Iraq lost 24.7 billion dollars of potential oil revenues

The Office of the Inspector General in the Iraqi Ministry of Oil said on Thursday that Iraq has lost, in the past three years, potential oil revenues of 24.7 billion dollars because of violence and political instability which demolished existing operations and prevented the start of new projects.
The years of United Nations sanctions, the mismanagement under Saddam Hussein and now the widespread violence since the invasion, led by the United States in March 2003, caused a serious deterioration in the Iraqi oil sector, which needs the investments of billions of dollars.
The Office of the Inspector General said in a report that the main reason behind the decline of oil production and exports was the failure to complete the projects planned for the expansion of production capacity in Iraq.
The report pointed out that the weakness of the technical management and the failure to adopt modern means of drilling and extraction of oil led to the loss of many of the oil producing wells in the south field of Rumaila and in the northern oil fields because of the rising levels of water.
Iraq succeeded in exploiting 17oil fields only out of 80 and the actual productive wells are only 1600 out of 2300.
The Office blamed on the Americans and Iraqis alike, saying that many of the American promises had not been implemented, and criticized the Iraqi Ministry of Oil for the lack of coordination and poor supervision over the oil companies associated to the ministry.
The sabotage attacks have made the pipeline of exporting Iraqi oil to Turkey in the north, unfit for use since the invasion, and that makes Baghdad primarily relying on the main oil port of Basra in the south for the shipment of exports, which reached 1.7 million barrels a day, said a spokesman for the Oil Ministry this week.
Iraq aims to double exports by 2010 and increase production to six million barrels per day from 2.3 million barrels a day.
The report said that the sabotage of pipelines in northern fields cost Iraq 8.7 billion in the period from 2004 to mid 2006.
Also, the frequent changes in the crews and officials of the Ministry of Oil due to the political amendments caused great damage to planning and strategic development.
The report said that all indicators show that the oil sector in Iraq can not stand on its own feet without the help of foreign companies to develop oil fields and increase export rates.
All major international oil companies are reluctant to invest in Iraq until the drafting of the long-awaited law to regulate the oil sector.

Television (Iraqi) official that the Iraqi Prime Minister Nuri al-Maliki arrived Baghdad today, Thursday, from Amman after a visit to Jordan that lasted for two days during which he met with the Jordanian monarch, King Abdullah II, and holding a summit meeting this morning with President George Bush Jorah.
He met with Bush, Al-Maliki morning in the Jordanian capital Amman. and held a press conference at the end of the talks, which Bush stressed that the United States will keep its troops in Iraq until "the completion of the task." He praised Bamaliki, describing him as "a strong leader".
Bush added that "the United States will keep its military presence in Iraq as long as the Iraqi government requests it."
He said that Prime Minister of Iraq has the support of the United States ", Al-Maliki strong leader and America is ready to help Iraq to establish strong."
For his part, Iraqi Prime Minister said that the joint resolution between the United States and his country is that "Iraq was not a haven for terrorists to prevail in the dark instead of light, which began to prevail Mesopotamia."
He added that Al-Maliki solid and strong will of the government of national unity in Iraq abide by the Constitution and hide "and will not surrender to those who want to uproot the government of national unity."
Maliki warned that the threat of terrorism threatens not only Iraq but the entire free world, He said that the "sectarian extremism and threats to rights and happiness."
Al-Maliki said, "We are ready to cooperate with neighboring countries, which want to be good for us and reject interference in our internal affairs, and the doors are open to everyone who wants to help in easing the situation."
