Article 30
(B) Laws shall be issued in the name of the people of Iraq. Laws, regulations, and directives related to them shall be published in the official gazette and shall take effect as of the date of their publication, unless they stipulate otherwise.

I JUST LOOKED UP THE PRESIDENT'S RIGHT TO RATIFY LAWS IN IRAQI CONSTITUTION.


It look slike any law ratified by president IS ENACTED, but will go in full in 15 days:
ARTICLE 70, C: PRESIDENT HAS THE POWERS TO:...
C. To ratify and issue the laws enacted by the Council of Representatives. Such laws are considered ratified after fifteen days from the date of receipt.

So, yes, I think the Investment Law IS OFFICIAL ( by presidential decree or something like that), it has been made public / people have been informed by official press release, however, it will go in effect in 15 days...

Also Article 58 says

Article 58:

The Council of Representatives specializes in the following:

First: Enacting federal laws.
Second..yaddayada

The press release starts:
Council issued a presidential distinguished Investment Law No. (13) of 2000, Based on the approved by the House of Representatives, following is the text of the law :

Since the article was listed in an official newspaper, does this mean it was implemented? Man I sure hope so, but I'm truely ready to get off this ride because it's making me sick.

I did a google search on Investment Law No. (13) of 2000 and this came up,

The law is titled exactly

If the President can ratify a law, does that mean the law will go into effect in 15 days? So even if they initiated the FIL its actual implementation won't be until around the 14th or 15th of December. Am I right in assuming this?
