The way I see it, in redneck terms...
The CBI is buying back Dinars and selling USD with in country banks...
It makes sense that everyday they are lowering exchange rate on the buy and sell of IQD, pulling the Dinar out of circulation in country (IRAQ)...
WHY???
The CBI will not have to put out the money right away for people holding and exchanging in out of country, the only worries they have in terms of exchanging in will be in country speculators and banks selling back in country to the CBI...
They already have pulled in 1 trillion that those banks now can not exchange in or sell to the CBI, that in itself when RV'd is a huge chunk...
Out of country , say the US, when we exchange them in for US $, the banks are not going to send them back to Iraq, they are going to hold them for futures and the sell to future speculators, buy low sell high... There is not much money to be made for the bank who exchanges your Dinar and turns around to sell back to the CBI... As I here way too often on here, banks are in business to make money, actually that is there business...
Specialist as well as the CBI Gov know they will not see any of us speculators out of country or have to exchange our money in anytime soon if ever if the IQD becomes a publicly traded currency or say converted... They are only worried about the in country speculators and banks and in my own opinion this is why they drop the rate everyday to draw out more in country as cheap as they can before a big jump in value...
I may be way off, but this is how I see it and why we are seeing what we are right now with the exchange and auctions...
I might not be well educated, especially since (John Kerry) I have served all of you in Iraq as a (Sgt) in the United States Marine Corps and also served as a (MSG) to the US Embassy in Iraq while ending my 12 year career...
Please only people with real knowledge correct me if I'm way off or wrong but this is just how I see it...

Apart from our attitude, that some of us might be with and some against Article 140, we must see the situation and the historical value of this article. In fact, Article 140 is the product of the situation, and the complex political balances in Iraq. Therefore, we should not simplify this issue.
There are shortcomings in Article 140, but emotions must not lead us, therefore we have to take into account the facts and interests also. The politics is not only black and white. In politics we always need to build balances.
Unfortunately, today, there are people and intellectual currents in Kurdistan who do not understand and some of them do not want to understand that the politics is not like the thought or ideology, but has special properties. In politics we have to look for things at two levels. In other words, we must look to the present and the future.
In any case, Article 140 of the Iraqi Constitution indicates how to normalize the situation in the city of Kirkuk and areas contested by the government of Kurdistan and the central government in Baghdad. So far, the Iraqi government is trying to postpone the implementation of Article 140 and the Supreme Committee for the application of this article is facing many obstacles.
I think we must expect more obstacles by the central government and the Islamic movements and Arab chauvinism, but in the end, the implementation of Article 140 depends on the ability of the Kurdish leadership to create intellectual and popular mobilization and adopt a correct policy towards the application of Article 140.
History, geography and composition of the population in Kirkuk show a Kurdish identity of this city and all the liberated areas after the fall of the Baathist regime. Therefore, I have no doubt over the recovery of Kirkuk and other areas to the embrace of Kurdistan. Some may ask: Will Article 140 be implemented by late 2007?
We must try to implement Article 140, but if applied or not, there is a red line for us: not to bargain on one inch of the land of Kurdistan. The world must understand that we will not compromise on Kirkuk and the elimination of the consequences of the policy of Arabization and displacement in Kirkuk and other areas of Kurdistan.
The Kurdish leadership and Kurdistan government should not leave everything to the central government, but they have to participate in the implementation of Article 140, if we see that Baghdad hampers the implementation of this article. When I say, we must participate in the process of normalization in Kirkuk, I mean the implementation of constitutional and legal provisions, simply, because so far, we benefit from the adoption of moderate policy.
This does not mean that we should adopt the same policy in all circumstances, but, depending on the circumstances, we have to be moderates or not. In short, in all the circumstances, we should not lose our priority, in order not to lose our balance and interests.
The Iraqi Constitution develops practical mechanisms to restore Kirkuk to the demographic and geographic nature, as stated in Article 140: "First: The executive authority shall undertake the necessary steps to complete the implementation of the requirements of all subparagraphs of Article 58 of the Transitional Administrative Law. Second: The responsibility, placed upon the executive branch of the Iraqi Transitional Government, stipulated in Article 58 of the Transitional Administrative Law shall extend and continue to the executive authority elected in accordance with this Constitution, provided that it accomplishes completely (normalization and census and concludes with a referendum in Kirkuk and other disputed territories to determine the will of their citizens), by a date not to exceed the 31st of December 2007". Therefore, it is not the right of any side to propose solutions and alternatives for Kirkuk outside the constitutional frameworks.
To accelerate the process of normalization in Kirkuk and other areas we need to strengthen our political, economic, cultural and peaceful coexistence between ethnic and religious groups in Kirkuk, with a strong emphasis on the return of the Arabs to their places of origin and the definition of Kirkuk as part of Kurdistan.
In the past three years, the Kurdish leadership has failed to improve the lives of Kurds returnees. There is a clear evidence of negligence of the Kurdish leadership to clarify the crucial importance of Kirkuk to Kurdistan and the Kurdish nation. Even today we do not see a unified national policy of the Kurdish parties towards Kirkuk. Today, the situation in Kurdistan helps to shape more united and clearer political and social discourse between the political leadership, media and the people of Kurdistan to forge ahead the implementation of Article 140. But who feels that? Let's wait and see.

A source in the presidency of the council of the province of Kirkuk, the chairman of the Council called on Member Rzkar at a meeting held today, Tuesday, to reject the budget allocated to the province in 2007 amounting to 114 billion dinars.
The source added News Agency (Voices of Iraq) Independent today that "the President of the Kirkuk said at the meeting of the Council of the governorate and the Ministry of Planning has informed the preservation allocated 114 billion Iraqi dinars to the district of Kirkuk in the development of the budget for the reconstruction of the city."

"
It should be noted that the Ministry of Finance had allocated 122 billion Iraqi dinars to the reconstruction of the city of Kirkuk within the budget of 2006, while 114 allocated for the reconstruction of the city in the 2007 budget.

I agree with you and OSW and others that the USD is on its way down the tube. When the next 9/11 event hits the USA (notice I said when and not if) it will most likely be a nuclear explosion from a field tactical briefcase sized nuke and the US economy will crumble as a result. Best to keep those dinars and exchange them into Euros when the time comes.

Prime Minister Nuri al-Maliki today, Tuesday, that the political forces will be held in the middle of this month.
