    You may be correct, but would they not want a reval in place before hand-out? Many may not even bother to pick up the card at current rates, but if they knew it was worth, say 10grand US then everyone would head to the bank.

    This is why I think a reval must take place before the hand-out, or at least the cashing in part.

    Sixteen high-ranking officials from Central Bank of Iraq (CBI) are attending five-day training programme on banking supervision in Bahrain.

    The five-day programme is being conducted by the Bahrain Institute of Banking & Finance (BIBF) in co-operation with the International Monetary Fund (IMF) and Federal Reserve Bank of New York (Fed NY).

    The workshop, at the BIBF premises in Juffair, will be conducted by a team of international experts from the IMF and Fed NY.

    BIBF was selected to host this important workshop because of Bahrain's excellent reputation as a leading world financial hub and the Institute's ability to provide world-class training and business advisory services, said BIBF deputy director and head of Banking Learning Centre, Hussain Ismail.

    For the last two-and-a-half years, the IMF and the Fed NY have co-ordinated their efforts to provide technical assistance to the CBI to help in the reconstruction and development of the Iraqi economy.

    A comprehensive initial training curriculum was defined and has been implemented between 2004 and early this year for staff of the CBI's Banking Supervision Department (BSD) and a series of joint workshops were delivered, covering all key banking supervisory issues.

    The workshop in Bahrain is the first in a new series of training programmes.

    It will be focusing on the practical implementation in the field of banking supervision as well as reviewing the actual work and outputs produced by the Iraqi supervisors, in order to give them feedback and guidance on how to improve their scope and their quality, both for off-site and on-site supervision.

    'This programme is part of a series of successful workshops, which will further contribute to the training and education process of the Iraqi people,' said Ismail.

    Another workshop on banking supervision was conducted successfully at the BIBF in June 2004.

    Hundreds of companies from around the world looking for opportunities in Iraq took part Saturday in an international fair in this city in the relatively peaceful Kurdish north.

    The fair, organized by the Iraqi American chamber of commerce, was inaugurated by Nechirvan Barzani, the prime minister of Kurdistan's regional government.

    Some 370 companies from around the world including 50 from Germany and 24 from Italy, were taking part in the four-day conference.

    Most of the companies specialize in infrastructure and construction, badly need projects that have been held up by unsafe conditions in Iraq and the U.N. sanctions regime before that.

    Unlike the rest of Iraq, the three Kurdish provinces in the north are safe and tightly controlled by tens of thousands of local peshmerga militiamen.

    The region became essentially autonomous and not under the control of Saddam Hussein after the 1991 Gulf War, when the U.S. imposed a no-fly zone over the region and kept Iraqi forces out. After the fall of his regime in April 2003 the militias secured the area despite some bloody attacks that left hundreds of people killed.

    "I am very happy that that this international fair is being held on the land of Kurdistan," Barzani told The Associated Press after officially opening the fair.

    "Whoever wants to invest in this region is welcome," Barzani said.

    The executive director of the Iraqi American chamber of commerce, Raad Ammar, said the fair was being held for the second consecutive year in Sulaimaniyah.

    "This fair shows that reconstruction conference can be held on our land and not abroad so that all Iraqis come and take part," said Ammar, who is an Arab.

    Before 1991 the Baghdad fair that had been held annually starting in 1964 and drew exhibitors from an average of some 50 countries. It was one of the major trade shows in the Arab world.

    Since then participation dropped as Iraq suffered under the 13-year crippling economic sanctions imposed in 1990 to punish Saddam for his invasion of Kuwait.

    The last major fair to be held in Baghdad took place in 2002 with the participation of large number of foreign companies, including some western firms that came privately rather than under government sponsorship.

    After the fall of Saddam Baghdad became too dangerous for foreigners to come and take part in fairs.

    Blessed are the Dinar Holders without internet. They bought into a dream and put it safely away.... I have several family members who have purchased, and they have no way of knowing the value until I tell them.

    There are those of us who have become obsessed with this. We have forgotten our friends, family, even co-workers (checking here at work ) and have alllowed this investment to overpower our daily lives.

    When it happens, it happens. We cannot "force" it, or "wish" it to happen (Yes, I watched the "secret" video)....

    It seems like to me that that there would be a mad rush to the banks if they R/V before the hand out. What I mean is, if they hand out the 10k and say it can't be redeemed until a certain date and then they r/v before that date then when the redeem date rolls around everyone holding the 10k notes I think whould make a mad dash to the bank.

    I think I remember some one post the idea that they may use the 10k note hand out to get people to open a bank account and then when the r/v happens the banks can simply credit there accounts. I don't know.

    Prime Minister Nouri al-Maliki lashed out at lawmakers in a closed-door session of parliament Sunday, ordering them to stop criticizing his government and instead declare their loyalty to a unified Iraq - not their religious sects or political parties, two members of parliament told The Associated Press.

    Al-Maliki, who also said a government reshuffle was in the works, was responding to questions by lawmakers during the more-than one-hour closed session.

    In a statement afterward, al-Maliki's office said he used the meeting to outline the political and security situation in the country and plans for bring stability to the country.

    It said al-Maliki "called for a comprehensive Cabinet shake up suitable with the current period."

    I'm back after a self-imposed hiatus of nearly 10 days and briskly gone through tons of pages only to find out that this blimmin' thing hasn't revalued as yet! As much as it is disappointing, during the hiatus in Qatar I found lots of positives that Iraq could choose to take on board. Whether the people in charge wish to make a difference to the Iraqis is a different story altogether. As someone who has travelled a fair bit in the Middle East, most countries do an awful lot for their citizens in terms of financial incentives and a share in their oil revenues. With Iraq, the policy of putting its citizens first via an economic resurgence seems to be last on their priority list.

    Qatar, which is 40 times smaller than Iraq in land size, occupies 13th place in the list of countries with proven oil reserves and a look around its country is testimony to the riches that this country possesses and bestows on its citizens.

    Qatari citizens are now the 2nd richest in the world in the context of per capita incomes. I don't as yet have a link to this but this was posted in the Gulf News daily in Qatar last week. Their exchange rate is 1 USD = 3.65060 QAR. Iraq, with 4th biggest proven oil reserves in the world and natural gas, have a lot more going for them that Qatar though the current political and security climate in Iraq is not allowing them to be as prosperous as other Middle Eastern countries. It remains to be the same whether the Iraqi heirachy is as keen as its neighbours to make the most of their rich resources and grant its citizens the prosperity and peace they deserve.

    I think it's worth remembering to have a sense of realism in terms of our hopes and expectations. This will happen. No one knows when it will happen. Let's not kid ourselves that anyone on here knows someone who might know a date for this thing. Rumours are just that....rumours and are to be taken at face value. We are in a phase that has witnessed lots of progress and great news. However, every little detail is exaggerated. Just because someone has a differing view, it doesn't make them a negative person. Everyone would love to see this happen but don't be swayed by people who profess to think this would happen on so and so date. Gut feeling and common sense have never been the prerogatives of Iraq so its unwise to accept any logical steps from them.
