It look slike any law ratified by president IS ENACTED, but will go in full in 15 days:
ARTICLE 70, C: PRESIDENT HAS THE POWERS TO:...
    C. To ratify and issue the laws enacted by the Council of Representatives. Such laws are considered ratified after fifteen days from the date of receipt.

So, yes, I think the Investment Law IS OFFICIAL ( by presidential decree or something like that), it has been made public / people have been informed by official press release, however, it will go in effect in 15 days...

    Also Article 58 says

    Article 58:

The Council of Representatives specializes in the following:

    First: Enacting federal laws.
    Second..yaddayada

    The press release starts:
Council issued a presidential distinguished Investment Law No. (13) of 2000, Based on the approved by the House of Representatives, following is the text of the law :

You know many of us have surmised for a very long time that RV must precede the FIL enactment date. I must admit when I read the pres signed off on the FIL I was scratching my head wondering how can this be? Now it makes perfect sense. The Dec. 14th Rumor lives!

What I love most about this timeframe besides having the wait over with is
1.49 USD and better yet…Don’t cash them all in at that time…………WOW!!!!...Get the limbo pole ready

It seems that the state insists, or preserve the value of the Iraqi dinar 148 against the dollar ...Monetary value of the Iraqi dinar must revert to the previous level, or at least to acceptable levels as it is in the Iraqi neighboring states [ MOF Sept 2006]

High RV is like Coke; it’s the real thing baby!

Many similarities in the Qatar Investment law besides the title, for instance,

ARTICLE (20) All parties concerned, each within its own competence, shall execute this Law, and it will enter into force upon its publication in the Official Gazette

Transfers are effected in any convertible currency at the rates prevailing on the date of the transfer.

So according to this we wait 15 days, like every one is saying that would put us into the 14 or 15 of December for the reval but I suppose it cann't go into effect any sooner. Okay I can wait another 2 weeks. I already got 18 months in so no prob here.

P.S. It could still happen any time between now and the 15th correct.

    Question I have some questions?

    Hi Everyone,

Everyone is so excited and I am a little lost with so much reading. So I have a few questions.

    1) It has been posted in the Gazette?

    2) Wait 15 days for it to be fully enacted?

    3) Could still RV at any time?

    4) Is the ISX opening on Sunday or is that just a thought? I am not to up on the ISX as I did not invest into it.

    THEN BIG CHRISTMAS RV PARTY!!!!!!

Sorry I know some people are asking the same questions I just want to make sure I have it right.

    Thanks for your help.

Default Future looking worse for Iraq’s oil industry

The present state of Iraq’s collapsing oil sector, its economic lifeline, is bleak and its future looks far worse, despairing officials say
Future looking worse for Iraq’s oil industry | Iraq Updates

This article was published by (Reuters). I don't see the writer's name on this but it was a very negative article. I see Iraq having some problems but not as bad as this article makes it out.
