Looks like they are complaining because the market is slow due to a low and unrealistic exchange rate and that it would be in the best interest of the government to raise the rate to let the Iraqi people have a better life and also that the Iraqi people may be happy about the 10k dinar handout...

$150 million to rehabilitate steel company in Basra
Basra, Nov 11, (VOI) – The rehabilitating works in the state-owned-iron and steel company in Basra will start in early 2007 after a grant of $ 150 million was offered by the Iraqi government to carry out rehabilitation works in two foundries within the company, a source at the company said on Saturday.
"Iraq's finance ministry allocated 150 million dollars in October for breathing a new life into the defunct departments,” the source, who asked not to be named, told the independent news agency Voices of Iraq (VOI) by telephone.
The source said “reconstruction works would be undertaken by the company's staff depending on raw materials available in the local market and resorting to foreign suppliers when materials could not be found in Iraq.”
The iron and steel company, a largest in Iraq, is mainly formed of two foundries for melting and casting iron.
The company hires more than 6300 workers, who currently receive a monthly salary ranging from 100,000 to 300,000 Iraqi dinars ( approximately $ 68.07 to $ 204.21) in a country where living costs estimated at 14,500 Iraqi dinars( $ 10) per day for a family of six.
Prior to 1991, the company used to produce 500 tons of concrete iron per day in line with standard global specifications.
"The company stopped operating its foundries after the second Gulf war in 1991, as it came under bombings that devastated important parts therein, and later on it was looted during the collapse of the former Iraqi regime in 2003," he said.

the sad thing is . . .Im not excited anymore. I know it will happen and I'll have a chunk of change, but this emotional rollercoaster has taken all the fun and excitement outta the ride . . .like the same rollercoaster over and over and over.
I just want somethin to happen one way or another so I can get on with life. . . enuf Groundhog Day. I never would have thought it would become anti-climactic

Speaker discusses developments in Iraq with Iranian president
Baghdad, Nov 11, (VOI) – Iraq’s parliament speaker Dr. Mahmud al-Mashhadani discussed in a meeting with the Iranian President Mahmud Ahmadinejad in Tehran on Saturday the latest developments in Iraq as well as the bilateral relations between the two countries.
Dr. Mashahadani is on a visit to Iran to take part in the 7th meeting of the Association of Asian Parliaments for Peace (AAPP), scheduled to open on Sunday in the Iranian capital Tehran.
The Iraqi parliament speaker’s office said in a statement on Saturday “Dr. Mashhadani conveyed a verbal message from the Iraqi government to the Iranian president on the activation of the security accords recently signed with Iran inviting Iran to play a positive role towards achieving a more secured Iraq.”
Iran is an important neighborly country of Iraq and it can play a positive role in enhancing the country's security.
Dr. Mashhadani, the statement noted, also met his Iranian counterpart, Gholam Ali Haddad, for talks on parliamentary relations as well as regional and international issues of mutual concern.
