Public debt may well be the projects started by the state to improve infrastructure, education, etc. Most, if not all of Iraq's debt owed to other countries has been forgiven at this point by the countries involved. However, this is why the HCL needs to be enacted, because it's through the foreign companies coming in and investing the resources necessary to get the oil out of the ground that will pay for the debt incurred to get Iraq back on its feet.
