The One that would be of intrest would be the Presidental Decree. You need Adobe Acrobat to open the file. Unfortunatley the PDF again is a image that has been scanned so it can not be put into a translator. So we need a someone that can read Arabic!

The House allocated $ 800 million to import petroleum derivatives, after it was approved by a majority in the Council for a proposed resolution, the supplementary budget for 2006.
The Finance Committee of the Board had requested approval of this proposal to alleviate the suffering of citizens because of the scarcity of oil derivatives.
The Committee pointed out that "there was negligence on the part of officials at the Oil Ministry in the field of distribution and building refineries and stop the smuggling of oil derivatives."
