Sorry, this was the one from Friday.
Iraq-Kurds talks on budget and oil fail
I don't think 13 is a lucky number for the Iraqis.
"The government was intending to grant 13 per cent from the budget to the province but we told them that was not enough," he said.

Kurdish PM talks with counterparts concerning budget fail
--------------------------------------------------------------------------------
11 December 2006 (MENAFN)

News Sources reported that the iraqi's prime minister of Kurdish autonomous region talks with the central government on budgets and oil had failed, further threatening the unity of the fragile country.
Kurdish Prime Minister said that had the officials reached an agreement on the budget, the oil law, and the share of the provinces from oil sales, it would have been a major achievement.
During the talks, the Kurdish official discussed with officials how much income the Kurdish region should be allocated from the whole country's oil sales, while at the same time maintaining its freedom to sign separate exploration deals.
Under the constitution, all parts of Iraq are allocated a proportion of oil sales, the country's main hard currency earner

Saddir rejects the name of Kurdistan Region
Saddir rejects the name of Kurdistan Region
[14:15 , 11 Dec 2006]
.:: Peyamner Daily NEWS::.
Baghdad,Kurdistan (The Kurdish Globe)
PNA-Sheikh Abdul Hadi Darraji, senior advisor in the Iraqi capital of Baghdad, said the Iraqi Kurds should not identify themselves as residents of the Kurdistan Region, and that being a Kurd or an Arab did not matter. What mattered, he said, was being Muslim, reported AWENA paper last week.
"Kirkuk, Suleimaniyah, and Erbil should be treated as being part of Iraq as Misan and Amarra provinces are," Darraji was quoted as saying. He added that they reject the idea of dividing Iraq into regions.
Regarding the position of the Saddir group on Article 140 of the Iraqi permanent constitution that embraces the normalization of Kirkuk, Darraji said they strongly reject the article, adding, "Kurds intend to use the article to return Kirkuk to within their own region."
Darraji concluded his statements by saying that their hostile position stems from inappropriate actions taken by Kurdish authorities against Iraqi Arabs who have fled north.
This guy has to go!

See, the Kurds are the problem.
"They should grant 17pc." At the same time, the Kurdistan Regional Government should still have the freedom to sign oil deals with foreign countries and keep the proceeds for itself, he argued.
Basically what they want to do is agree to open a few fields and give a percent from them yet open the rest and keep all the dough.

Seems as though..
Personally it seems as though a RV anywhere close to 1:1 is far away from this latest news. Looks like they are just taking baby steps.......

We need to see what tomorrow brings; we need to hold back!
I concur with your feelings; it appears that something is messed up! It could be this {Sadr turkey} as I had posted his "*&^#^%&^*+*@$$" talk just a few post ago!
We need to take a break and see what tomorrow brings! It might be a to "counteract"---> SADR statements!
