I found this article that absolutely justifies why this reval needs to happen now...these people can never be fully compensated for their losses but they deserve a lot more than what they are being denied and delayed right now...

Today I had to make some interviews with some Iraqis to see what is their reaction regarding the hang verdict against Saddam Hussein.
I really came close a strange situation but it has a lot of meaning, the man was telling me that he should be happy because his father whose a Sunni man conspired against Saddam in 1992 with some other men from Tikrit but unfortunately the coup was discovered by Saddam at that time and he ordered their execution including his father.
The man said, “ Iam not happy because my father wanted to kill Saddam and when Saddam discovered that, it was natural that he did the same, otherwise he would be killed my father.”
He went on to say but after the topple of Saddam and the instalment of a new government who claims to be in opposition of Saddam, we thought our family would be rewarded as it had sustained a big damage because of my father, in the contrary, my eldest brother house was cordoned by the vehicle of the ministry of Interior and its men whom we thought they came in an official motorcade to take the family to the new government to compensate it, they kidnapped my brother who is 36 yr and after 24 hour we found his body dumped in the trash.
Since that time, I with my family and his family are moving from one place to another in fear of death squads, and you want me to be happy?!!!
I talked with an old man who lost his only son for being member of Dawa party and asked him how does he feel about the verdict?
The man answered “ I was waiting for the day when Saddam will be toppled and Dawa party will install the ruling in Iraq so that they will give me the right of my son who died for the party, but I’ve been waiting since a long time no one came to knock at my door and ask me what do I need with my wife and my three daughters?
After the campaign of looting that ravaged Baghdad after the toppling of Saddam, Shiite clerics issued Fatwa calling upon looters to bring back the things they looted to the Husseinis and the clerics will see how they will deal with it?
I have a friend who is a cleric too and was in charge of one of the Husseinis close to my house, his Husseini was one of the places people began to bring back the looted stuff to it.
I thought I should go and ask the help of my friend, he knows how poor I am and honestly I even did not have food in my house.
I went to my friend’s Husseini and was surprised about the different materials that was inside, in a way it was congested with food and furniture and everything, a matter which encouraged me to ask my friend if he can give me some stuff.
My friend told me that it was a great pleasure for him to help and looked around the place thinking of what to give me, then, he shouted I found it, he went to one of the corners where were ten of wooden sticks and pick up one and came running to me, “ Take this stick, you need it when you walk.”
The old man said that it was a great disappointment for him as he did not need a stick but he needed food and kept wondering where all these materials disappeared.
He said, “ I began to envy the people who were considered as martyrs in time of Saddam, at least, he used to grant them permanent salary, car and piece of land and a salary for their parents, what did Dawa party give me for my son? only car bombs and IEDS.

Dubai (AFP) - Iraqi Vice met some personalities Iraqi exiles in the United Arab Emirates in order to be invited to attend a national reconciliation conference aims to put an end to the sectarian violence that has ravaged Iraq.
He said that the outpouring of Agence France Presse in the wake of the meeting held on Wednesday evening in Dubai attended by a constellation of the Iraqis said, "The conference will be held between 15 and November 20" in Baghdad.

During similar visits to Cairo and Amman, Iraqi exiles expressed in Egypt and Jordan expressed fears of dissolve the former Iraqi army and the policy of uprooting the Baath Party, in addition to the need to distinguish between "resistance" and "terrorism".
It was to address these points in the Dubai meeting, where some considered that the chaos in Iraq would not have been such a deployment if it did not solve the Army after the American invasion of Iraq in 2003.
As for the point of view of others is that the tensions between political leaders reflected on the scene with a blind sectarian government Nuri al-Maliki consideration of the Shiite militias involved in acts of violence against the year.

Demand declined significantly on the dollar in the auction the Central Bank of Iraq today, Thursday, recording a volume of the total 70 million and 180 thousand dollars against 97 million yesterday, down $ 27 million.
The demand was increased by 49 million and 180 thousand dollars in cash, and 20 million and 600 thousand dollars in the form of remittances outside the country, the Bank has full coverage at the exchange rate is the lowest this year 1465 dinars low one point on the price yesterday.
And so the Iraqi dinar against the dollar rose to a record as the dollar declined in the three meetings, five points after it was 1470 dinars last week. He attributed Mr. Yasiri, the owner of the banking reason for the decline in demand to decline in the volume of remittances, since the cash sales maintained the high level of concern but the current government of the consequences of the President of the former regime of Saddam Hussein fell after five days of sentencing, It brings confidence of the people and contributed to a reduction in remittances, saying that the reduction in the dollar's exchange rate will encourage the buyers to reduce inflation.

Maysan Governorate Council called today, Thursday, the owners of companies and capital, local and international investment in the province of Maysan.
Taha said the guest Chairman of the investment in the preservation News Agency (Voices of Iraq) Independent today that the "legislative and executive bodies to maintain and provide all the guarantees provided for the establishment of investment projects in various economic areas."
He added that "the Council is holding a workshop for businessmen in the province to publicize the advantages of the Iraqi investment law, which was approved by the House of Representatives recently."
In the same context, committee chairman, development and reconstruction in the Mohan What Shabib Al (Voices of Iraq) that "the preservation is ready to provide all the facilities for investors from the administrative, technical and take the necessary measures to encourage the process of investment in this province." noting that enjoyed by preserving resources will contribute to one Th quantum leap in the reality of maintaining political and economic aspects.
The Parliament ratified the Iraqi investment law in the Iraqi 10th of the month of October last October, It was submitted to the presidency of coincidence it to be valid.

The FIL had to be approved the President and then published in the official Gazette before it is enacted. I never read that is was approved by the President. Looks like this is done now!!

posted an article that stated the laws are automatically enacted after 30 days so that would put it auto on the 9th.

Here is the documentation from the CBI that they are not required to use the OFFICIAL GAZETTE for announcements. This is the new update from November 1, 2006.
SECTION 1—DEFINITIONS, AUTONOMY, OBJECTIVES AND FUNCTIONS
Article 1 Definitions
The following terms shall have the meanings set forth below:
“Appointing Authority” means the head of the Government;
“bank” means a person holding a license or permit under the Banking Law to engage in
banking business and other banking activities;
“banking business” means the business of receiving deposits of money or other repayable
funds from the public for the purpose of making credits or investments for its own account;
“Board” means the Board of Directors of the CBI;
“CBI” means the Central Bank of Iraq;
“credit” means any disbursement or commitment to make a disbursement of a sum of money in
exchange for the right to repayment of the amount disbursed and outstanding and to payment
of interest or other charges on such amount, whether secured or unsecured, any extension of
the due date of a debt, any guarantee issued, and any purchase of a debt security or other right
to payment of a sum of money that may provide for the payment of interest either directly or
by a discounted purchase price;
“currency” means the monetary unit of a country;
“deposit” means a certain sum of money paid to a person, whether or not evidenced by any
entry in a record of the person receiving the sum, on terms under which the deposit will be
repaid or transferred to another account, with or without interest or a premium, either on
demand or at a time or in circumstances agreed to by or on behalf of the depositor and that
person;
“Deputy Governor” means a Deputy Governor of the CBI;
“dinar” means the Iraqi dinar;
“fit and proper person” means a person who is regarded as honest and trustworthy and whose
professional qualifications, background and experience, financial position, or business
interests do not disqualify that person in the judgment of the Appointing Authority or, with
respect to Article 64, the Minister of Justice, provided, however, that no person shall be
regarded as a fit and proper person if the person:
(i) has been convicted by a criminal court of an offense for which the person was or
could have been sentenced to imprisonment for a term of one year or more without

the option of a fine unless such sentence, in the judgment of the Appointing
Authority, or, with respect to Article 63, the Minister of Justice, was or would have
been motivated by his religious or political views or activities;
(ii) has been declared bankrupt by a court of law within the past seven years;
(iii) has been disqualified or suspended by a competent authority from practicing a
profession on grounds of personal misconduct unrelated to his religious or political
views or activities; or
(iv) has been declared unfit to manage a company by a court of law or under an order
issued by a competent agency;
“foreign exchange” means any bank note or coin, cheque, draft, promissory note, bill of
exchange, payment order, credit, balance of account or any other means of effecting payments
in any currency other than the Iraqi currency;
“Government” means the entity exercising temporary governmental authority in Iraq on the
date this law enters into force and then the transitional Iraqi administration upon the transfer to
it of full governmental authority and the recognition of that administration by the CPA and
then the internationally recognized representative government of Iraq once it assumes the
responsibilities of such authority;
“Governor” means the Governor of the CBI;
“legal tender” means banknotes and coins which any creditor is obligated to accept in payment
for a debt denominated in Iraqi dinars;
“Legislature” means the principal legislative body of Iraq, or a component or subordinate
body thereof empowered for purposes of oversight of the CBI pursuant to this Law.
“Official Publication” means the Official Gazette or such other general publication of wide
circulation as specified by the Appointing Authority;“State” means the Republic of Iraq;
“Tribunal” means the Financial Services Tribunal as described in Articles 62 through 69 of this
Law.

If the FIL isn't reason enough to RV, the HCL could be the turning point. The CBI needs foreign currency reserves to back the Dinar. However, i read some where here that the CBI would also like to have oil futures counted as reserves. If the CBI uses oil futures, in addition to foreign currency reserves, well then - IMHO a high RV (to pre-war level) is assured.

more info passed thru pm...Susie: My friend called the branch manager of his B OF A this am. He said only the New York branch will be BUYing the dinar.
We are in the Northwest so don't know why they won't be doing that here.
My friend is going to stop by the branch onthe way home and talk personally to the guy, so will get back to you on that conversation.

He stopped by the bank today. The manager told him that he did not know when they would be buying or selling dinar at his branch. But he said that could change any day. Once again, he did not know the exact date that the New York Branch would start their endeavor but would be soon.
