    In my opinion, this is not tied to the HCL. They have been exporting to different buyers all along. I believe the HCL focuses on foreign investment into Iraq's oil infrastructure and possibly the oil itself

    This was the first thing I thought of as I read the article and then the 2 day follow up. More indications that our speculation of deals being done behind closed doors and embargoed has some legitimate legs!

    CP seen your Nov. 6th press release from IAMB - Told ya I would be back in a bit so far most of this is in the PR you posted but one sentence really stands out in the documents:

Halbwachs dated 2nd June 2006 addressed to his excellency the Prime Minister and attached thereto the proposal to form a committee of financial experts to be assigned the tasks of (IAMB) after the ceasation of its mandate on 31st December 2006 in accordance with UNSC resolution No. 1637. We already know the committee is a done deal under the watchful eye of IAMB

    Third FP:
    In order to inform IAMB of Iraq Government endorsement of the proposal prior to the next IAMB meeting scheduled to be held on 30-31st October 2006, we enclose herewith a suggested text of a decision by the Council of Ministers. The text contains all the elements of IAMB proposal with one important change. The chairmanship of CFE is to be assigned to the president of the Board of Supreme Audit in addition to his duties. This change achieves harmony with the Iraq Constitution and with the Board of Supreme Audit Law and the change was done in consultation with the President of the Board of Supreme Audit and Iraq's representative on IAMB. CABINET RESHUFFLE???

    OK I assumed this was the Kuwait meeting on 30-31st October. BUT NO THIS MEETING WAS IN PARIS!

    A. Introduction and Background
    At the direction of the U.S. Defense Reconstruction Support Office (DRSO) acting at the request of the IAMB, we have carried out the scope of work established in the Performance Work Statement contained in our contract with the U.S. Army Contracting Agency.
    DRSO was established in May 2005 to provide a single Department of Defense (DoD) focus for coordination of the Department's operational support of U.S. reconstruction activities in Afghanistan and Iraq.
    IAMB was established in October 2003 as an independent oversight body for the Development Fund for Iraq (DFI). The DFI was established pursuant to United Nations Security Council Resolution 1483 to hold the proceeds of petroleum export sales from Iraq, as well as remaining balances from the UN Oil-for-Food Program and other frozen Iraqi funds. Disbursements from the DFI must be used for the benefit of Iraqi people. When the Coalition Provisional Authority (CPA) transfered sovereignty to the Iraqi Interim Government on June 28, 2004, it also transferred administration of the DFI.

    IAMB continued to function after the dissolution of the CPA on June 30, 2004 and is working with the Iraqi Interim Governament, as set out in United Nations Security Council Resolution 1546. United Nations Security Council Resolution 1637 extended to mandate of IAMB until Dec. 31, 2006.

    Page 7 last sentence: This report is for the sole use of members of DRSO and IAMB and should not be distributed to unauthorized parties. LMAO Guess that doesn't include us so I will stop reading the 52 page document hmmm

    Yes, but does it not also tie into the distribution of monies earned from the sale of oil?

    Default Turkey pledges support for a united Iraq

    ANKARA, Nov 16 (Reuters) - Turkey offered support to Iraqi Prime Minister Nuri al-Maliki on Thursday on condition that his embattled government worked to preserve the country's territorial unity.

    Ankara fears sectarian violence could tear Iraq apart, plunging the whole region into conflict. It is especially worried about the possible emergence of a Kurdish state in northern Iraq that could stoke separatism among its own Kurds.

    "We told them (the Iraqi delegation) we are ready to provide cultural and commercial support, provided that the unity of the Iraqi people is preserved," Turkish Prime Minister Tayyip Erdogan told a joint news conference with Maliki after talks.

    "For us, it is essential that Iraq's problems are solved by consensus to ensure the country's security and stability."

    Maliki, visiting Ankara with seven of his ministers to forge greater trust and closer trade ties, tried to reassure his hosts that Iraq would not allow its territory to be used by separatist Turkish Kurdish rebels battling Turkish security forces.

    "Iraq will never be a refuge for forces threatening our neighbours," he said.

    Ankara has long urged Iraqi and U.S. forces to crack down on an estimated 5,000 guerrillas of the outlawed Kurdistan Workers Party (PKK) operating out of mountains in mainly Kurdish northern Iraq.

    Maliki recalled that his government has recently shut down PKK offices inside Iraq.

    Ankara blames the PKK for the deaths of more than 35,000 people since the group launched its armed struggle for a Kurdish homeland in southeast Turkey in 1984.

    Maliki, a Shi'ite, stressed his commitment to Iraq's political and ethnic unity, saying its oil revenues must be shared equitably among all sections of the population.

    He also tried to reassure Turkey over oil-rich Kirkuk, a contested city in northern Iraq that Ankara fears the Kurds want to control, possibly as capital of a future Kurdish state.

    "Kirkuk is an Iraqi city and it will remain so," he said.

    Erdogan called for a plan to fix Kirkuk's final status that would not allow any one ethnic group to dominate it.

    Alright....am I wrong to think that maybe this may be our weekend for a reval....There is quite a bit of traveling, signing, hand-shakes etc. going on in the last week in a speedy-mode (and we all know they usually don't move too quickly on issues).

    This is Iraq lets not forget that point,however the stars do seem to be kineing up in our favor.I believe everyone inside and outside Iraq is getting a bit fed up with this gov. and perhaps just perhaps they may be getting the point that your time is now or never .

    I want this thing to reval soooo badly I can taste it. I just look at the way the Iraqi administration has been handling itself, and IMO I just think they will wait until they have the "all clear" and hands off endorsement from the IAMB before they take this kind of action. There's no undoing it if it flops or takes off in a direction they hadn't anticipated. They have to get it right and I believe they are doing the right thing to wait until they have all the proper endorsements in line before they act. We have all waited so long for this, 26 more days won't make any difference in the long run.
