    Whether it is a video or an audio (I don't know which it is) there is the option of an external recording device such as a tape recorder, digital recorder, or camcorder. Simply record it and problem solved, take the recording to your instructor for translation. Would this method work?

    So they better can agree on this Hydrocarbon law the next weeks.

    I think the donor countries has set a timetable for this one.
    Again, they can make or break Iraq.

    When ICI and HCL (at the same time I think) are done, I expect the RV. In them mean time it gives the CBI the opportunity to pull out as much dinars from circulation as they can.

    We are going to see the whole package in mid-december after the IAMB meeting I think.

    In the mean time this is the best opportunity to buy some more dinars. How often you get the chance to know what will happen and the time to buy some extra!!

    Well it did dip pretty low on the 12th when 10 banks were involved with a total of 24.880.000

    But this new figure is super low with 11 banks involved. Like SGS pointed out EARLIER, yes indeed they have been getting posted super early esp tonight and last night. We are seeing some serious changes, how totally exciting!

    Heavy rains, thunderstorms and enormous mudslides in Iraq’s northern Kurdish region have submerged vast areas and made nearly 3,000 families homeless, the Iraqi Red Crescent Society (IRCS) said on Tuesday.

    Those affected blame the government for not heeding their repeated calls for better housing.

    "We warned both the central and regional governments many times that we are vulnerable in these houses and demanded for their urgent help," said Haji Kemeran Ali, a 66-year-old farmer who is now living in a small tent with his eight-member family in Sulaimaniyah.

    Mazin Abdullah Salom, an IRCS spokesman in Baghdad, told IRIN that nearly 3,000 families, about 18,000 individuals, had been forced to flee their demolished homes in the Dahuk, Arbil and Sulaimaniyah governorates because of flash floods that began on 25 October and went on until early November.

    Salom added that these people were now living in camps and that IRCS volunteers had distributed aid to them, including food, tents, blankets, jerry-cans, heaters, mattresses, clothes, carpets, detergents and shoes.

    The International Committee of the Red Crescent (ICRC) in Iraq said that at least 20 people were killed and dozens injured in the floods while infrastructure was severely damaged.

    "Bridges, houses, and schools were flattened; hydropower stations were destroyed; livestock was decimated; thousands of fruit trees were washed away and agricultural land was made unusable," the ICRC said in a statement.

    "It is a desperate situation for those who lost all their basic means of a livelihood. Much more assistance will be required in order to come back to normal life,” said Hans Peter Giess, the ICRC relief coordinator who visited some of the most affected areas and met with villagers.


    The affected families were poor farmers and were living on mountain cliffs in poorly constructed houses, mainly made of mud or wood, he said. With low and limited income, housing has become a serious problem for many local residents in Iraq's northern Kurdistan region.

    "They [central and regional governments] have turned deaf ears to our calls. They have to do something for us. They have to stop putting money into just their pockets and they have to stop forgetting poor people," said farmer Ali, who lost his one-storey house and all his cattle.

    Has anyone heard anything lately on the timeframe of the 10,000 dinar giveaways to the good folks of Iraq?
    Or better yet, are the meetings taking place in Europe for major deals of supplies to be sent to Iraq? I believe these to be equally important.

    Kuwait signed a "memorandum of understanding" with Iraq yesterday, agreeing on the guidelines for future talks on the two countries' shared border. Border security, compensation to Iraqi landowners, border oilfields, and marine border safety in Abdullah Bay were among the topics that were discussed. The Kuwait-Iraq border is the gateway for coalition forces into Iraq and serves as the primary logistical support route. Attempts to secure the border are vital to Kuwait's security as the area has seen numerous attempts by terrorists and criminals attempting to smuggle weapons, explosives, drugs and alcohol into Kuwait.

    "It is not an agreement but a practical step under the United Nations resolutions," said Iraqi Foreign Ministry Undersecretary Dr Mohammed Alhaj Hmoud. "What have created is the right ground for an agreement," he added. "Both countries agreed to maintain the border demarcation and facilitate its upkeep, which will cost three million dollars and will be split evenly between us," his Kuwaiti counterpart Khalid Al-Jarallah said. "Both countries have paid this money already. There was a lot of constructive will in the talks and the signing of the memorandum. It is in the interests of Kuwait and Iraq," he said at the end of what was the two men's second meeting.

    After the liberation of Kuwait and the ejection of Saddam's forces from the state, the UN Security Council passed resolution 833 which detailed the demarcation of the border between Kuwait and Iraq. After initially rejecting the resolution, Iraq finally signed it in 1994. In 2005, Kuwait began construction on a metal pipe barrier along the 200-km border with the intent of stopping infiltration into the state but the plans were halted in August of the same year after numerous attacks and protests from Iraq. "The pipe barrier is a Kuwaiti issue and they have the right to build whatever they want on their territory...I believe this issue was blown out of proportion and it is unacceptable to make it a big issue," Hmoud conceded. "

    It's not a border barrier, but it's a security barrier. Kuwait will resume it's work on the barrier, which comes under the recommendation of Iraq, and every neighbouring country of Iraq should take necessary steps to maintain its security and the security of Iraq," Jarallah said. The protests in 2005 stemmed from Iraqi locals' assertions that the barrier was being built on their land, but the Iraqi government, along with Kuwait and the UN disagreed. Since the fall of Saddam Hussein, there have been attacks from Iraq on the Kuwaiti border patrol, the last of which occurred in September this year. Yesterday's talks addressed the attacks. "

    We took steps (in the memorandum) on border security to secure both countries and to update the current system between the Kuwaiti and Iraqi Ministry of Interior for border security," Hmoud said. "We have agreed to a "no man's land" between Kuwait and Iraq." When asked if this "no man's land" would resemble the demilitarised zone which stretches some 10 km into Iraqi territory and 5 km into Kuwait, Hmoud said, "

    It will not be the same distance as before." After the fall of Hussein and the implementation of resolution 833, some Iraqi farms were re-categorised as falling within Kuwaiti territory. The resolution provided for the loss of land of Iraqi citizens by Kuwait paying into a monetary reimbursement fund controlled by the UN. "

    We agreed on the solution and Kuwait deposited the amount with the UN," Hmoud said. On Iraqis still waiting for the reimbursement, Hmoud said the Iraqi government must identify the legal owners of the land in question, noting that there are some squatters in the area. Al-Jarrallah echoed his sentiments. "We are acting under the UN resolution for reimbursements and the maintenance of the border." Regarding border oilfields, Hmoud said, "We have a vision that protects the interests of Kuwait and Iraq - what's left is the implementation.

    We have agreed to create a technical committee to study the issue." The oilfields in the area have been the subject of much debate over varied aspects of drilling namely, horizontal drilling and the lack of joint cooperation in the actual drilling process. Marine border issues in the region remain tense with Iran failing to sign marine border agreements with Iraq or Kuwait, thus further complicating the issue. "The marine border is subject to operational laws, we studied it and there will be an agreement," Hmoud promised.

    IRAN'S EXPORTS TO IRAQ CLIMB 19 PCT IN SEVEN MONTHS
    TEHRAN, 22 November 2006 (Asia Pulse)


    Iran's exports to Iran have climbed 19 per cent in the first seven months of the current Iranian year (started March 21), a report said yesterday.

    According to a report released by the Public Relations Department of Iran's Customs Office, the goods exported over the period weighed 1.439 million tons and had a value of US$700 million.

    "Ten major items, including mineral water, various detergents or washing liquids, biscuits, water coolers, pistacchios, fresh or dried tomatoes, apples and home appliances accounted for 28 per cent of the value of the exported goods," the report said.

    "Over the same period, US$32.305 million worth of mineral water, US$31.987 worth of various detergents or washing liquids and US$29.899 million worth of biscuits were exported to Iraq."

    The report said sunflower oil worth $18.898 million dollars, water coolers worth $17.465 million, pistacchios worth $14.982 million, fresh or dried tomatoes worth $14.831 million, fresh apples worth $13.767 million, cheese worth $13.454 million and home appliances worth $12.877 million were exported to Iraq in the period.

    In fact Iraq was Iran's third largest export market in the period.

    "Iraq accounted for 6.9 per cent of the total weight and eight per cent of the total value of Iranian exported goods in the period."

    Meanwhile the value of Iraq's exports to Iran was US$817,000 in the period.
