Obviously, something has gotten them into action. Finally seeing some articles with Past-tense info. Now they are more accountable for the money they have been recieving and have to prove allocation. Someone posted in the AM two days ago - a list of projects - how much was allocated and $ spent to date. I think along with the Kurds holding to their promise to suceed fro the central GOI - they had really get their acts together.
Considering that OPEC (is Iraq a member?) has offically - as of November '06, cut supply to Japan and USA until (?) a lot of things are culminating the inevitable RV. I too will reserve my w..t for the real time and place.

Someone posted the other day that Iraq was NOT a member of OPEC do to their past record. Something about being inactive for 2 long or somethin like that.

Personally, I feel that this change in the disbursements/recipients
may be a sign that at first- they were going to give 10k per person with a low reval. Now that they have found all that gold and $$ they are prepared to make a higher reval-thus they re-thought their obligation and changed it to families. I think it is a Great thing.
