I am just throwing this out there - there have been 2 schools of thought on this board the last couple of months about the RV
1. That the RV must happen before the FIL is enacted (SGS)
2. The RV and the FIL go hand in hand (Adster)
We have determined yesterday that the FIL will be enacted on the 9th -30 days(Thurs) So the RV either happens today or tomorrow before the FIL enactment or it happens Thursday with it. Appearing with or without announcement on the Forex. What happens if both dates pass and there's nothing??

Anfal case trial resumes in Baghdad, Saddam present
Baghdad, Nov 7, (VOI) - The 21st session in the trial of former Iraqi president Saddam Hussein and six aides in the Anfal Kurdish genocide case opened on Tuesday with all defendants present and defense team absent.
The court is due to hear more plaintiffs on Tuesday.
Saddam Hussein was present at court only two days after another panel found him guilty of crimes against humanity and sentenced him to hang.
The former Iraqi president appeared more quite on Tuesday’s session.
The higher Iraqi criminal tribunal, presided by chief judge Mohammed Uraibi al-Khalifa, was convened and the first witness was called.
On Sunday, the former Iraqi president Saddam Hussein and two of his aides were sentenced to death by hanging after they were convicted in the separate case of Dujail.
While an appeal in the Dujail case is under way, trying Saddam Hussein in the Anfal Kurdish genocide case continues.
Saddam Hussein and his co-defendants are accused of committing crimes against humanity in Kurdish villages where more than 180,000 Kurds were killed in al-Anfal (Arabic word for war spoils) campaign in 1988.
The six other defendants in the case are Ali Hassan al-Majeed (Chemical Ali), ex-defense minister Sultan Hashem Ahmed, former chief of military intelligence Saber Abdul Aziz al-Douri, former chief of staff in the Iraqi army Hussein Rasheed, prominent member of the now-dissolved Baath party Taher Tawfeeq and Farhan Motlak who was chief of military intelligence in the northern district.

If you're seeking out opinions, then mine would be the following: Nothing will happen until the 9th, at the earliest... Quite possibly nothing will happen even then. Unless I'm mistaken (and I could be) no one has seen the text of the FIL, so at best guess, I'm sure there could be a provision in there which places it on hold, (something to the effect of, "For this law to be fully enacted, pieces X, Y, and Z must be in place" - But I admit I know very little about how the law in iraq, so this may not actually be a possibility at all).
But let's be clear: I want this to happen soon. Thursday would be an excellent time to do it. I have medical bills coming due (some are past-due, from my Appendictomy last February), and other bills to pay off. Not unlike a lot of users here, I'm sure. Nonetheless, I have to separate logic from desire. Logic is telling me that Thursday is the earliest we'd see movement, but quite possibly we won't even see anything at that time. Yet desire is telling me: Tomorrow! So who knows...
