Baghdad: Arabs are stepping up their efforts to hold a summit on the Iraqi situation, while European countries are working towards organising an international conference on Iraq.
Behind the scenes, the US is attempting to search for a political exit from the Iraqi quagmire.
Mukhtar Lamani, the Arab League Envoy to Iraq, told Gulf News: "Serious movements are under way by the Arab League to hold a summit on the Iraqi issue."
There are also European efforts to organise an international conference on Iraq.
"Both conferences may be held simultaneously, because of the increasingly deteriorating security situation in Iraq. Everyone in the Iraqi government and outside, are extremely angry at the level of deterioration," he said.
"The international and regional solution is an open option now, not to save the US from its predicament in Iraq, but to save Iraq from very serious repercussions," he said.
The envoy stated that deploying Arab and Islamic forces in Iraq is being seriously considered in the event of a US withdrawal from Iraq. "Arab and Islamic forces will be accepted by Iraqis, instead of the US and foreign forces present in Iraq today," he added.
The envoy also said that an Iraqi reconciliation conference will not be held anytime soon, because of the current situation. Foreign spectators in Iraq say that a US withdrawal might take place, but the US influence will remain, and the last word concerning the Arab or international solution in Iraq will be that of the US.
Iraqi armed groups connected to Al Qaida organisation warned of any Arab or Islamic presence, saying: "These forces will be under fire, because they will be assisting the occupational forces in one way or another and will be the continuation of the political forces which entered Iraq with the invading forces."
Some leaders in the disintegrated Baath party in Baghdad said that the existence of Arab and Islamic forces in Iraq will be supported by the Baath leadership, inside and outside Iraq.
These leaders told Gulf News that certain Arab countries have in fact asked the Baathists about their stand only to find a positive response. This Islamic-Arabic deployment will be in Sunni cities where the Baath party still has a lot of influence.

Dinars out of circulation
CharmedPiper posted the results of the last ten auctions. I got to thinking about the actual effects of those auctions on the number of dinars in circulation. After doing the calculations, it comes to
853.025,550,000 dinars extracted from circulation in just the last ten auctions alone. Now normally, this would have the exact opposite effect on the price of the dinar versus the dollar. As dollars became harder to get the price should be going up as far as the exchange rate against the dinar. But instead of going up it continues to fall. This is a planned reduction of the cost of dollars by the CBI to continue to entice and encourage the purchase of dollars with dinars by the regional banks. Ten auctions ago, the price of a dollar was 1470. This last auction the price was 1452. That is a savings of 18 dinars per dollar. At 31,000,000 dollars for this last auctions, that saved the regional banks approximately 558,000,000 dinars or $384,297 dollars just on this most recent auction. And this is happening on a daily basis, so you can see why the regional banks are excited and encouraged to continue to buy dollars and why the CBI continues to lower the rate. In the words of Steve Martin in the movie, "The JerK" - "It's a profit deal" Who knows how long this can go on, "The Shadow Knows" and when they get to their targeted number I can only assume that they will lower the exchange rate in a dramatic fashion, Basically our "Reval" as we have all been hoping and praying for. IMO I still look to the meetings of the IAMB on or shortly after the 12th of December as the time when the dramatic reduction will happen. Hope it is sooner, but for me I think that meeting is key. One-million-dinar fish put on sale in Iraqi Sulaymaniya
Sulaymaniya, Nov 19, (VOI) - A huge fish weighing 97 kg was offered on the market of Asahaba Sabi in the northern Iraqi city of Sulaymaniya on Sunday for one million Iraqi dinars ($700).
"The market has never witnessed such a gigantic fish, which is of a rare kind we have not seen before," the owner of the shop where the fish was displayed told the independent news agency Voices of Iraq (VOI).
"A fisherman in the area of Darbandikhan netted the fish and brought it to the market where we offered it for sale in return for 700 dollars," he added.
Asahaba Sabi is the largest fish market in Sulaymaniya and is located in the center of the city.
The lake of Darbandikhan, located 66 km southwest of Sulaymaniya, is one of two main lakes in the province.
Apart from being a tourist attraction, the fish-rich lake is also a main resource for power generation.

Hi Everyone,
I just wanted to ask what kind of RV date may we be looking at. I was basing my thoughts of an RV on the IAMB meeting but as that has been postponed until December 2007. Is the Compact still going to be signed on the 30th November? Dose anyone have dates on the big important meetings that may influence an RV?

Iraqi cultural week in Dubai to host works of various plastic artists
Baghdad, Nov 19, (VOI) - Iraq will participate in a the cultural week in the United Arab Emirates (UAE) with a collection of fine art works of both young and old generations of artists, a culture ministry official said on Sunday.
"The exhibition, to be held late this month and early next month in Dubai, comprises a cohort of Iraqi artists including pioneers like Saad al-Tai'e, Farouq Hassan and Akram al-Hashimi,” Shakir Khalid, the director of the culture ministry's exhibitions and art galleries department, told the independent news agency Voices of Iraq (VOI).
"The event will also see the participation of post-pioneer generation artists like Naji al-Sanjari, Naji Hussein, Walid Nasrallah, Mahdi al-Assadi, Sattar Luqman and Haifa' Habib and young artists like Nada al-Hasanawi, Ahmed Haydar and Afaq Ahmed," he added.
Khalid said: "Iraqi artists will display works in painting, sculpture, pottery, calligraphy and photography."
Khalid, an artist of the post-pioneer generation himself, said he would participate with a huge mural symbolizing Iraq's unity, adding: "I have done it in a realistic style mixed with some symbolic gestures."
"The exhibition would grant certificates of appreciation for distinguished works," he said.

Minister warns of growing rate of divorces in Iraq
Baghdad, Nov 19, (VOI) - An Iraqi minister warned of a decrease in marriages and increase in divorces within the Iraqi society, blaming the trend on unemployment and unstable security conditions.
"The growing rate of divorces and the increasing number of widows and orphans as a result of terrorist operations claiming the lives of family supporters are posing a serious threat to Iraqi families and causing social disintegration in the country as a whole," Iraqi Minister of State for Women's Affairs Fatin Abdul-Rahman told the independent news agency Voices of Iraq (VOI).
She said efforts were underway to set up a ministry for women and family affairs to meet Iraqi women's material, moral and cultural needs, adding "the prime minister's approval was obtained in this respect and we are waiting for a parliamentary vote over the draft law."
Abdul-Rahman hoped a project on improving the income of women-supported families would be carried out.
"The higher organization for upgrading Iraqi women, an offshoot of the ministry, would resume a database for studying gender equality regarding job opportunities in the state's ministries," she said.
"The ministry has reached a final draft to open a feminist studies, research and documentation center in collaboration with the UNESCO to make it easy to prepare women-related papers," said Abdul-Rahman.
Meanwhile, the chief judge of Baghdad al-Rasafa Court of Appeal Kazim Muhammad said "divorce cases increased in recent months to reach 30 cases (per month)," blaming it on tough economic conditions and unemployment, which he described as the main reason for the decrease in families' daily income.
"The court sometimes helps in solving problems of divorce applicants, but if they insisted it hands down its ruling after it guarantees the rights of each of the couple are maintained," said the judge.

Iran to lend Iraq $1 billion for service projects in Basra – official

Basra, Nov 19, (VOI) – Iran plans to provide Iraq with a $1 billion interest-free loan to carry out service projects in Basra, Aqeeel al-Feraiji, member of Basra provincial council board, said on Sunday.
“Haiyati Moqaddem, the mayor of the Iranian city of Khuzestan, told Basra provincial council during a meeting that the Iranian government intends to send $1 billion to the Iraqi government in an interest-free loan,” Feraiji told the independent news agency Voices of Iraq (VOI).
“The Iranian loan is conditional on allocating 20% of it to accomplish service projects and a stadium in Basra, asphalting of al-Shalamja road (30 km east of Basra) and raising the power supply of al-Haritha plant (20 km north of Basra) by 200 megawatts during the first half of the next year,” he added.
Haiyati has visited Basra last week to attend an exhibition of Iranian industries.
Iranian commercial investments in Iraq have been on the rise after the fall of the regime in 2003 with Iranian products selling well in Iraqi markets.

UNSC set to extend MNF force next week until Dec 2007
UNITED NATIONS, Nov 17 (KUNA) -- The UN Security Council is scheduled to extend the mandate of the Multinational Force (MNF) in Iraq next week until December 31st, 2007 and that in response to a request by Iraqi prime Minister Nouri Al-Maliki.
According to a draft resolution circulated among council members, the council would review the MNF mandate no later than June 2007 and declare that it will terminate its mandate earlier if the government wishes to.
The council would also extend until December 2007 the arrangements to deposit the proceeds from oil and natural gas export sales into the Development Fund for Iraq and the arrangements for the monitoring of the Fund by the International Advisory and Monitoring Board (IAMB).
These two kinds of arrangements would also be reviewed, at the Iraqi government's request, no later than June 2007.
The council would also ask the US to continue to report to the council, on behalf of the MNF, on the efforts and progress of this force on a quarterly basis. (more) sj.
If this is the article you were asking about it is the MNF that is only going to be changed "NOT the IAMB".
They are only going to be putting the funds or the proceeds in the DFI and the IAMB is going to be monitoring it.
