In my opionion it is a protection for the big corruption over there. We read reports about the uge amounts dissapeared by corruption.
Another problem is that they cannot agree on the oil revenue share right now.
They must need to open their markets for foreign investment. The disagreement and corruption cannot be solved right now well then pump it into this fund.
After opening your market, solve your problems and when you are ready unlock the fund. I see it as something positive.
Don't think the donor countries are happy with donating money that leaves behind the backdoor by corruption.
They can request when they want and no later than june 2007.
I don't think this will hinder the RV and I personally think it is a good temporarily solution for these problems.Last edited by kiko; 19-11-2006 at 04:36 PM.

Iraq signs a $7.7 million irrigation systems deal with Austria
MENAFN - 19/11/2006
(MENAFN) According to reports, the Ministry of Industry and Minerals in Iraq has signed a contract with an Austrian firm for the supply of irrigation systems, Azzaman reported.
The $7.7 million contract will enable the ministry to produce sprinkler and drip systems inside the country.
In a statement, the company has begun implementing the first stage of the contract which includes the manufacture of metal pipes for the system.
However, the production is supervised by the State Company for Mechanical Industries which will shoulder the mass manufacturing of the systems and their shipment to dealers across the country.
It is worth mentioning that the contract will help the company focus on other urgent metal products already in high demand locally, including electrical posts which the company says it can now manufacture in huge quantities
signed without the FIL ?
