    Mottaki said the endless cycle of violence in Iraq is being fueled by the continued U.S. troop presence in the country.

    "The terrorist group in Iraq says, 'Because of the continuation of the occupation of this country, we are fighting,"' he said. "The American says, 'Because of terrorist groups, we continue our staying in Iraq."'

    Iraqi Ambassador Siamand Banaa then rose to contradict him, saying that Iran had benefited from the war in Iraq.

    "It would strengthen your case and give it much more depth if you tried to avoid cynicism and hypocrisy," Banaa said. "The removal of the worst enemy of the Iraqi people and the Iranian people, Saddam Hussein, who caused the death and destruction of hundreds of thousands and almost the bankruptcy of your country, has been, I think, a great advance for you."

    Banaa said Mottaki's analysis was wrong, and that without American troops in his country, "it would be a free-for-all, and in fact real civil war."

    He urged Mottaki to get off "the 'America always wrong' brigade."


    Mottaki responded by assuring that Iran supports the territorial integrity of Iraq and wants it to return to peace. "Stability in Iraq is stability for Iran, and all its neighboring countries and all the region," he said.

    A-at the level of dealing with the repercussions of the aggravation of the situation in Iraq, provides recommendations that, in the light of crumbling situation and security degeneration in Iraq, and its repercussions on the states of the Council, what is required is directing security organs concerned to work to develop a joint work plan, to face the repercussions of those situations (human displacement, terrorist and criminal action, the smuggling of weapons and explosives and drugs infiltrate), through the preparation of a plan or contingency plans, taking advantage of the procedures and mechanisms reporting institutions in this regard, the protection of the domestic front, but fortify the from any implications as sectarian because of the occurrence of a civil war, as well as joint coordination in to protect the border of the Council States with Iraq.

    B-in the area of cooperation in the fight against terrorism : the activation of resolutions and joint mechanisms to combat terrorism, including :

    One-use and interior ministries in the Council of fiber optic cable, to connect the rooms of the Ministries of Interior, to ensure the rapid and confidential exchange of information.

    Two-urged the institutions of civil society and all relevant authorities, to play its role in facing terrorism, a phenomenon intellectual.

    Three-support all regional and international efforts aimed at identifying the concept and the common definition of terrorism.

    Four-use of conferences and symposia to be held regionally and internationally to discuss and study the phenomenon of terrorism, and that through participation, and the activation of the results of their work and recommendations.

    C-in the face of potential environmental hazards, as a result of the Iranian nuclear activity, calling recommendations to :

    1-directing specialized committees (national committees of emergency and crisis, the civil defense, the Border Guard and Coast Guard), and others, to activate the resolutions and evaluating strategic plans, and the intensification of joint exercises and training programs, and developing them to cope with a worst-case scenario and the consequences of the risks that might arise from nuclear and radiological disaster.

    Two-work to intensify the development of joint plans and strategies, with the organs and other relevant bodies to deal with all eventualities.

    3. Benefit from the results of the work and recommendations of conferences and symposia, which examines the risks of disasters and nuclear reactors, and how to confront them and deal with them.

    Update 2-issuing executive decisions in each of the GCC countries, to implement the decisions of the Supreme Council of the Gulf common market.

    3-establish the necessary mechanisms to enable Gulf citizens to take advantage of the Agreement and the economic decisions of the Supreme Council of the Gulf common market.

    4-committee was assigned the Gulf Common Market and the follow-up and evaluation of the implementation of the decisions relating to economic citizenship and the benefit to the citizens of the GCC countries and discuss any complaints against them due to lack of implementation and identify the obstacles to the level of States, collectively and individually.

    As for monetary union, has agreed to the financial and economic cooperation on the opinion of the Committee of Governors that the monetary union and issuing the common currency by the agreed deadline in 2010 requires the following :

    1-Adoption of the pace of the monetary union shows the institutional and legislative requirements him.

    2-emphasized that the achievement of monetary union requires sovereign decisions should expedite the issuance including the delegation of the conservative powers necessary to prepare for the establishment of the monetary union such as the agreement to indefinitely currency and design, production and the establishment of the institutions necessary for this.
