This is a very good question! Which has been sitting in the front of my mind for a while now! These moves appear to be made to help curve inflation and decisions being made by the GOI! Could these moves be an attempt by the Shiites to delay the rise in purchasing power indefinitely?

The partial lifting of a curfew on Baghdad today, tomorrow, totally
Prime Minister Nuri al-Maliki lifting curfews attended only part of the infantry on the city of Baghdad, and as of today, Sunday,. The spokesperson for the Iraqi government to Skinner in a press statement "that the embargo would be lifted totally and Baghdad International Airport will resume its work at six o'clock tomorrow morning, Monday." Skinner pointed out that "Al-Maliki gave additional powers to the ministries of defense and interior in the face of the armed groups that violate the law and assaults on the lives of citizens."JULY STILL AINT NO LIE!!!

Bush in Amman on Wednesday and hold a joint press conference with Maliki Thursday
The American embassy in Amman said in a statement yesterday that the American President George Bush will arrive in the Jordanian capital next Wednesday. The statement pointed out that Bush held a joint press conference with Prime Minister Nuri al-Maliki next Thursday. He pointed out that the talks will focus on the latest developments in Iraq and the progress that had been made so far in the discussions of the joint committee for higher transfer of security responsibilities to the Iraqis and the role of the region in support of Iraq. After a meeting of the Barzani and Talabani are considering ending the sectarian tension in the country

Zebari postpones visit to Saudi Arabia due to security developments in Iraq
Postponed Foreign Minister Hoshyar Zebari will pay a visit to Saudi Arabia was supposed to be taken today, Sunday,. Kurdish MP says that the statements of fierce unacceptable at this time
Deputy Kurdistan Alliance Mohsen al-Sadoun told that the Secretary-General of the Association of Muslim Scholars, Sheikh Harith al-Dhari "unacceptable at this time and must stand with the government and support." He added al-Sadoun said in a press "that such statements affect Iraq's position regionally." Curfew to be lifted off Baghdad on Monday
Baghdad, Nov 25, (VOI) – The spokesman for the Iraqi government Dr. Ali al-Dabbagh said on Saturday evening the curfew will be totally lifted off Baghdad on Monday while a partial lifting of the curfew will take place as of Sunday 6:00 am allowing only pedestrians to walk in the Iraqi capital Baghdad.On Thursday evening, the Iraqi government imposed a total curfew on Baghdad after a bloody attacks that claimed scores of Shiites in the eastern Baghdad's Sadr City.JULY STILL AINT NO LIE!!!
