The Iraqi Parliament passed the new investment law which opens the Iraqi economy to investors globally on or about 10 October 2006 the FIL was also sent to the President to be ratified around the same time.

If I remember right we waited for the FIL to be a announced around the 15 of November but they never announced.

Article 129:
Laws shall be published in the Official Gazette and shall take effect on the date of their publication, unless stipulated otherwise.

I will say this......
Something Big is going on with BofA. They have not yet traded the Dinar, and have teased that they would several times. Plus Wednesday they (BofA) purchased 28 Million Shares from one Billionair GM Share Holder for $800,000,000.00 I Tell ya. BofA is Gearing up for something. And I think it is the RUSH of IQD from Account Holders very soon.

FHMW that is a very good point. The news specifically said "ratified" didn't it !! It just gets so frustrating because they are so new at operating within a democracy that they forget they have statutes and regulations to abide by. I wonder if they have come to the mental position yet that if they let the "LAW" and it's prescribed time tables work for them they would be alot better off.
