    South Korea's government has decided to pull out all of its roughly 2,300 troops from Iraq by the end of 2007, the ruling Uri party said.

    "The government reported to the Uri party that it will draw up a plan to terminate the mission...by the end of June 2007 and wrap up the mission by the end of 2007," party spokesman Noh Woong-Rae told Agence France-Presse.

    Poland's Withdrawal from Iraq More Likely than Ever

    The following is a summary of an article by Edyta Zemla and Dorota Kolakowska, featured in the Polish edition of Newsweek.

    According to the newspaper, by July 2007 Polish troops are to leave Iraq. In this way, after four years and three months, the biggest operation of the Polish army since World War II would come to an end. In a confidential letter to President Lech Kaczynski dated October 24 2006, Defence Minister Radoslaw Sikorski proposed terminating Poland's involvement in the mission in mid-2007. In his opinion, there are two main reasons for withdrawing from Iraq: first of all, the move is justified by Poland's increasing involvement in the military operation in Afghanistan and Lebanon; second of all, Sikorski points out that that Poland's mission in Iraq is complete. In the letter, he stressed that in March 2007 Iraqi troops should be ready to take over command in Wasit and Al-Qadisiyah provinces, where Polish camps have been established in the cities of Al-Kut and Ad-Diwaniya.

    The government has to reach the final decision regarding the matter by the end of December, before the United Nations Security Council decides on extending the mandate of international forces for continuing their mission in Iraq and the US authorities officially appeal to the Polish government to extend the stay of Polish troops in the country. It is then that Poland will have to publicly announce its decision concerning the issue.

    According to Newsweek Polska, the case is practically sealed. In an interview for the newspaper, Head of Chancellery of the President Aleksander Szczylgo admitted that he supports Sikorski's proposal in many aspects. He went on to say that British Foreign Minister Margaret Beckett had already declared that in spring the UK is planning to hand over the controlled province to Iraqi forces, which means that British troops could also be withdrawing from the country in the summer.

    In the opinion of Sikorski, the fact that Iraqi troops will take over command in the provinces currently remaining under the control of the Polish army is a "natural" reason to call the mission a success and withdraw from the country. "Poland's achievements in the field of reconstruction works in the controlled province and training local troops deserve full merit," he stated. The Polish defence minister even proposed that Poland's withdrawal from Iraq was officially announced during the celebration of the Independence Day on 11 November. As he pointed out," making the declaration regarding the matter on that date should not create any problems for the US, as it would not affect the outcome of the Congress election held in early November".

    In the words of one analyst from the US Department of State, Poland's decision to pull out of the mission in Iraq would not be a surprise. As he explains, the dismissal of Secretary of Defence Donald Rumsfeld has resulted in relaunching the debate on further involvement in the operation in Iraq in virtually all the countries which sent their troops to the country, while in the US the matter is subject to deep scrutiny. "Poland's withdrawal could trigger a chain reaction among other US allies" he predicts.

    Nonetheless, so far neither President Lech Kaczynski nor the government have shown any intention to make an official statement concerning the matter in the near future, which is not surprising given that in the recent weeks the entire Polish political scene was focused mainly on the local elections. According to Newsweek Polska, Law and Justice (PiS) feared that raising the issue during the election campaign would have had a negative effect on its final performance. This is well understood, taking into account the vivid reaction of the public opinion to the news of 1,000 Polish soldiers to be deployed in Afghanistan.

    The mission in Afghanistan was also addressed in Sikorski's letter to the president. The defence minister proposed that Poland defined the exact period of time during which its troops would be involved in the mission. In his opinion, the Polish army should not stay in the country longer that until February 2008. However, keeping in mind that so far Poland's withdrawal from Iraq has been rescheduled three times, it is doubtful that the decision reached on the matter would be binding. - Aleksander Smolar

    Since reaching the decision on starting the war in Iraq, the US authorities have made many mistakes. Unfortunately, in many cases Warsaw followed in the footsteps of its ally. It is a pity that Poland, despite the experience gathered during its political transformation, did not exert any pressure on the US in order for it to adopt more reasonable solutions concerning the occupation of Iraq. Fortunately, the consequences of military involvement in the operation will not be as dire for Poland as they will be for the US.

    On the other hand, our presence in Iraq has also had certain positive results. First of all, Poland proved to the US that it can be relied on, which is quite uncommon among other European states. While this does not translate into tangible economic benefits, it has improved our position in the strategic sense, even if at present the relations between Warsaw and Washington are not as rosy as they used to be. Second of all, the move has strengthened our position in Europe, as by sending its troops to Iraq Poland proved that it is capable of devising and implementing its own foreign and defence policy.

    Third of all, going to Iraq was extremely beneficial to our army, which gained invaluable experience and underwent partial modernisation in the process. While Poland may not be a military power, its troops will surely be taken into consideration when deciding on taking any measures concerning EU's security and involvement in foreign peace-keeping missions.

    Moreover, our presence in Iraq has improved our relations with Israel and international Jewish organisations. As an ally of the US, we have automatically become an ally of Israel. Our ties with the country are additionally strengthened by the fact that Poland remains one of the few European states which are not critical of Israel's policy towards Palestine.

    Nevertheless, I am sceptical about the plans of strengthening our presence in Afghanistan. While Poland cannot refuse to participate in international peace-keeping initiatives, it could have withdrawn from Iraq in order to engage in the mission in Lebanon. The reason why this solution would have been better is that the operation in Lebanon is carried out mainly by European states and by joining them Poland would confirm its pro-European attitude.

    This is especially important given that in the opinion of most EU member states our involvement in European integration is insufficient.

    At the same time, such decision would not worsen our ties with the US, as the White House is equally concerned with restoring peace in Iraq as it is in gaining fuller control over the Israeli-Lebanese border in order to marginalise the role of Hezbollah and the influences of Syria and Iran. The bottom line is that while Poland should manifest its solidarity with the US and other NATO member states, it should at the same time try to make choices which are best for its own interests.

    As for the idea of conducting referenda in order to decide whether Poland should take part in a given military operation, I am strongly against it. Reaching the best decision on such a matter requires vast knowledge and carrying complicated analyses, which cannot be reconciled with making such choices a public issue. Moreover, due to its presence in the NATO and the EU Poland has certain obligations which it has to perform regardless of what the public opinion thinks about it.
