Just a little from the article:
U.S. Vice President Dick Cheney held talks with Saudi King Abdullah in Riyadh on Saturday. Details were not disclosed.
Obaid said Cheney's visit "underlines the pre-eminence of Saudi Arabia in the region and its importance to U.S. strategy in Iraq."
He said if the United States begins withdrawing from Iraq, "one of the first consequences will be massive Saudi intervention to stop Iranian-backed Shi'ite militias from butchering Iraqi Sunnis."
Obaid listed three options being considered by the Saudi government:
- providing "Sunni military leaders (primarily ex-Baathist members of the former Iraqi officer corps, who make up the backbone of the insurgency) with the same types of assistance", including funding and arms.
- establishing new Sunni brigades to combat the Iranian-backed militias;
- or the Saudi king "may decide to strangle Iranian funding of the militias through oil policy. If Saudi Arabia boosted production and cut the price of oil in half ... it would be devastating to Iran ... The result would be to limit Tehran's ability to continue funnelling hundreds of millions each year to Shi'ite militias in Iraq and elsewhere."

The security file, the top-Maliki talks with Bush

Hi abbey, good to hear from you.
Firstly I believe the dinar will be pegged. I believe they will want to control the rate of the dinar and know what it is, rather like taking a mortgage out and 'knowing' for say a year or two what your outgoings and commitments are. Iraq's no different. Until security gets better I don't see them risking openly letting the market drive the dinar up or down, just too risky.
As for the rate, well, let's look at it this way, say a reval of 1 to 1, a $1000 will be worth 513 pounds, (apologies, pound sign not working!) at todays rate of 1.94. Now say the dollar rate goes to 1.90, then this will be worth 526 pounds to us, (as was the rate on the 23/11.) So on a $1000 your loss is 13 pounds......or a loss of 13k pounds for a million dinars. (Not the end of the world.)
Guess, the bottom line is the sooner the better for a reval if the dollar continues going the same way. But providing you're 'holding' several million dinar then the 'loss' will be slim due to the exchange rate when cashing in. Anan said in a statement to reporters in response to a question about whether Iraq is in a state of civil war "in view of developments on the ground if they are not doing something drastic and urgent to stop the deterioration of the situation, we will reach that stage, in fact we can almost reach" to the brink of civil war. According to some estimates, the sectarian conflict in Iraq, which resulted in hundreds of thousands of civilian casualties since the beginning of this year alone.

Indonesia Cancels 80% of Its Iraqi Debt BAGHDAD, Iraq, Nov. 29 PRNewswire — The Government of Iraq today announced that it has reached an agreement with Indonesia, canceling 80% of its bilateral claims against Iraq.
