After passing the FIL, Warka Investment Bank confirmed by e-mail that it should be enacted:

WITHIN A MONTH

So we are careful and pick one month. That's no business days or whatever, just a month.

Then it should be enacted at the 9th of november at the latest.

Let's hope it comes out with the handout of the 10,000 dinar.

The FIL will be enacted, believe me.

The problem is the HCL. The Kurds have their own earlier ready then the Central Government but I believe that the Kurds can start and the Central Government reviews the contracts and deals according to the Central HCL.

As we have read the urging investors to come in and to start in Kurdistan and to use the Kurds as an gateway for whole Iraq. By doing this the Kurds can start doing business and the HCL can be finished while investors are not running away of impatience.

I hope to see a good week this week and a complete finish before Christmas.
