    The 10,000 is what I meant by the gift. This should be the time to RV.

    I agree if this passes by we have to wait longer until end of december but the iraqi people also and that is much worse with that inflation.

    I hope that the Iraqi officials have made up their minds and don't drive everything on the edge.

    Bush: Generals Satisfied With U.S. Troop Levels in Iraq

    Thursday, November 02, 2006

    WASHINGTON — President Bush says he has not received any request to send more American forces to Iraq and that commanders have told him the 144,000 troops already deployed are "what they can live with."

    Bush also said "it's hard for me to tell" if U.S. troops will still be in Iraq when he leaves office in January 2009.

    Five days before the midterm elections, the president said he understand the anxieties of Republicans who have distanced themselves from his Iraq policies. "People will run the race they need to run," he said. Bush said Democrats "don't have a plan for victory."

    Bush spoke in an interview with The Associated Press and others Wednesday, a day before he headed out for five days of campaigning up to Election Day. He plans to vote Tuesday in Crawford, Texas, and then fly back to Washington to await returns at the White House.

    Discounting mounting predictions that Republicans will lose control of the House, Bush expressed confidence that his party would maintain its grip on both the Senate and House.

    "I don't believe it's over until everybody votes," Bush said, sitting in a wing chair in the Oval Office in front of a table adorned with a bowl of roses. "And I believe that people are concerned about the amount of taxes they pay, and I know many people are concerned about whether or not this country is secure against attack."

    Now in its fourth year, the war in Iraq is the top issue in the election. Bush said he wanted Defense Secretary Donald H. Rumsfeld, the top architect of the war, and Vice President Dick Cheney to remain with him until the end of his presidency.

    "Both those men are doing fantastic jobs and I strongly support them," Bush said.

    Democrats and Republicans alike have called for Rumsfeld's resignation, arguing that he has mishandled the war in Iraq, where more than 2,800 members of the U.S. military have died since the U.S.-led invasion in March 2003. Cheney has faced sharp criticism for his hardline views. In recent polling, less than 40 percent of respondents had a favorable view of Cheney and about a third had a favorable view of Rumsfeld.

    Bush said he valued Cheney's advice and judgment.

    "The good thing about Vice President Cheney's advice is, you don't read about it in the newspaper after he gives it," the president said.

    While Cheney was re-elected with Bush for four years, there has been recurring speculation that he might step down, perhaps for health reasons. As a practical matter, Bush could ask the vice president to leave if he wanted.

    Bush credited Rumsfeld with overseeing wars in Iraq and Afghanistan while overhauling the military. "I'm pleased with the progress we're making," the president said.

    Responding to Bush, Sen. Charles Schumer D-N.Y., said: "With all due respect, the president just doesn't get it. We need a change in the Iraq strategy, but with Rumsfeld running the show we'll never get it."

    Bush said U.S. commanders recommended a troop increase last summer "and I said, 'You bet. I support you.'" He said there's been a lot of speculation about a troop-increase request but that he hasn't received it. He said the generals have told him that "the troop level they got right now is what they can live with."

    Bush took the opportunity to take another poke at Sen. John Kerry, in political hot water for a remark that the White House has characterized as a slam on U.S. troops in Iraq. Kerry has said he was making a joke critical of Bush, not the troops, and has apologized.

    "It didn't sound like a joke to me," the president said.

    Bush opened the interview by saying he was pleased that North Korea was returning to stalled nuclear talks. Although North Korea has a history of walking away from negotiations, Bush did not express doubts about the intentions of Kim Jong Il, North Korea's leader.

    "It's his choice," Bush said. "I would hope he is sincere." He said that any deal with North Korea would have to be verifiable.

    The president said he did not accept North Korea as a nuclear weapons state, even though it tested an atomic bomb three weeks ago. "Our objective is to see they're not a nuclear weapons state," the president said.

    "We're going to talk about making sure that the sanctions passed by the United Nations are effective," the president said. "Implementation of the sanctions will be on the table."

    As for Iraq, the president expressed confidence in Prime Minister Nouri Al-Maliki despite apparent strains between Washington and Baghdad.

    "I appreciate he's making hard decisions that he thinks are necessary to keep his country united and moving forward," Bush said. "I didn't find many differences of opinion when I talked to him. We both want Iraq to be able to govern itself, sustain itself and defend itself. We both want there to be benchmarks — Iraqi developed and designed benchmarks — that show the Iraqi people and the American people that this young democracy is making progress."

    Bush said that "there's no question that October was a tough month. We lost 103 soldiers. It was a tough month because we were on the offense, the enemy was on the offense — the enemy was trying to affect us. And it was a tough month because of Ramadan. ... Our troops and Iraqi troops killed or captured over 1,500 people during this period of time."

    Bush refused to comment on Cheney's assertion that a "dunk in water" of terrorist suspects was a "no-brainer" if it would save American lives. "We don't discuss the techniques we use," he said.

    Never state a day, but it could be anytime now really. What I'd love to see is more evidence regarding BoA selling from 13/11, more about the smaller denoms as they hold the key and article V111.......

    We're closer than ever for sure, we're all going to have a wealthy xmas! We're going to have a game of Deal or no Deal and play with dinar notes. Course we'll fix it so family members we don't like will get pennies and others will get 5k dinar notes, lol.

    Exciting times. Now we have the CBI, IMF and MoF talking bout 'strenghtening dinar'/'rising significantly in 2006'/increasing the rate to it's former level or at least equal to neighbouring countries', this is big.

    Not forgetting we have approval from the World Bank and the Paris Club for a reval.

    Zubaidi:Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states.


    Shabibi:The bank wants as a means to affect the economic and monetary policy by making the dinar a valuable and powerful.

    Default CBI officials to undergo an advanced training at the BIBF

    (MENAFN) The Gulf Daily News reported that 16 high officials from Iraq Central Bank (CBI) are to start advanced training program organized by the Bahrain Institute of Banking and Finance (BIBF) in co-operation with the International Monetary Fund (IMF) and Federal Reserve Bank of New York at the BIBF.

    Deputy director and head of Banking Learning Centre said the BIBF was selected to host this important workshop due to Bahrain's excellent reputation as a leading world financial hub and the institute's ability to provide world-class training and business advisory services.

    He added that the workshop will be focusing on the practical implementation in the field of banking supervision as well as review the actual work and outputs produced by the Iraqi supervisors in order to give them feedback and guidance on how to improve their scope and their quality, both for off-site and on-site supervision.

    It is worth mentioning that the program is part of a series of successful workshops, which will further contribute to the training and education process of the Iraqi people. A similar workshop on banking supervision was conducted successfully at the BIBF in June 2004.

    Interesting to say the least.

    This guy didn't laugh his swede off and say "you guys are off your 'eads, it'll never happen". Reading into this, the fact that he, and by the sound of it others in the IMF, are studying us and the NID, its great news IMO

    Default Foreign banks in Iraq soon

    The central bank of Iraq is considering licensing several foreign banks to operate within the country, mostly in the region of Kurdistan, Sinan Al Shabibi, the bank's governor, said yesterday.

    "There have been some applications to operate in northern region of Kurdistan, but their eyes are on Baghdad eventually," Al Shabibi told Zawya Dow Jones in an interview.

    Al Shabibi said that the bank is considering several Turkish and Lebanese banks, but declined to disclose the names of the banks.
    The Iraqi government licensed six foreign banks in 2004, including the National Bank of Kuwait, Arab Banking Corp., HSBC and Standard Chartered.
    However, only Arab Banking Corp. operates a fully-fledged branch in the country as the rest chose to enter Iraq via a local partner.

    "Because of the security situation, most join forces with local banks. There are a lot of banks that have expressed their interest Iraq, but they are waiting for the right time," said Al Shabibi.
    The country also has six state-owned banks, the biggest of which are Rafidain and al Rasheed.

    Al Shabibi hopes that Iraq's banking sector will be strengthened as it opens up to foreign banks, as they bring capital, modern banking systems, technology and management.

    The government is also pushing for 25 private banks to merge.
    "Our idea is to have some kind of minimum capital for banks, at least 20 billion Iraqi dinars. Some of the very small banks which do not have the capacity will have to merge, otherwise they will have to raise the capital alone," he said.

    The central bank wants private banks to participate more in the country's economic activities, and for the country to be less dependent on the Trade Bank of Iraq, which is financed by a consortium of foreign lenders such as Citigroup and JP Morgan. It provides financing services Iraqi banks are unable to offer.

    "We would like the government's import activities to be more diversified. We want all banks to participate. This is our policy for the future. The Trade Bank is doing fine, but we don't want to have to be completely dependent on that," he said.

    Al Shabibi said the central bank is currently succeeding in its fight against inflation.
    "We are using the interest rate and we sell our own bills to skim liquidity. The inflation rate now is 51 per cent, down from 70 per cent previously. Whether it will continue to go down, we will have to see," he said.

    I think what this report is saying is that they will be available at some time and the citizens will have up to 3 months to claim the grant from the point they come available. JMHO

    Hmm. Alot of people from the IMF are members or observers of rol club. This must mean that they are holding dinars and I am sure they know a heck of alot more then they can say and what we know. If the dinars were rubish then they would not know or be interested wouldn't you think?
