I agree. Checked on it again.
The ratified law of yesterday says in the arabic part (translated):
"Article (36) :this law implemented from the date of its publication in the Official Gazette."
Iraqi Presidency
So, in my opinion this means only official Gazette or it would have stated "or any other news source of the government".
I can remember, like Susie said, that there was a discussion about this but if I am correct it was about the CBI announcements that changed their policy.
In my opinion CBI and Investment Law are two seperate things.
But they still can do it anytime and I also agree with others that this law is now a done deal and the RV will be here very soon!
If I am wrong then I hope someone give me the link to the post and I will come back to say that I am wrong.

First, I must say I appreaciate all your hard work finding articles.
Now, I understand your excitement but don't you think using words like "will see" or "is a go" gives many people hopes only to be let down if it doesn't happen?
How do you know the HCL isn't "holding things up"? What's your professional or educational background? I can't tell you i know the answers, i'm just a forex trader.
You say "we will see a reval this weekend" but how do you know? It really bugs me when people say something "will" happen when they don't know it will..... you mention fact and fiction... well, i think you should be more cautious of your words instead of hyping good people into uncertain events that you say "will" happen.Last edited by webinvestor; 01-12-2006 at 08:59 PM. A teacher was giving a lesson on the circulation of the blood. Trying to make the matter clearer, she said, "Now, class, if I stood on my head, the blood, as you know, would run into it, and I would turn red in the face... then why is it that while I am standing upright in the ordinary position the blood doesn't run into my feet?"
A little fellow shouted, "Cause your feet ain't empty."

Bush to meet Iraqi Shi'ite, Sunni leaders
WASHINGTON (Reuters) - President Bush will hold White House talks with a top leader of Iraq's majority Shi'ites on Monday and will also meet the country's Sunni vice president next month, U.S. officials said.
The scheduled talks appeared to signal more direct engagement by Bush, following a crisis summit with Prime Minister Nuri al-Maliki in Jordan on Thursday, to help calm sectarian violence in Iraq.
The White House said on Friday Bush will meet Shi'ite leader Abdul Aziz al-Hakim for "an exchange of views and a discussion of important issues facing Iraq today." Hakim heads the SCIRI movement, whose armed wing, the Badr Brigade, has been accused of running death squads, an allegation it denies.
Bush will meet Sunni Vice President Tareq al-Hashemi next month, an administration official said, but gave no further details.
Bush, under pressure for a change of course in Iraq, is awaiting a report on Wednesday by a bipartisan commission led by former Secretary of State James Baker, which is expected to urge a gradual withdrawal of U.S. combat troops in Iraq.
While Maliki received strong backing from Bush in Amman, the Iraqi leader remains under pressure to get tougher with Sunni insurgents and Shi'ite militias that have created virtual no-go zones in Baghdad and are blamed for thousands of deaths.
SCIRI, The Supreme Council for the Islamic Revolution in Iraq, was founded in Iran in 1982 and is part of the United Alliance, a grouping of Shi'ite Islamist parties that won a near majority in the parliament elected in December.
Minority Sunnis have accused SCIRI's Badr organization, which is believed to have many members in Iraq's new police force, of carrying out assassinations.

U.S. commander: Iraq transfer under way
U.S. commander: Iraq transfer under way
U.S. commander: Iraq transfer under way - Yahoo! News
By LOLITA C. BALDOR, Associated Press Writer
22 minutes ago
WASHINGTON - The commander of coalition forces in northern Iraq said Friday that four Iraqi army divisions in his area will be put under Baghdad's control by next March, just the kind of transfer that a U.S. study commission reportedly is ready to embrace.
"I can certainly see great opportunity to reduce the amount of combat forces on the ground" in the north "and turn more responsibility over to Iraqi security forces," Mixon told Pentagon reporters in a videoconference from his headquarters near Tikrit. He said that even after this transition is complete, U.S. troops likely would continue to support Iraqi forces and conduct combat operations against al-Qaida "operatives."
In the Iraq Study Group report expected to be releases next Wednesday, the U.S. government would be called upon to rely more on diplomacy than deadlines in its Iraq policy. But that would rob many war critics of the impetus they wanted to force a speedy, sizable U.S. troop withdrawal from the battlefield.
The study team headed by former Secretary of State James A. Baker III and former Rep. Lee Hamilton also recommends a gradual reduction of U.S. forces and a more aggressive regional diplomacy, but sets no timetable, according to officials familiar with the group's deliberations. The report could give President Bush political cover to shift tactics in the increasingly unpopular war.

Foreign investment into US threatened, group says
Thu Nov 30, 2006 5:01pm ET
By Jeremy Pelofsky
WASHINGTON, Nov 30 (Reuters) - Foreign investment in the United States could fall dramatically if the Bush administration insists on the power to unwind acquisitions of U.S. assets because of national security problems, a business group warned on Thursday.
The Organization for International Investment (OFII) raised concerns about just such a condition attached to the recent U.S. approval of French telecommunications equipment maker Alcatel SA's acquisition of Lucent Technologies Inc. OFII represents foreign companies doing business in the United States.
Lucent has numerous classified defense and other contracts with the U.S. government, which raised some concerns about national security, but agreements were reached with conditions aimed at safeguarding national security.

The Committee on Foreign Investment in the United States (CFIUS), which reviews security implications of foreign purchases of U.S. assets, recommended President George W. Bush approve the Lucent-Alcatel deal with those agreements in place.
One of them would let the administration reopen its review of the deal if the company materially failed to comply with security conditions, and would allow it to "revise any recommendations submitted to the President," according to a Nov. 20 filing with the U.S. Securities and Exchange Commission.
"If this is part of every future transaction that goes through CFIUS -- this ability to unwind deals in the future -- you will see a steep decrease in foreign direct investment in the United States," said Todd Malan, president of the Organization for International Investment.
In 2005 there were more than 1,000 foreign acquisitions of U.S. companies announced worth $139.3 billion, according to data from Dealogic. So far in 2006, there were 886 deals announced valued at $197.7 billion, the data showed.
