The EJABY and ESAL accounts for doing transactions (eliminating) cash-based transactions would probably help curb corruption given everything would be able to be tracked by transaction.

their original plan was to give the money in tandem with the ration cards but decided that handing out cheques would be more secure but they were going to have the ration card department hand them out at the same time as the cards. then they decided they would not have the ration card people hand them out because of their safety and they would distribute them at the banks. i have heard one report of some kurds getting their cheques but it has not been confirmed with the other 2 or 3 kurd sources we have so i cant put much weight in it yet.

Now thats interesting! e-vouchers huh? When I think of vouchers I think of a system that is set up here in WV. When the new school year comes up the government gives those on welfare with children $150 for school clothes and school supplies called "vouchers" (like a credit card). Probably not related, but fits nicely with the 10k gift. Keep digging CP! Nice job so far!

That is very true, if it is like Paypal they just have you verify who you are by placing a couple of very small amounts of money into your bank account and once you find out the amounts you just log in and put the amounts into the box and "presto" you are now verified to own that account, it's fool proof!

from the most recent articles concerning the handout it is to be in cheque form distributed at the banks. and yes they would have to be at the bank to cash the cheques.
the online billpay is simply like our utility bills etc. each have their own 'online payment center' and banks have similar 'pay all your bills here' center. warka and others are just now catching up with the rest of the financial world. they have been using pen and paper remember up until now, when you complain about how long it is taking them to get all this done. it was and is a complete transformation for them essentially. i think they are doing remarkably well for having leaders that seem to drop the ball.JULY STILL AINT NO LIE!!!

Here is another coincidence....the last few links I posted pertain to the system used by Jordan......wasn't it documented by an Iraqi official that Iraq should come in somewhere comparable to Jordan as far as economic jumpstart???? I have a headache now but am I still going down the right road here???
