I think you are right about that!
It is wished by some donor countries and I think it is to prevent the oil revenues for being wasted by corruption.
A good solution for the time being but I agree that a RV is indepenent. I think IMF Article VIII is the key to that one which no one heard of anymore.

The Wasit governorate receives requests for investors in preparation for approval

Solving the problem of Iraqi funds deposited in Syrian banks
Iraq and Syria have reached an agreement on cooperation to solve the problem of Iraqi funds deposited in Syrian banks of the contracts relating to the memorandum of understanding (oil for food). are you figuring only the in country sales of dollars? i would think that the out of country sales were the majority of other countries currencies and not dinar. unless of course a country had dinar to trade back to iraq. im not sure you can figure up exact amounts considering you dont have a breakdown of the exact commodity being exchanged for the dollars.

Bush staying on top of things
Bush, Iraqi Prime Minister to Meet

ABOARD AIR FORCE ONE (AP) - President Bush and Iraqi Prime Minister Nouri al-Maliki will meet next week in Jordan to discuss the security situation in Iraq , the White House announced Tuesday.
In a joint statement, the two leaders said: "We will meet in Amman, Jordan, on Nov. 29-30 to continue our consultation on building security and stability in Iraq."
The statement was released by press secretary Tony Snow to reporters returning with Bush to Washington from Asia.
Bush will fly directly to Amman from the NATO summit in Rega, Latvia.
"We will focus our discussions on current developments in Iraq, progress made to date in the deliberations of a high-level joint committee on transferring security responsibilities and the role of the region in supporting Iraq," the statement said.
"We reiterate our commitment to building the foundations of a peaceful, democratic and secure Iraq and to strengthening the partnership between our two nations," the statement.
The two leaders also said they look forward to meeting Jordan's King Abdullah II.

Minister calls on municipalities to adopt self-financing in the ministry
The Minister of Municipalities and Public Works kindergarten Ghraib during a meeting with officials of the ministry in the governorates of Basra, Missan and Thi-Qar to overcome physical group and the adoption of self-financing.
