Here's the Dick Cheney article...
WASHINGTON (Reuters) - U.S. Vice President Dick Cheney will travel to Saudi Arabia on Friday for a meeting with King Abdullah to discuss issues of "mutual interest" in the Middle East, Cheney's office said.
Their talks come as the White House weighs a shift in strategy on Iraq amid raging violence there and after huge losses for President George W. Bush's Republican Party in U.S. elections dominated by voter frustration over his war policy.
Bush will go to Jordan, another U.S. ally in the Middle East, next week for a meeting with Iraqi Prime Minister Nuri al-Maliki on how to speed up the transfer of security responsibilities from U.S. forces to the Baghdad government.
Cheney's talks in Saudi Arabia also are likely to encompass Washington's anxiety about stability and democracy in Lebanon after the assassination this week of cabinet minister Pierre Gemayel, an outspoken critic of Syria.

Nortel wins communications contract to deliver services to Iraqi businesses, residents

Iraq Telecommunications and Post Corporation (ITPC), Iraq's sole fixed-line operator, has awarded Nortel a $20 million contract to build a nationwide optical backbone to deliver high-quality high-bandwidth data, video and multimedia services for personal and business communications in Iraq.
Nortel was selected by ITPC as the prime contractor for the Iraq national optical backbone following a public tender process.
"This national project is vitally important to the many telecommunications projects underway that will help rebuild the capabilities of the Iraqi society and economy," Iraqi Minister of Communications H.E. Mohamed Allawi said. "We selected Nortel's advanced networking technology as the right foundation for Iraqi telecommunications and are confident that the improved communications made possible by this network will help accelerate the reconstruction of our country."
"Restoring and improving countrywide communications is vital for the reconstruction of Iraq," Simon Beard, director of Middle East Business Development, Nortel EMEA, said. "This contract is testament to Nortel's successful record of DWDM [Dense Wavelength Division Multiplexing] transmission projects in Iraq since 2004 and our continuing commitment to proactively partner with ITPC in its efforts to rebuild Iraqi communications."
The new network will link to the ITPC's Iraq South Ring DWDM network - built by Nortel in 2004 as part of the USAID-funded Iraq reconstruction program. The network delivers broadband optical services between Baghdad and Basra, according to a company announcement.
Under the terms of the contract, Nortel will supply a national optical backbone network that covers a distance of 5,000 kilometers and includes 35 major cities. The network will be constructed using Nortel's next generation DWDM solution including Common Photonic Layer (CPL), Optical Multiservice Edge (OME) 6500 terminals with electronic dispersion management technology and Optical Network Manager for simplifying field operations. The network comprises seven interlocking rings providing a bandwidth capacity of up to 160 Gbp/s per ring.

The Ministry of Trade announced that the Secretariat of the Cabinet authorized the Minister of Trade, Dr. Abd-ul-Flalah Hassan Assudani, to negotiating with Singapore to study the proposed convention for the development of economic relations between the two countries.
A source in the ministry said in a press statement today: "The Ministry of Foreign Affairs proposed sending a delegation to Singapore to discuss relations between the two countries, after the ministries related to the subject had shown the nature of action taken and coping mechanisms between the two sides."
He added: "The Ministry of Trade is negotiating with the Singaporean side on the draft convention in line with the proposed authorization from the Secretariat of the Cabinet, which is in the process of setting up mechanisms for the Convention and the nature of paragraphs to work according to, and to serve new prospects for the development of relations between the two countries and enhancing them.
The source continued: "The Ministry of Trade has prepared a study of the activation of joint relations with many countries of the world in the economic field."

A prominent official of the Norwegian Oil Company Schtat Oil said that the company is holding talks, on the development of oil fields, with government officials in Iraq and the northern region, which is dominated by Kurds, but it is waiting for the achieve of more stability before starting work there.
Peter Milbai, Head of excavation and production works in the Company, said: "we have held discussions with various levels of government officials in Iraq," including officials of the Kurdish regional government.
He added, "The Kurdish area is of great potential, but the company is concerned about the security situation in Iraq and is anticipating evolution of the political process there".
The escalation of sectarian violence in Iraq made it difficult for international companies to protect their workers; however, the disturbance in the northern region is less than in other parts of Iraq.
Schtat Oil has no works in Iraq; however, many big international companies are seeking investment in the Iraqi oil sector, but are waiting for politicians to put a new investment law, determining their work there.
The small Norwegian company, DNO, was the first to start exploration in Iraq after the invasion, led by the United States on the country in March 2003. DNO intends to start production early next year under a profit participation agreement with the Kurdish regional government.
The Iraqi central government questioned in the validity of the agreement in the context of competing with regional governments on oil revenues and the authority to sign deals.

The British Minister of Treasury, Gordon Brown, made a sudden visit to Basrah on Saturday, where he met with a number of leaders of the British forces and Some Iraqi officials in the city, according to the Commander of British Forces, Mike Bakker.
Brown, who is expected to succeed Tony Blair in the British government next year, declared the provision of additional investments of 100 million sterling pounds (189 million dollars), to support security and reconstruction efforts in southern Iraq.
This visit is the first of its kind to the British Secretary of Treasury for Iraq, who seeks to gain new skills enabling him to perform the functions to be delivered on his shoulder, in case he officially assumes the presidency of the British government.
Seven thousand British troops spread about in Basrah, since the start of the war on Iraq in March 2003. The city is a relatively calm, but sometimes it witnesses clashes between some Shiite groups.
Brown's visit to the south of Iraq comes at a time when the coalition forces continue their search for five foreign contractors, four Americans and an Austrian, abducted on Thursday evening at a false checkpoint installed by gunmen for a supply convoy of the American army from Kuwait.
The British Army Chief of Staff, General Richard Danat, confirmed the need to withdraw British troops from Iraq as soon as possible, saying that war plans preceded the invasion lacked precision and was "weak, based probably on optimism rather than proper planning".
Danat said that he is more optimistic about the success in Afghanistan, and that the British government must get out of Iraq as soon as possible, because "we are exacerbating security problems".
The high-ranking officer, who assumed his duties last August, expressed his pessimism of establishing a democratic regime in Iraq as an example for other countries in the region.
He said that the plan of the United States-led coalition to establish democratic example in Iraq, for the region, is unlikely to happen.
