KRG US representative says federalism will enhance unity

    --------------------------------------------------------------------------------

    Washington, 17 November 2006 (KRG)
On Monday KRG Representative to the United States Qubad Talabany told US government officials, academics and the press that federalism was vital to creating unity in Iraq and should not be viewed with fear. Mr Talabany made his comments in a panel discussion about Iraq at the annual Middle East Institute Conference. The panel entitled “Exiting Iraq” also included retired US Army General Jay Garner, Brian Katulis from the Centre for American Progress and Ambassador David Satterfield, the State Department’s Senior Coordinator for Iraq.

With the US midterm elections over, Talabany urged the Bush administration and the new Congress to resume tackling policy issues pertaining to Iraq. He also remarked that the panel’s title suggests a defeatist mentality: “Exiting from Iraq must come as a result of success in Iraq, rather than from failure”. He warned that enormous ramifications will ensue if the US prematurely withdraws its support to Iraq. An exit because of failure would be a “catastrophic mistake” and “hand Iraq to the terrorists,” he said.

While admitting that much work remains to be done in Iraq and by Iraqis especially, Talabany explained that not all is “doom and gloom.” He detailed the Kurdistan Region’s peace and prosperity, citing that a recent trade show in Suleimaniah was attended by over 300 international companies. He expressed disappointment that the US does not make greater mention of the progress and encouraged the Kurdistan R egion’s political and economic development to be expanded upon.

The Kurdistan Regional Government’s representative urged the US administration, in coordination with all sectors of Iraqi society, to consider the various ideas that are on the table and adapt to the realities on the ground. “Working on timetables will not result in the right outcome, and will likely lead to failure”, he said.

Mr Talabany said decision-makers should not fear the decentralization that is taking shape in Iraq. He said, “Federalism is not partition, but a unification of an already partitioned society”, as the Iraqi Parliament has already passed a law that determines how federal regions are to be created in Iraq and according to the country’s constitution, Iraq is a federal country. Finally, Talabany stated that accelerating Iraq’s economic development should be seriously considered, as only a sound economic development strategy will ensure long term peace and prosperity in Iraq. He noted that the Kurdistan Region is undergoing a relative boom in construction and economic development, and that its development should be nurtured and protected.

General Garner in his remarks stressed the strategic significance of Kurdistan and urged that, in the event of the situation deteriorating in Iraq, support for the Kurdistan Region be maintained.

Zubaidi:Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states.

Shabibi:The bank wants as a means to affect the economic and monetary policy by making the dinar a valuable and powerful.

Of other investment law that would improve all aspects of life, business, industrial, tourist and thereby improve the social situation of the Iraqi people. However, this law has meant a lot of work and expertise and the economic benefit from it so as to make good on top of these things provide the security side, which deems (Manaf jeweler), an economist at the Iraqi Center for Economic Reform most important thing in attracting investors and capital into Iraq.

He says jeweler : Let us when a group of specialists concerned with the economic situation and to expedite the completion of the Investment Law and legislation matters of security on the ground was less severe than it is now. Despite all the security conditions, the timely minimum investment environment was available and today we find ourselves in the security situation is bad and impacted negatively on the economic and investment environment as well as the reluctance of the process of the reconstruction of Iraq and the accompanying from the failures of implementation because of administrative corruption class base and lack of seriousness P j-oriented economic reconstruction and rational through the involvement of all concerned in the economic process, whether civil society organizations (businessmen, the Iraqi Union of Industrialists and the Chamber of Commerce. etc.) as well as university professors and Exchange Commission and the Iraqi media, because all they are concerned the real process of building a for economic and jeweler adds that the failure to the security side, led to the dismal failure and a big vacuum in the economic performance from the flight of most traders and industrialists out of Iraq.
Therefore, we can deduce that a simple survival of things as they are now render investment law void and become legally dead because we will not provide for this fledgling air we breath of is the stability in all its facets as we will eventually get tired economy into a debilitating medicine is not particularly high inflation, we are witnessing an unprecedented rate in the world as well as T. the cessation of all economic sectors, which will help to raise the gross domestic product (such as housing, industry and agriculture).

Apologies if already posted, great news though, don't you think?

Hundreds of companies take part in international fair in northern Iraq
Suleimaniah, Iraq, 14 November 2006 (Associated Press)

Hundreds of companies from around the world looking for opportunities in Iraq took part Saturday in an international fair in this city in the relatively peaceful Kurdish north.
The fair, organized by the Iraqi American chamber of commerce, was inaugurated by Nechirvan Barzani, the prime minister of Kurdistan's regional government.
Some 370 companies from around the world including 50 from Germany and 24 from Italy, were taking part in the four-day conference.
Most of the companies specialize in infrastructure and construction, badly need projects that have been held up by unsafe conditions in Iraq and the U.N. sanctions regime before that.
Unlike the rest of Iraq, the three Kurdish provinces in the north are safe and tightly controlled by tens of thousands of local peshmerga militiamen.
The region became essentially autonomous and not under the control of Saddam Hussein after the 1991 Gulf War, when the U.S. imposed a no-fly zone over the region and kept Iraqi forces out. After the fall of his regime in April 2003 the militias secured the area despite some bloody attacks that left hundreds of people killed.
"I am very happy that that this international fair is being held on the land of Kurdistan," Barzani told The Associated Press after officially opening the fair.
"Whoever wants to invest in this region is welcome," Barzani said.
The executive director of the Iraqi American chamber of commerce, Raad Ammar, said the fair was being held for the second consecutive year in Suleimaniah.
"This fair shows that reconstruction conference can be held on our land and not abroad so that all Iraqis come and take part," said Ammar, who is an Arab.
Before 1991 the Baghdad fair that had been held annually starting in 1964 and drew exhibitors from an average of some 50 countries. It was one of the major trade shows in the Arab world.
Since then participation dropped as Iraq suffered under the 13-year crippling economic sanctions imposed in 1990 to punish Saddam for his invasion of Kuwait.
The last major fair to be held in Baghdad took place in 2002 with the participation of large number of foreign companies, including some western firms that came privately rather than under government sponsorship.
After the fall of Saddam Baghdad became too dangerous for foreigners to come and take part in fairs.
Zubaidi:Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states.

Shabibi:The bank wants as a means to affect the economic and monetary policy by making the dinar a valuable and powerful.
