A new draft law gives the government the power to the distribution of oil revenues in Iraq Drafted by a panel of politicians and ministers Iraqis and Americans recommended a census BAGHDAD : Edward Wong *

Official sources said that the Iraqi officials and Americans on the verge of reaching agreement on a national law, whereby the central government to the Iraqi authority to distribute the proceeds of Iraqi oil, current and future, to the provinces and territories, depending on the number of inhabitants

. وقال المسؤولون العراقيون والاميركيون، الذين صرحوا بهذا الخبر، ان هذا الاتفاق، الذي صاغته لجنة تضم سياسيين ووزراء، سيساعد في حال تنفيذه على حل قضية شائكة ظلت تقف عقبة في طريق المساعي الرامية الى التوصل الى مصالحة بين الفصائل الإثنية والطائفية المتنازعة. وكان العرب السنّة، قد عارضوا فكرة الحكم الذاتي الاقليمي، خشية حرمانهم من نصيب عادل في ثروة العراق النفطية، التي تتركز في الجنوب الشيعي والشمال الكردي. وكان التقرير، الذي اصدرته لجنة دراسة الوضع في العراق، قد اكد ان التوصل الى قانون بشأن توزيع عائدات النفط العراقي امر ضروري لعملية المصالحة الوطنية، وبالتالي مهم لإنهاء الحرب، إذ بدون مثل هذا القانون سيصبح من المستحيل للعراق اجتذاب الاستثمارات الأجنبية التي تحتاجها البلاد بصورة ماسة بغرض تعزيز قطاع النفط. إلا ان مسؤولين حذروا من ان ما تم التوصل اليه لا يعدو ان يكون مسودة اتفاق، وانه من الممكن عرقلته بسبب النزاعات الطائفية والإثنية التي عرقلت محادثات سياسية اخرى. فالدستور العراقي، على سبيل المثال، واجه عرقلة استمرت اسابيع بسبب خلافات على بعض المفردات، كما ان الإجراءات التي ينص عليها ليست ذات فعالية في العنف والفوضى الحالية في العراق. بيد ان مسؤولين شاركوا في صياغة القانون المقترح اكدوا احتمال التوصل الى اتفاق بشأنه خلال ايام فقط. وطبقا للإجراءات المعمول بها، من المقرر ان يعرض بعد ذلك على الحكومة العراقية، ثم البرلمان بغرض المصادقة عليه. وقال مسؤولون ان العقبة الرئيسية الاخيرة تتعلق بإصدار العقود ذات الصلة بتطوير حقول النفط العراقية مستقبلا. فالأكراد يصرون على ان الأقاليم هي التي يجب ان يكون لها القرار الأخير بشأن هذه العقود، خشية من تجاهل العقود المقترحة لحقول النفط في الشمال الكردي والسماح لها في الجنوب الشيعي، في حال إعطاء هذه الصلاحيات للحكومة المركزية، التي يهيمن عليها الشيعة. التوصل الى قانون وطني بشأن نفط العراق يحتل قلب الجدل الدائر حول مستقبل العراق، خصوصا مسألة وجود حكومة مركزية قوية في مواجهة حكومات اقليمية نشيطة وفاعلة. وكانت مسألة النفط العراقي قد أثارت توترا اثنيا ومذهبيا. فالعراقيون السنّة، الذين يقطنون مناطق وسط العراق التي لا وجود للنفط فيها، تمسكوا بقوة بخيار توزيع منصف لعائدات نفط البلاد بواسطة الحكومة المركزية.

The Sunni Arabs had become allies in the Drafting Committee with the Shiites against the Kurds, who sought to buy control of the oil sector in the Kurdish self-rule areas. The region of Iraqi Kurdistan has been autonomous since the actual 1991 when the United States had established a no-fly zone there. He urged both General George Casey, commander of the American forces in Iraq, and Zalmay Khalilzad, the American ambassador in Iraq, Iraqi politicians on a law of Iraqi oil at the top of their agenda, stressing the need to leave before the end of this year. An American official beginning, who requested anonymity, that the Drafting Committee was formed of ministers and politicians from the Sunni and Shiite bloc and the Kurds in the Iraqi government.

The talks began a few months ago, however, the Commission has accelerated its steps in recent times. Officials said American and Iraqi Kurds have strongly favors, the start of the talks, stressed the need to give regional governments the authority to collect and distribute the proceeds of oil from the fields to the future, as also suggested revenue-sharing between the provinces, on the basis of population and the crimes committed against the people during the rule of Saddam Hussein. The aim of this proposal is to give the Shiites and the Kurds share of the oil wealth more.

Najirfan Barzani will fly to Baghdad

An official source in the government of the Kurdistan region of Iraq that Mr. Barzani Najirfan Prime Minister in the government of the province directed the evening today, Saturday, to Baghdad for the completion of talks with members of the Iraqi government on several issues related to oil, Kirkuk and the budget.

He explained Mr. Mohamed Khoshnaw press secretary to the Prime Minister of Territory News Agency (Voices of Iraq) Independent, "Barzani Najirfan directed this evening at the head of a Kurdish delegation to Baghdad to complete the talks, which it had done a few days ago with members of the Iraqi government."

He added that "the delegation will be a series of meetings with other members of the Iraqi government to reach final conclusions about disputed issues between the two governments, including the issue of oil, Kirkuk and the budget."

It is noteworthy that the Prime Minister in the government of the Kurdistan of Iraq returned at the end of last week from Baghdad after a series of meetings with members of the Iraqi government on the budget of the government of the territory and the issue of oil investment in Kurdistan and the implementation of Article 140 of the Iraqi constitution concerning Kirkuk.

It was Barzani held a press conference upon his return from Baghdad announced that they will not reach any results and that the talks will resume again soon.

Been lurking for a loooong time...wife finally convinced me to stop being so lazy and just sign up and add something to the mix instead of just reading all the time. Feel like I already know alot of you already from reading so many of your posts. Anyway, the boss and I hold about 78 Million dinar and mutually agreed to stop at 80 M (good thing the boy is out of college and has a job or I'd still be buying books and paying tuition instead of working on my dinar stash). I have a few fellow boating acquaintances who are investment bankers and hold dinar and believe that we're close to a revaluation based on rumblings from their inner circles. Well, feels good to be aboard. Hello to all!!
