We all have to keep in mind that with a call like this one we aren't sure who is on the other end of the phone and we shouldn't take their info too seriously.
A receptionist wouldn't know much but might make an attempt to answer your question, whereas a person with the answers wouldn't be telling.
And technically the current dinar is a transitional currency because they fully intended to reprint it again in 2010, if I'm not mistaken.
Some may not have seen Inscrutable's earlier post. He said that he had contacted IMF AWHILE BACK. It was in fact, by his/her admmission, in MARCH this year. Let's just forget about it!

Iraq has already stated that the citizens will get a portion of oil profits but I don't recall when it was to begin though.

New Iraq oil law by end of 2006
    Posted: Thursday, November 02, 2006

    Baghdad

A policy committee hammering out a draft new oil law for Iraq now has only one issue left to resolve and the legislation should be enacted by the end of the year, Deputy Prime Minister Barham Salih said.

He also said projections of a doubling by 2010 of Iraqi oil exports, now at 1.6 million barrels per day, and of output to 6 million bpd from 2.3 million bpd were 'conservative figures' in his view.

Salih said the committee, which he expected to meet in a couple of weeks, still had to agree on provisions governing whether development contracts with oil companies could be signed at regional or national level.

'I am hopeful we will be able to bring the group together on this matter,' Salih said.

If only one issue is left undone, I think that it will be resolved well before the end of the year. wouldn't you say. that is 2 months to fix one thing. I am thinking more like acouple of days or a week at most.

i too didn't get charged the 5 fee the second time, and the first time i believe they said it was a foreign currency exchange charge, not a non-account holder fee, i think its because they are so not used to doing foreign currency transactions is why they sometimes charge and sometimes don't

Bahrain to host major Iraq expo in March
    Posted: Thursday, November 02, 2006

    Officials address the press conference

    Manama

Hundreds of exhibitors from around the GCC countries and the world are expected to participate in the Gulf Iraqi Expo (GIX) being organised in Bahrain in March next year.

The GIX, from March 24-26, 2007, is the first trade show that will be hosted by the Iraqi government outside Iraq.

The GIX will attract some of the leading companies in different sectors, paving the road towards coordination and huge investments. It is a milestone in Iraq's progress towards new business opportunities, it was revealed at a press conference in Bahrain yesterday.

The exhibition, at the Bahrain International Exhibition Centre, is being organised by I-Vision for Event & Media in association with Iraqi Ministry of Trade. The Bahrain-based Magnum Events & Exhibitions Management (Meem) will be the local associate for the event.

The press conference was attended by Murtada Kamal, CEO, I-Vision Group; Ghassan Muhsen Hussain, Iraqi Ambassador in Bahrain; Jamil A Wafa, group chairman, Magnum Holdings; Abdul Rahim Alnaqi, deputy CEO, Bahrain Chamber of Commerce and Industry.

More than 12,000 attendees from Iraq and the Gulf region and over 900 brand names are expected to take part in the event which is also expected to draw 300 decision makers from the Iraqi Government, representing the 28 ministries, and more than 1,250 business people.

Giving reasons for hosting the expo in Bahrain, the spokesman said the Gulf countries had chosen Bahrain to be the commercial and trade representative of all Gulf states in Iraq because of the good relationships between Iraqi Government and Bahrain, and for the family connections and relationship between the people of the two countries.

The facilities offered to Iraqi people from the public and private sectors in Bahrain, especially travel and visa permissions, have made Bahrain one of the most favoured Arab countries by the Iraqi people, he said.

Though the first GIX will be held in Bahrain, the exhibition venue will move from one Gulf country to another in the following years.

The spokesman said thousands of “pre-qualified” businesspeople will be in attendance at the expo. “Pre-qualified” implies that all attendees will be confirmed by their business associations inside Iraq regarding their quality of doing business in Iraq and will be registered and issued photo ID. All exhibitors will be issued a complete list of all attendees for further follow-up.

Each of Iraq’s ministries exhibiting at the GIX will be available to both exhibitors and attendees for discussion and answering questions.

The expo will cover the following sectors: Transportation and Courier Services; tours; education and research; management and financial sector; advertising and media; agriculture; automation; construction and machinery; petroleum and chemicals; defence; electrical; food and beverages; furniture and textiles; human resources; consultancy and legal services; security systems; tourism and travel; pharmaceuticals and medical; and information technology.

As part of the trade show, the GIX management will be organising a business conference aimed at providing information and educational modules to attendees and exhibitors. One of the main features of the conference will be designed networking meetings specific for each industrial and trade sector. Private rooms will be provided afterwards for one-on-one business meetings.

Featured speakers will include foreign experts on industrial and trade sectors; Iraqi ministers of trade, industry, finance, agriculture, oil, planning, and others; representatives from the Coalition Provisional Authority; official representative from Kurdistan region; and foreign business experts in management, marketing, import and export facilitation and finance.

Check out what is happening in march of next year. This looks to me like a meeting of investors with the sole purpose of investing in Iraq. I can't say for sure I just skimmed through the artical (it is getting late) but I think that we are seeing new come out that is unmistakenly after a FIL is in place.

Default Iraqi deputy PM sees new oil law this year

BAGHDAD (Reuters) -- A policy committee hammering out a draft oil law for Iraq now has only one key issue left to resolve and the legislation should be enacted by the end of the year, Deputy Prime Minister Barham Salih said on Thursday.

He also told Reuters projections of a doubling by 2010 of Iraqi oil exports, now at 1.6 million barrels per day, and of output to 6 million bpd from 2.3 million bpd were "conservative figures" in his view.

Oil revenues are critical to the economy of Iraq, which sits on the world's third largest crude reserves, and Salih said the way they were distributed in the country would spell the difference between a united country or its violent break-up.

"It is a blueprint for a nation at peace with itself and at peace with its neighbors," Salih said in an interview at his residence in Baghdad's fortified Green Zone. "It will determine whether we want to live together as Iraqis or not."

You are quite right, providing however that they can get those absentee legislative members to show up and do thier job as they were elected to do. If they can't get a quorum they can't pass anything much less hammer out the final details.

Yes I agree with you, the call was far enough back in the past to be redundant now but unfortunately I didn't see that post until quite some time after I responded.
