    Any thoughts on today's auction...I still fee like we could still reval anyday.....did we ever get a link for 30-days for FIL automatic enactment.

    I did a quick review and this is the first thing i noticed.

    Article 19: Special allocations
    The Parliamentary Committee referred to in Article 18 of this Act shall propose efficient, cost effective means to make the following guaranteed special allocations of Revenue received by KOTO, to be established by law:

    (a) an allocation of ten percent (10%) to be distributed as an annual dividend to each and every citizen of the Kurdistan Region;

    (b) an allocation of not less than seven percent (7%) to an investment fund for future generations of citizens of the Kurdistan Region, managed by trustees appointed by Parliament, and invested on the basis of sound economic principles so as to become a significant source of income for the Kurdistan Region at such time as the petroleum wealth of the Kurdistan Region and Iraq declines;

    (c) an allocation of not less than one point five percent (1.5%) to be distributed as an annual dividend for citizens of the Kurdistan Region who suffered, or who suffer, extraordinary hardship as a result of the policies and practices of the previous regime in Iraq, including but not limited to veterans, dependents of those killed, and those who suffered physical or psychological disability or who suffered great loss of property;

    (d) an allocation of not less than one point five percent (1.5%) for the Environment Fund, for projects to restore and rehabilitate the natural environment of the Kurdistan Region, including but not limited to reforestation, de-mining, anti-pollution measures, the creation of urban green spaces, national parks, and the preservation of wildlife; and

    (e) an allocation or allocations, to be distributed annually, in an amount or amounts to be recommended by the Parliamentary Committee, for any elected bodies of citizens of the Kurdistan Region who are members of an ethnic or religious minority, including Arabs, Turkomen, Chaldeans, Assyrians, Syriacs, Armenians, Sabean-Mandeans, Yazidis, Shabak, Kakai, Jews, Baha’i, and other minorities, to support the special social, cultural and governmental needs of the Kurdistan Region’s minorities within the Kurdistan Region.

    Concerning the BOA 13 trade date. There was one post a few days ago from a guy who talked to a rep of BOA in the pacific northwest who confirmed that they were going to trade dinar on that date. Does anyone remember a post that reported BOA in Chicago trading Dinar a few months ago? Like many others I have read sooo much It is difficult to keep it all straight.

    Ya, i figured that, And i agree, they probably will have similar sections - no matter how you put it.

    The Kurds are Iraq's success story...they really know their business. With the enactment of the rest of Iraq's FIL expected this weekend, if our calculations are correct, our reval has to happen in the next few days (JMHO).

    Japan monitors impact of Rumsfeld's resignation on US Iraq policy

    TOKYO, Nov 9 (KUNA) -- Tokyo is closely watching the impact on the US government's Iraqi policy and its military realignment plan in Japan following the resignation of US Secretary of Defense Donald Rumsfeld.

    "Rumsfeld's resignation does not change our stance on supporting Iraq because we are carrying out reconstruction assistance based on policies we decided on independently from the viewpoint of our national interest," Japan's top government spokesman told a news conference Thursday. "We should continue to contemplate what we can do and what will be effective in supporting Iraq on its path to independence," said Chief Cabinet Secretary Yasuhisa Shiozaki. He added that Japan's Air Self-Defense Force, currently based in Kuwait, will continue transporting UN personnel and supplies to Iraq for reconstruction work.

    After the ground troops completed their withdrawal from the southern Iraqi city of Samawah in July, Japan's air units expanded its airlift operations to cover airports in Baghdad and Arbil, further north of the Iraqi capital, in addition to the one it has been flying to in Talil near Samawah.

    However, Defense Agency Director General Fumio Kyuma said Japan's reconstruction efforts in Iraq could be affected by a change in America's stance on Iraq. "Defense Secretary resigned after considering the negative reactions at home and abroad to the US policy on Iraq," Kyuma said. Regarding the plan for the realignment of the US military presence in Japan, agreed by defense and foreign affairs ministers of both countries in May, defense chief said the US has no choice but to make the same policy decisions regardless of who the defense secretary is. US President George W. Bush announced Wednesday the resignation of Rumsfeld and named former Central Intelligence Agency Director Robert Gates as his successor. (end) mk.
