Iraq says may sign oil deals before oil law enacted

Reuters, July 27 - Iraq could sign joint ventures with international oil companies even before the nation's parliament enacts a long-awaited hydrocarbon law, Iraq's oil minister said on Wednesday.


Iraq's oil minister, Hussain al-Shahristani, met with representatives from international oil companies, including Exxon Mobil Corp. (XOM.N: Quote, Profile, Research), BP Plc (BP.L: Quote, Profile, Research), Shell Oil Co. (RDSa.L: Quote, Profile, Research) and Chevron Corp. (CVX.N: Quote, Profile, Research), according to a list provided by the U.S. Energy Department.

The meetings at the department's headquarters were also attended by U.S. Energy Secretary Sam Bodman.

Shahristani said some terms could be signed before Iraq's parliament enacts its hydrocarbon law, which is expected by year-end. That law would allow billions of dollars worth of crucial foreign investment to flow into the Iraqi oil sector.

"We hope to start some discussions with some (companies) who have indicated their willingness to enter into discussions and even reach agreements before the hydrocarbon law is enacted by the parliament," he said.

Other companies represented included ConocoPhillips, Marathon Oil Co., Occidental Petroleum Corp., Amerada Hess Corp. and Anadarko Petroleum Corp., the Energy Department said.

Initial talks centered on technical agreements ion which oil companies would offer technical and personnel assistance to Iraq oil companies, Shahristani said.

"We're not negotiating with any company for any of the specific fields yet," Shahristani said at a news conference with Bodman.

Fields of interest were not just the super-giant ones in the southern region, but those distributed all across the country, he said.

"We'd like to see all regions of Iraq simultaneously developed. We want to avoid (deposed Iraqi dictator Saddam Hussein's) mistakes of concentrating on certain regions at the expense of other regions."

Shahristani reiterated that he wants Iraq's oil production to rise from about 2.5 million barrels per day currently to 3 million bpd by year-end, and to 4.5 million bpd in the next three or four years.

I agree with you and OSW and others that the USD is on its way down the tube. When the next 9/11 event hits the USA (notice I said when and not if) it will most likely be a nuclear explosion from a field tactical briefcase sized nuke and the US economy will crumble as a result. Best to keep those dinars and exchange them into Euros when the time comes.

The dollar has clearly gotten weaker, and ironically, the economic war has just begun with China removing a cool trillion from U.S. investments. The next attack will be Chavez now that he was reelected soundly, which will surely set the tone for VZ attack on dollare as well. We already know Iran is no friend, so between these three oil powerhouses, the dollar is doomed when the dollar is removed against oil as it has been forever.

Remember, the dollar is backed by nothing other than a reputation of strength, when in essence it was backed by gold and silver at one time. This was the beginning of the end of dollars dominance, so now we are extremely vulnerable and if all countries follow trend as the see the dollar crumble, with Japan and China dumping dollars, watch out, you do not want to be holding dollars when this happens.

So for all those talking about cashing out dinar immediately, think long and hard about that strategy as it is all wrong move at this point in time. If you pay off your debts, great, but don't put it in any U.S. bank savings institution for it will be at risk on serveral fronts. First, FDIC cannot insure even a dollar per hundred, do forget that false security, and when the cookie crumbles, you will only be left with crumbs. Just some food for thought, but the next 9-11 won't involve explosives, it will be an economic attack, and since the dollar is a house of cards, it will be very easy to crumble.

Walked into my friendly neighborhood BofA this morning and to my surprise
the bank manager gives me a big smile and wave and says, hello how are you doing today.. Then the cashier says hello XOXOXO can I help you ?? Yes.. Do you need a cashiers check ?? yes.. She says 'to S A F E D' ?? yes..

Now I have been in that bank many mucho times to get C Checks and don't know if they have caught on to what is happening or not.. But it was real funny to me.. had to stand there the whole time and try not to laugh !! I was the only customer in the bank at the time.

That was my last purchase----How many times have i said that/?

You would of had to been there,, This ain't turning out that funny here in my note, but it was at the time to me.
