I think you're right... At least, that's how I've read it. Although, I must plead ignorance on the full purpose of the HCL. I'm not sure what the HCL is meant to control. So anyone who has more knowledge than me on what the HCL is geared towards specifically, please inform me. Thanks...

As of 15 minutes ago I ordered $600,000 dinar from Chase here in San Antonio. This is the first time I have ordered from them ever. No account needed. $5 charge. Took 5 minutes. The teller told me her dad has 20 million for the whole family he got in Iraq but she didn't know Chase sold It. The head teller wanted to know what the big deal was!

اصدر مجلس الرئاسة الموقر قانون الاستثمار رقم (13) لسنة 2000، بناء على ما اقره مجلس النواب، فيما يلي نص القانون:Council issued a presidential distinguished Investment Law No. (13) of 2000, Based on the approved by the House of Representatives, following is the text of the law :


"بإسم الشعب"In the name of the people
مجلس الرئاسةThe Presidency

بناءً على ما اقره مجلس النواب طبقاً لأحكام الفقرة أولاً من المادة الحادية والستين من الدستور ولمضي المدة القانونية المنصوص عليها في الفقرة ( خامساً / أ ) من المادة مائة وثمانية وثلاثين من الدستور.Based on the approved by the House of Representatives in accordance with the provisions of paragraph of the first article first session of the Constitution and past legal term set forth in paragraph (V / a) of Article Eight hundred and thirty of the Constitution.
