Follow up from paynes......I asked him why he thought it was the signing of the IC....
Because of the level of disinformation they have gave out the whole time.
In any agreement or contract you have a Binding signature and a Effective date. The binding signature binds all parties to the agreement.
The Binding signature is what I think they would have signed with a Effective date in the future. What day in the future? Who Knows.
I dont think they got together to drink Tea because it does not explain the 10,000 dinar handout that is supposed to happen next week. It would be aboslutley ridicoulous to hand out the dinar and revalue after the people in Iraq have spent it. There would be a bunch of unhappy campers if they found out The GOI did this. I think we are both in agreement that when they revalue it will be the day or day before they hand out the 10,000 dinar cards.

Iraq on alert ahead of Saddam verdict
Iraqi High Tribunal trying Saddam for crimes against humanity will deliver its verdict on Sunday.

Iraq's beleaguered armed forces were ordered onto high alert Friday ahead of the verdict in the trial of ousted leader Saddam Hussein, while a US spy chief made an unannounced visit to Baghdad.
As Iraq stepped up security, the US military said five more of its soldiers had been killed around the country and that bodies of 23 murdered Iraqis had been found in Baghdad over the previous 24 hours.
The Iraqi High Tribunal trying Saddam for crimes against humanity will deliver its verdict on Sunday, and Iraq cancelled all military leave Friday to thwart any outbreak of violence before or after the ruling.
"All military personnel are on alert. Leave has been cancelled and we are on alert for any possible emergency. Those on leave should report to their units," said defence ministry spokesman Major General Ibrahim Shaker.
Saddam and seven of his former regime officials are accused of ordering the deaths of 148 Shiites in the village of Dujail, north of Baghdad, where the deposed president escaped an assassination attempt in 1982.
The tribunal is expected to deliver a death sentence to the former Iraqi military strongman, a judgment that could further escalate violence in the war-ravaged country.
The US military said five more of its soldiers died in Iraq.
Three soldiers were killed in a single attack on Thursday when their vehicle hit a roadside bomb in Baghdad, the war-torn capital where 15,000 US personnel are battling to contain a vicious sectarian conflict.
Also on Thursday, a marine was killed in the western Anbar province, the heartland of the Al-Qaeda group in Iraq, while another soldier died "due to non-combat causes" on Wednesday.
These deaths brought to 2,822 the number of US troops to have died in Iraq since the March 2003 US invasion.
US military spokeswoman Lieutenant Colonel Josslyn Aberle said 23 corpses had been found in Baghdad over the past 24 hours, the latest apparent victims of a savage campaign of sectarian cleansing by rival death squads.
Meanwhile, US National Intelligence Director John Negroponte met Maliki and "renewed the support of the US administration and President George W. Bush for the Iraqi government," the Iraqi leader's office said.
They also "discussed the need for the Iraqi armed forces to have enough numbers and equipment to take charge of the security portfolio," it said.
Maliki has been pushing the United States to grant him more control over his own armed forces and to pay for more equipment and recruits, promising that he could be ready to take charge of security within six months.
US commanders, however, believe the process will take more than a year.
Negroponte's trip came three days after US National Security Adviser Stephen Hadley visited Baghdad, and six days after Bush talked with Maliki through a video link from Washington.
Last week Maliki bridled at pressure to accept the US timetable for disarming Iraq's powerful illegal Shiite militias, declaring: "I am a friend of the United States, not America's man in Iraq."
The Iraqi leader has also ordered US forces hunting for a captured comrade to abandon a cordon they had set up around the flashpoint Baghdad district of Sadr City, a stronghold of the Mahdi Army militia.
These apparent disagreements between Washington and Maliki's coalition government have played into the hands of critics of Bush's war plan.
The UN refugee agency warned donors Friday that it is "distressed" at the lack of an international response to a growing humanitarian crisis in Iraq caused by alarming levels of violence, a spokesman said Friday.
"UNHCR officials who just returned from the region warned that we are now facing an even larger humanitarian crisis than we had initially prepared for in 2002 to 2003," said Ron Redmond for the UN High Commissioner for Refugees.
At least 1.6 million Iraqis are displaced internally, including 425,000 who fled their homes this year largely due to sectarian violence, the UNHCR said.
Against such a backdrop, Bush's Republican party is facing a tough poll challenge from its Democratic opposition in Tuesday's vote.
The Democrats need to win 15 seats to capture the 435-seat House of Representatives and six seats to take the 100-seat Senate.
If they do so, Bush faces the prospect of finishing the last two years of his mandate as a lame duck president, hobbled by congressional inquiries into the conduct of the war and legislative obstruction.
A New York Times/CBS poll released Thursday showed only 29 percent of US voters approve of the way Bush is managing the war.
Also on Friday, US forces killed 13 suspected Al-Qaeda militants near Mahmudiyah, a short distance south of Baghdad, the military said, while unidentified gunmen killed three Iraqis.

Sorry to those who have impatiently waited for the details. I think for now on when I post I will be sure to take the day off and stay attached to my computer so I can answer the question as soon as you ask.
Well you asked so I'll tell. Remember I did suggest you call yourself and ask the questions.
Those with a weak stomach should avoid reading.
I called IMF awhile back seeking information on Article VIII and what Iraq would need to do to be in compliance. What I was told is that Iraq is in a transitional phase from war and cannot at present accept the obligations of A. VIII I then went further and asked if this was due to a secondary currency, meaning is it because the US dollar and the dinar were both in use as this is a restriction IMF imposes. Again the transitional phase came about only this time it was stated that the present dinar is a transitional instrument for inflationary purposes.
Someone also brought up that the R card distribution could be to initiate a currency swap. I don't buy it though because not everyone gets the card as I'm sure many Iraqis are well off with dinar.
I never posted this because I didn't want to be the bearer of horrible news or IMF scare tactics.
Anyway, I still think we're a go within the next 2 weeks.

The Ministry of Finance announced that it had completed the grant amounts deposited for the holidays and the expense of the Ministry of Commerce. .An official source in the ministry said the ministry had completed the grant amounts estimated Eid (ten thousand) dinars for every citizen, and her account of the Ministry of Trade, where authorized by the Ministry of Finance the distribution of the amount of trade as it deems appropriate. The source added : The total amount allotted amount of 300 billion dinars, pointing out that the reason for the reluctance by the non-payment of the grant is for reasons of security and precautionary measures which have hampered distribution mechanism, and therefore were not sanitary. It is noteworthy that the Ministry of Finance wanted to distribute grant mentioned for the citizens in the form of instruments to be used by commercial banks, Rafidain Karashid not to be wasting some money or pilferage and therefore does not reach the citizen, who was keen to form the Ministry. While they trade delivery of the sum in question to citizens through agents ration because it can be the surest way for citizens to obtain it as soon as possible, since the distribution mechanism instruments through banks may delay the grant of citizens because of the momentum that is happening to the large influx of citizens to banks and long lines in front of banks, as has happened in the past year, as some citizens did not happen, but their proposed after several months.
On the other hand, Ministry of Finance has allocated 93 billion dinars for reconstruction projects in the city of Baghdad. This came during a meeting with Minister of Finance Secretary Saber Eissawi Baghdad and discuss the minister during a meeting attended by some general managers, It took more than an hour, ways to take Baghdad Balahleh that fits them, minister devoted an amount 93 billion dinars initial grant will be providing service projects and urban.

Chase OKC
Posting in here isn't nearly as good, but I'll follow the rules ;)
Went to OKC Chase on S Walker today where I have purchased before. 2-3 weeks ago they told me they were no longer selling. Today I got with one of the supervisors. First computer she went to said it wasn't even listed. I told her that was strange-she agreed, as she had helped me with my last purchase. She checked a different computer in a different area and said yes they could still do it-how much did I want. Since I wasn't intending on purchasing today, I asked her what today's rate was. $759 per mill. Going the wrong way, but that will change soon. Paid 767/mill 5-6 weeks ago or so.
