UNITED NATIONS, Nov 21 (KUNA) -- Secretary of State Condoleezza Rice, acting on behalf of the Multi-National Force (MNF) in Iraq, said in a letter to the Security Council circulated on Monday that the allies look forward to the day when the Iraqi forces assume full responsibility for their country's security and stability.

She requested that her letter be annexed to the resolution under discussion in the council to extend the MNF mandate in Iraq until December 31, 2007.

The extension was requested last week by Iraqi Prime Minister Nouri Al-Maliki in a letter to the council president, Peru.

The council is scheduled to vote on the resolution in the next few days.

The Government of Iraq and the MNF have agreed on three common goals, Rice wrote: Iraqi assumption of recruiting, training, equipping and arming of the Iraqi security forces; Iraqi assumption of command and control over Iraqi forces; and transferring responsibility for security to the government of Iraq.

The "strong partnership" between the Iraqi government and MNF is a "vital factor" in fulfilling these goals, she said.

"Together we will build towards the day when the Iraqi forces assume full responsibility for the maintenance of security and stability in Iraq," she wrote.

She recalled that Iraqi security forces have already made "substantial progress" this year in developing their capabilities and, as a result, they are shouldering a greater portion of the responsibility for Iraq's security.

This partnership, she added, has evolved over time to incorporate the increasing leadership by Iraqi security forces in fighting and deterring terrorism and other violent acts across Iraq.

The MNF forces, she insisted, "will remain committed to acting consistently with their obligations and rights under international law, including the law of armed conflict." The US government and other governments participating in the MNF are under pressure to withdraw their troops from Iraq as early as possible.

According to the draft resolution circulated among council members last week, the council would review the MNF mandate no later than June 2007 and declare that it will terminate its mandate earlier if the government wishes to.
