Iraq Oil Min: Kurds Disagree On Some Articles Of Oil Law
11-18-06 07:28 AM EST
DOW JONES NEWSWIRES
Iraqi Oil Minister Hussein al-Shahristani said Saturday that officials from the Kurdistan Regional Government still disagree on some of the articles of the draft oil and gas law that would regulate foreign companies' investment in Iraq's oil sector.
"We have agreed on most of the draft law's articles, but some officials from the Kurdistan region still disagree with some other articles," Shahristani told al-Iraqia, a local satellite television.
The minister didn't say which articles the Kurds oppose.
"We will hold meetings in the coming few days to resolve these disagreements before the draft law is submitted to the federal government for enactment," Shahristani said. He didn't provide a time frame for this.
Earlier, Shahristani said the law should be ready by the end of this year.
The Kurds are pressing for control of oil resources in their northern territories and a significant share of oil revenue, which has provoked anger in Baghdad. Officials in the capital say that oil resources all over Iraq should be controlled by the federal government in Baghdad.
The KRG's prime minister, Nechirvan Barzani, said earlier this week that he would travel to Baghdad to settle these differences and would press demands for control of oil resources in his northern territories.
KRG officials were annoyed in September by a statement by Shahristani in which he said that Baghdad wouldn't recognize oil contracts signed by the Kurdish officials. The minister was referring to a number of contracts that have been signed by the KRG with international oil companies.
The KRG has signed production-sharing agreements with Norway's Det Norske Oljeselskap DNO AS (DNO.OS), which is already drilling for oil, and Turkey's PetOil and Genel Enerji. It also has signed a memorandum of understanding with Australia's Woodside Petroleum Ltd. (WPL.AU), Canada's Heritage Oil Corp. ( HOC.T) and the U.K.'s Sterling Energy PLC (SEY.LN). Statoil ASA (STO) is also in preliminary talks with KRG about the development of one of the region's billion- barrel prospects.
The KRG's oil minister, Ashti Hawrami, said recently that his government would sign more oil contracts with companies next month.
The KRG estimates northern Iraq's oil reserves around 45 billion barrels of oil and 100 trillion cubic feet of gas.
Oil companies are attracted to Kurdistan because of its relative safety and high levels of security compared with the rest of Iraq, where it is virtually impossible for foreign oil companies to operate.
