Conclusions? No. There are too many unknowns. Like do these figures take into account the recent dinar taken out of circulation? Also do these figures take into account the countries that own what amount of dinar AND how they have an agreement with Iraq to HOLD ONTO THEIR DINAR FOR 5 YEARS? I doubt these figures take this into account. So therefore we cannot come to a conclusion.... yet.

(AFP) - The president of Iraq's Kurdish autonomous region has issued a strongly worded rebuke of the Iraq Study Group's report on the situation in Iraq and recommendations for US policy, describing it as "unrealistic and inappropriate".
"We are in no way abiding by this report," said Kurdish regional President Massud Barzani, a key US ally.
"Despite our thanks and gratitude for President George W. Bush and the American administration for overthrowing the previous regime and their efforts for building a new Iraq, we think that the Iraq Study group has made some unrealistic and inappropriate recommendations," said Barzani's statement.
It begins by criticizing the report's authors for never visiting the Kurdish region during their nine-month-long research for the report.
Other Iraqi leaders, most of whom appear to have been familiar with the contents of the report before its official release, were cautiously optimistic about the proposals, especially those calling for national reconciliation.
Iraqi President Jalal Talabani, himself a Kurd, originally made positive noises about the report until the blistering condemnation by Barzani, his once bitter rival for power among Iraq's Kurds.
"President Jalal Talabani supports the stand of the president of the Kurdistan region Massud Barzani on the report," announced the president's office in a statement soon afterwards, in a clear effort to avoid trouble between the two powerful Kurdish leaders.
"There are certain points in the report such as the transfer of security to Iraqi control and dialogue with neighboring countries which do comply with the policy of the government of Iraq," pointed out Talabani.
In its efforts to promote greater unity for the country, the Iraq Study Group report appears to have trodden on the Kurds' toes. Their autonomous region has escaped the violence raging in the rest of the country and is practically a separate entity.
The report suggested delaying implementing constitutional article 140 calling for a controversial referendum to decide the future of the northern oil city of Kirkuk, a tense mix of ethnic groups.
"Any delay in the implementation of this article will have grave consequences and it will in no way be accepted by the people of Kurdistan," said Barzani.
He also rejected calls by the report for the Kurdish region to share the revenue of its newly discovered oil resources with the rest of Iraq, as is currently the case with revenue from existing resources.
Barzani also rejected a larger role for Iraq's neighbors, of whom Turkey and Iran are sworn foes of the Kurds, and turned down negotiating with the insurgency -- all major recommendations of the report.

Maybe there is another, more recent email from them, but I just saw one that a member of theirs received. It anounces the sale of Dinar, the fact that the call WOULD BE cancelled and that they were voting on the HCL.
That email was dated yesterday and was obviously sent out PRIOR to the cancelled conference call.
Hmmmmmmmmmmmmmmmmmmmmm.

WASHINGTON (Reuters) - Congress on Friday voted to keep open the agency that has spotlighted waste and fraud in taxpayer-funded reconstruction projects in Iraq and sent the bill to President George W. Bush for signing.
The Office of the Inspector General for Iraq Reconstruction, which oversees some $32 billion in rebuilding grants and contracts, had been set to end its work on October 1, 2007, under a defense bill Congress passed earlier this year.
But senators such as Maine Republican Susan Collins said they were unaware of the office's termination until it turned up in media reports, and they demanded it be saved. The Senate passed a measure doing so earlier this week.
House of Representatives lawmakers denied on Friday that there had been anything secretive about the earlier decision to close the office, which is headed by Stuart Bowen. But on a bipartisan voice vote, they approved the bill to keep it open.
"I don't care if we extend the special inspector general, although I will object if we end up keeping that in place after all the money has been spent and there is nothing for them to do," said Rep. Duncan Hunter (news, bio, voting record), a California Republican and chairman of the Armed Services Committee.
The new legislation would keep the agency open until 10 months after 80 percent of the funds for Iraqi reconstruction have been spent.
$405 MILLION SO FAR
Rep. Ike Skelton (news, bio, voting record) of Missouri, long an advocate of the inspector general's work, said the earlier decision to end it was made "in an open and fair manner," but he was glad the House was making the change. He will chair the House Armed Services Committee when Democrats take control of Congress in January.
"This bill is vital to ensure that the good work of the Special Inspector General for Iraq will continue as long as we remain in Iraq," Skelton said.
He said the office had saved taxpayers $405 million so far.
The office has focused on problems involving a number of companies with Iraq rebuilding contracts, including Halliburton, formerly headed by Vice President Dick Cheney. One recent report said Halliburton exploited federal rules to hide details from the public about its contract performance.
The office, which opened in January 2004 to track $18 billion in U.S. taxpayer dollars initially allocated for rebuilding Iraq, has referred 25 cases of fraud to the Justice Department for criminal probes. Four of them led to convictions.
Keeping the office open had been recommended by the bipartisan Iraq Study group as well as by Robert Gates, whom the Senate has confirmed as the next Secretary of Defense.
"It certainly seemed to me that he (Bowen) was actually making a really constructive contribution to the war effort in Iraq," Gates said this week.

Just saw this on the Presidency website.
Article about Talabani & Barzani.
I think they, the Government and the Kurds, agreed on the most important issues and about the HCL. This means it has green light.
We also have the story that the HCL is at the parliament right now.
If these two are true, the there will be a go for the HCL and is the key issue solved and I think we all know what that means!!

3-Recommendation (28) to put oil revenues under the control of the central government, and the distribution of proceeds on the basis of population in the areas in Iraq, considering that the control of the regions oil wells run with the new process of national reconciliation.
In relation to this recommendation, we renew our commitment to the full Constitution, which defines the right solution to this issue, and will reject any change in this area.
4-in (30) on the Kirkuk report calls for the postponement of the application of Article (140) of the Constitution and to mandate "the international community to support Iraq," which the Commission proposed to set up to address this issue.
In our view, the Constitution defined mechanisms application of Article 140 and the ceiling of the time, and this is the minimum acceptable Alkord. Therefore, any delay in the process of the application of this article is a great fears, which can not be tolerated in any form by the people Cordstan.
5-entire report stresses the strengthening of the central government and weaken the powers of provinces, and this in itself incompatible with the principles of federalism, Aldstoralthi form the basis of the new Iraq.
Here, I reiterate that federalism is the only way to preserve the unity of Iraq.
Six-take report clearly in a number of sections in the account of the interests and concerns of neighboring Iraq and calls for a greater role for these countries. In our view, this proposal is not consistent with the interests and sovereignty of Iraq in general and with the benefit of the people Cordstan in particular, which constitutes interference in the affairs of Iraq.
7-report calls in a number of paragraphs, for example, in recommendations (27) and (35), to persuade the parties that oppose the political process and resort to violence and to be included in the Authority and the government. This, in our view, contrary to the interests of the overwhelming majority of the Iraqi people and the democratic process.

9- إن هذا التقرير لا ينسجم مع ما أكده لنا السيد جيمس بيكر في الاتصال الهاتفي الذي أشار فيه الى ان اللجنة راعت في تقريرها خصوصية اقليم كوردستان. علما اننا قد اوضحنا مسبقا رأي الطرف الكردي في رسالتنا الى اللجنة. ويبدو ان اللجنة لم تأخذ مضامين هذه الرسالة رسالتنا في الاعتبار ولم تشر اليها.
Finally, make it clear that :
- We are committed and any form of the Committee's report.
- May not ignore the democratic process and gains the Iraqi people and the people of Cordstan especially after the elections and the adoption of the constitution voted on by more than 80% of the Iraqi people and supported by the international community and by the United States of America.
- We believe that before the others to resolve the issues of Iraq, Nodal that is needed is for the Iraqis themselves to solve this problem, including the serious treatment of the issue of national reconciliation. Therefore Ndauajjamia Iraqi forces to secure the political process and the Constitution, federal, democratic and an Iraq to take the steps necessary to address those solutions contract to avoid the regional and international forces based on the recommendations and suggestions wrong.
