than ever before shooting for 3 million by end of year, along with the 800 Billion(now worth about 2 trillion) in Gold that the Swiss are holding. This pretty much establishes that the dinar can come in at just about whatever they want it to.

    Iraqi Vice-President Tariq al-Hashimi has said that the decision made by Prime Minister Nuri al-Maliki to lift the barricades set up in Al-Sadr City was a surprising and a single-handed decision that aims to replace the Baghdad security plan.

    Al-Hashimi asked al-Maliki to suspend his decision because this means giving terrorists and saboteurs freedom of movement after Baghdad had witnessed significant improvement thanks to these security measures, as he put it.

    “The meeting marks the completion of the preparatory process of the ICI which has been developed by the government of Iraq with support of the United Nations and the World Bank, under the prevailing difficulties,” UNAMI statement said.
    The ICI is an initiative of the Government of Iraq for a new partnership with the International Community, it added.
    “The Compact, jointly co-chaired by the Government of Iraq and the United Nations, with the support of the World Bank, will over the next five years, bring together the International Community and Multilateral Organizations to support Iraq in achieving its National Vision.
    “This Vision seeks to build a secure, unified, federal and democratic nation, founded on the principles of freedom and equality, and providing peace and prosperity for all its people, and fully integrated within its region and the international community,” the statement said.
    The UNAMI said that domestically the Compact aim was to complement a National Compact around the government’s political programs and restore the Iraqi people’s trust in the state and its ability to protect them and meet their basic needs.
    “Internationally, the Compact establishes a framework of mutual commitments that will support Iraq and strengthen its resolve to address critical reforms and policies,” it said.
    “Iraq’s international partners have pledged to provide financial, technical and political support to help meet these challenges on the basis of mutual commitments to the necessary steps required to realize their shared vision for the normalization of Iraq,” the statement said.
    The UNAMI said the formal adoption of ICI is scheduled for a high-level meeting during the next six weeks.
    It was not clear where the meeting will take place.

    Iraqi parliamentary sources disclosed today the intention of the Iraqi prime minister to carry out a major cabinet reshuffle that will include key ministries.

    In exclusive statements to Quds Press news agency on the sidelines of the session held today by the Iraqi Council of Representatives, the sources said that there is an agreement between Nuri al-Maliki and leaders of the main blocs at the Council of Representatives to carry out a major cabinet reshuffle. The reshuffle will probably include the Interior Ministry, headed by Jawad al-Bulani; the Defence Ministry, headed by Abd-al-Qadir Muhammad Jasim; and the Education Ministry, headed by Khudayr al-Khuza'i. The reshuffle might include the Oil Ministry headed by Husayn al-Shahristani as well.

    The sources pointed that the new reshuffle will be implemented with the agreement of Iraqi Prime Minister Nuri al-Maliki and the leaders of the parliamentary blocs. The sources indicated that there is great weakness in the performance of some of the ministries and that the Prime Ministry and blocs' leaders want to show firmness in dealing with the incompetent ministers.

    Al-Maliki's government, which was formed approximately six months ago, was strongly criticized by the Iraqi mass media and some parliamentarians because it appointed weak figures who have been incapable of shouldering their responsibilities in these circumstances.

    The meeting will be held under the auspices of the Ministry of Planning and Development Cooperation of Iraq in collaboration with the United Nations and the Arab Republic of Egypt for over three days.

    Defense Secretary Donald H. Rumsfeld has endorsed a proposal to spend at least $1 billion (A790 million) to expand the size and accelerate the training and equipping of Iraqi security forces.

    While the plan still must get White House approval, and the money would have to be approved by Congress, Rumsfeld's support underscores the Bush administration's effort to shift more of the burden of Iraq's security to that country's forces.

    "I'm very comfortable with the increases they've proposed and the accelerations in achievement of some of their targets," Rumsfeld told reporters at the Pentagon. He noted recommendations for expanding Iraqi forces came from both the Iraqi government and Gen. George Casey, the top U.S. commander in Iraq.

    "Now it's simply a matter of our pressing forward and getting our portion of the funding from the Congress and working to see that it's executed," Rumsfeld said. He did not say how much extra U.S. money would be required.

    So far, the United States has spent roughly $10 billion (A7.9 billion) on developing the Iraqi security forces, according to the latest report released by the Pentagon's special inspector general who audits U.S. work in Iraq. One official, speaking on condition of anonymity, described the proposed extra money as more than $1 billion (A790 million), but would not offer specifics.

    Rumsfeld "approved going forward" with the proposal, which is intended to be part of an add-on to the Pentagon's 2007 budget, according to Pentagon press secretary Eric Ruff. That is the current budget year, which ends next Sept. 30. It will be submitted to the White House and other government agencies for their review, Ruff said.

    The defense secretary's move comes as the Bush administration has been pressing Iraqi officials to agree to benchmarks with which progress in the devastated country can be measured. The effort has produced strains with Iraqi Prime Minister Nouri al-Maliki, who has resisted being portrayed as beholden to Washington.

    Besides failing to cite a dollar figure, Rumsfeld did not reveal how many extra Iraqi forces would be developed beyond the 325,000 target that U.S. officials say they expect to reach before year's end.

    Two defense officials said Tuesday the expected increase was far fewer than 100,000, and one official suggested it might be about 30,000. Those officials spoke on condition of anonymity because they were not authorized to discuss the matter publicly.

    CBS News reported on Monday that Casey had recommended expanding the Iraqi security forces by as much as 100,000.

    Rumsfeld said the final decision on expansion of the Iraqi forces would be announced in Baghdad.

    Asked whether such an increase would mean that U.S. troops would have to stay in Iraq longer to train the extra forces, Rumsfeld said he doubted it. Nor would it necessarily require a higher number of U.S. trainers, he said.

    U.S. government approval is required for any plan to expand the size of the Iraqi forces because expansion could not be accomplished without additional U.S. money and the provision of U.S. trainers and U.S.-acquired equipment.

    Rep. Ike Skelton of Missouri, the top Democrat on the House Armed Services Committee, said expanding the Iraqi security forces probably means it will take more than the 12 to 18 months Casey has estimated it would take to get the Iraqis fully in control of their own security.

    "Congress must have a clear explanation of why these additional forces are needed, what additional American training resources will be put in place, and how this new training plan will allow for a decreased commitment from American forces," Skelton said.

    The current plan is to develop 325,000 Iraqi security forces, including the army, police and border control forces. The number trained and equipped thus far is about 310,000, and the final target is expected to be reached by year's end.

    In actuality fewer than 310,000 Iraqi security forces are available for duty, since about one-quarter of them are on leave or otherwise not available at any given time, U.S. officials say. Also, their effectiveness has been limited by a lack of heavy weapons and armor, by a high rate of absenteeism, and by an unwillingness of some locally recruited units to fight outside their home areas.

    The Pentagon said Tuesday that 150,000 U.S. troops are now in Iraq, up from 147,000 last week.
