    Bush says US will stay in Iraq until needed

    US President George W Bush and Iraqi Prime Minister Nouri Al Maliki held joint talks in Jordan on Thursday aimed at seeking a solution to Iraq’s escalating conflict and security issues.

    Bush praised the Iraqi Prime Minister, calling him a ‘strong leader’, adding that the US is willing to make changes to better support the unity government in Baghdad.

    Top of the agenda was handing over security authority to Iraqis, which Bush agreed needed to be accelerated, but he insisted US troops would not leave unless the government wanted them to.

    Speaking at a joint news conference, Bush said, “Success in Iraq requires a united Iraq.”

    “The prime minister made clear that splitting his country into parts, as some have suggested, is not what the Iraqi people want and that any partition of Iraq would only lead to an increase in sectarian violence. I agree,” he added.

    Bush and Al Maliki were expected to meet on Wednesday, along with Jordan's King Abdullah, however a US official said the Jordanians and Iraqis had decided against a three-way meeting. King Abdullah met both leaders separately.

    The two leaders’ talks coincided with reports that the Iraq Study Group will recommend that US forces change to a support role in Iraq instead of a combat role.

    The group also called for a regional conference that included talks between America, Iran and Syria.

    He said another Shiite party, the Supreme Council of Islamic Revolution (SCIR), a key partner in the ruling coalition, has already begun promoting its second man, current vice president Adel Abdul Mahdi, to replace Al Maliki.

    Mahdi, who has been touring the region lately to win Arab support, would offer Sunnis more power in running Iraqi affairs, the aid said, in reference to demands by Jordan, Saudi Arabia and other Arab countries.

    'Whole world will pay' if US abandons Iraq - Kuwaiti emir | Iraq Updates

    A US withdrawal from Iraq would push the country into a civil war that would damage the whole world, the emir of Kuwait said Thursday ahead of talks with French President Jacques Chirac. "In the current circumstances, an American withdrawal would in no way help bring back stability," Kuwait's Sheikh Sabah al-Ahmad al-Sabah said in an interview with daily Le Figaro during an official visit to France.

    "On the contrary, the situation would worsen and we would see a civil war of great intensity for which the whole world would pay the price."

    Asked if the situation in Iraq had almost become a civil war, Sabah said: "I want to hope that is not yet the case."

    Sabah and Chirac discussed the situation in Lebanon, Iraq and the Palestinian territories, according to Chirac's spokesman, Jerome Bonnafont.

    Following the talks, Sabah said he invited Chirac to visit Kuwait, the official Kuwaiti News Agency said.

    On bilateral ties, Sabah said that two sides "confirmed that they are robust and considered this visit a step forward and an outlet for the future."

    The two countries also signed two military cooperation deals with France designed to improve cooperation in military intelligence and smooth arms procurement procedures.

    Sabah, a close US ally, said US forces in Iraq should change strategy by withdrawing from cities. "Arab countries and Iraq's other neighbors must cooperate effectively to stop the bloodbath among Iraqis," Sabah said."On the other hand, American soldiers should leave Iraqi cities and withdraw to their periphery. I told President [George W.] Bush that several times."...

    Jordanian Source: We are part of the Intellectual Process to Solve the Iraqi Crisis | Iraq Updates

    The Jordanian capital has witnessed extensive political moves this week with formal meetings and visits on all levels. King Abdullah II of Jordan received a number of Iraqi leaders over the past few days. An informed Jordanian governmental source told Asharq Al Awsat that the Jordanian King was keen to meet Iraqi leaders "of all political and religious orientations" and that he "listened and talked to them and emphasized Jordan's eagerness to maintain the security, sovereignty and unity of Iraq". The source added, "Jordan could unite the Iraqi parties, but we are not a party to these talks," added the source.

    King Abdullah met with Harith al Dari, the secretary general of the Association of Muslim Scholars, and is expected to meet with leaders from the Unified Iraqi Coalition. He will also meet former Iraqi Prime Minister, Iyad Allawi. The Jordanian source that spoke to Asharq Al Awsat on the condition of anonymity and stated that the Iraqis have to agree amongst themselves.

    "We are a party to the intellectual process," he added "as new ideas are proposed every day" to solve the [Iraqi] crisis. The source stressed that Jordan "acts to maintain the sovereignty and unity of Iraq"; however, he added, "there is no intention to dispatch Jordanian or regional troops to Iraq." The source mentioned that the Jordanian King always warned against this move out of fear of political repercussions.

    On the Bush-Maliki meeting, the source said, "Jordan has the advantage to be able to talk to all sides including Iraqi and U.S parties." It added, "Even if the Syrians want to come here, they are welcome." He maintained that the Iraqi-U.S. meeting came "as a result of mutual coordination between the two parties and bilateral discussions" between Amman and Washington. He added, however, that the meeting between Nuri al Maliki and Bush would be limited to the Iraqi and U.S. sides, with no interference from Jordan that hosted the meeting.

    Here we go. This is the one country that is going to be able to get things done. Thank god for the Jordanians!!

    Iraq endorses investment law for most sectors except oil

    BAGHDAD, Dec 1 (KUNA) -- The Iraqi Presidential Council endorsed Friday a law that would encourage local and international investments in the country.

    The law would allow the Iraqi private sector and foreign investors to create a financial atmosphere that would protect and help investments projects to grow in the country.

    The National Investment Authority (NIA), consisting of nine investment specialists, would handle the policies and applications of this law which was described as a federal law.


    According to the decision by the government, the law will not include investments in the petroleum and natural gas industry as well as the banking and insurance sectors.The new law would provide a 10 year free of tax period for projects certified by the NIA and to top that a 15 year period would be given for projects that involve a 50 percent Iraqi participation.

    Foreign investors would also benefit from the law which would facilitate their work in Iraq. (end) mhg
