js...This article was written Nov 1, 2004. It seems the CBI's concern was the dinar in circulation and they needed to figure an exchange regime, soft-peg, flexible, fixed etc...They settled on the fixed rate that we have seen in recent years and figured it would take 2-3 years to finally reach a point where the dinars in circulation wouldn't be such a main concern. We are now at the 2 year period, the auctions have slowed down and they have withdrawn over a trillion in dinar. I believe they are where they want and need to be and we will soon see the results of this lonnnng wait and that their intitial choice of a fixed rate peg did what it was meant to do.

This has nothing to to with handing out the 10K...notice it says ELIGIBLE...meaning not everyone may be qualified. The 10K subsidides was for ALL IRAQI citizens

My take on this is that the 10K would be distributed FIRST to the poorest and there may be an eligibility scale that starts poorest to wealthiest to meet immediate needs. JMHO
