The insurgency in Iraq has become a financially self-sustaining enterprise, raising tens of millions of dollars a year from oil smuggling and kidnapping, according to a classified US report.

Armed groups responsible for almost 180 daily attacks against coalition troops are annually raising between $70m (pounds 36m) and $200m from illegal activities, the report says. It says that between $25m and $100m comes from oil smuggling, while some $36m is raised from holding hostages to ransom.

"If accurate [these estimates indicate] these sources of terrorist and insurgent finance within Iraq - independent of foreign sources - are currently sufficient to sustain the groups' existence and operation," says the report, obtained by The New York Times. "In fact, if recent revenue and expense estimates are correct, terrorist and insurgent groups in Iraq may have surplus funds with which to support other terrorist organisations outside of Iraq."

The classified report, completed in June and commissioned by a working group within the White House National Security Council, offers little hope that much can be done in the short term to end insurgent financing. It also suggests that the Iraqi government is either unwilling or unable to tackle the problem.

Today, members of the Iraq Study Group, established by President George Bush and headed by the former secretary of state James Baker, will meet in Washington for two days of discussions over its proposals for achieving progress in Iraq. Its report is due to be completed by mid-December.

With all the police and troops they have in Baghdad, and together with the fact that the banks are also being protected, how do these gangs get away with these robberies. I mean lets face it, these robberies arent dealing with one man and his swag bag, we are talking the need for a vehicle to take this sort of amount of money away. How are they getting away with it.

It absolutely amazes me that they have not done the reval yet.....don't they realize they are pi$$ing against the wind here....we know they should have revalued the currency already and I have to believe based on Shibibi's credentials (the man is not stupid) that he is not controlling this.....and that makes me nervous. I believe Shibibi knows his business and he is not driving this suicide train.

I really thought we would see a bigger leap in the exchange rate, but two digits. At this rate I cant see much improvement unless they are building up to the big reval, heres hoping....

Exactly. You know, sometimes i think the Dinar hasn't RV'd yet because of us. You know what i mean? After the new currency was issued it was devalued for a number of valid reasons. Suddenly an opportunity arises for speculators to get in on a possible revalue and appreactiation. Now, thousands of people (outside of Iraq) are in a position to become wealthy when a RV takes place. Lots of conservative people/groups try to warn people off and tell them it's a scam, you're throwing your money away, etc. I think some of the people in control of the RV do not like the fact that we will cash in big time after the new dinar is revalued. A RV will curb inflation, help curb black market selling, prevent dollarization, create more buying power within Iraq and much more. There are some very big egos in the political and financial arenas. I think some of these people in charge hate to admit we are right! Time will tell...

A teacher was giving a lesson on the circulation of the blood. Trying to make the matter clearer, she said, "Now, class, if I stood on my head, the blood, as you know, would run into it, and I would turn red in the face... then why is it that while I am standing upright in the ordinary position the blood doesn't run into my feet?"
A little fellow shouted, "Cause your feet ain't empty."
