The New York Times said that King Abdullah gave the letter to Vice-President Dick Cheney during his visit to the American Riyadh last month.

U.S. not involved in internal Iraqi political talks -- Snow
WASHINGTON, Dec. 13 (KUNA) -- The Bush administration is not involved in ongoing internal Iraqi political discussions, other than consulting and encouraging those already involved in a process of trying to build a moderate consensus among Shia, Sunni and Kurds, White House spokesman Tony Snow said on Wednesday.
The real business of coalition-building in Iraq is being done by the Iraqi government itself, Snow said during a White House briefing.
"We are consulting people who have been working with the Maliki government, " Snow said, referring to Iraqi Prime Minister Nouri al-Maliki. "This government is not in the business of putting together such an assemblage. That has been done already".
Told that Maliki, a Shiite, perceives U.S. involvement with the Iraqi figures as a threat to his power, Snow said, "No, I do not think so." The efforts by Iraqi Vice President Tariq al-Hashemi, a Sunni, and Iraqi Shia leader Abdul Aziz al-Hakim, as well as Iraqi Kurdish leaders, are to support the Maliki government, Snow said.
The readout the White House gets from the Iraqi discussions, Snow said, are that "these are people who have said that they support the Maliki government, and that they support efforts to broaden across sectarian lines and also geographic lines support for that government, and also a commitment to help that government fight the terror forces who are trying to destabilize it by acts of violence against innocents".
Bush supports the Maliki government, Snow said, especially its efforts "to get more aggressive in going after those who have been trying to destabilize it, and at the same time build a consensus within the country that is going to provide greater strength to the government and more support for it".
For instance, Snow said the Iraqis seem to be moving close to adoption of a hydrocarbon law to share oil and gas revenues, "which is enormously important because it gives everybody a real financial stake in the success of the government".
The Bush administration also continues to see signs that Iraqi forces are eager to gain the capability to have full responsibility for security and other vital national functions, Snow said.
Addressing U.S. critics of Bush for delaying his speech on the future course in Iraq from this month until January, Snow said much is going on right now in Iraq.
"It is not the case that the people have returned to barracks and corked up the cannons and said we will just await further orders," Snow said.
In fact, there are continuing aggressive, ongoing operations against terror cells within Baghdad; there have been very active operations within Anbar province in recent weeks; and the effort to build up civil capacity in Iraq, from court systems to justice systems to business creation, continues, he said.
"In addition, you have overlaid with that an Iraq government that is busy doing a lot of things as well, including a lot of statements in recent weeks by the prime minister about the real importance of going after all the sources of violence within Iraq, whether they be Sunni, Shia or otherwise," Snow said.
Bush believes that more needs to be done in Iraq, and it needs to be done better, Snow said.
The most important obligation Bush has "is to do it right, and he is not satisfied that he has everything before him that enables him to make that judgment," Snow said. "And so he is asking the people who are working the problem to give him more, to answer questions, and he has tasked them with a number of assignments".
There are a lot of considerations, not just military but also diplomatic ones, he said.
People are not only working with the Iraqi forces to deal with violence, but also are "actively engaged in the business of creating hope and opportunity in the form of jobs, and building homes, and dealing with infrastructure," Snow said.
Also under way are dealings with Iraqi military readiness, problems of police corruption, and creating a legal system that has the trust and faith of all Iraqis, he said.
Property rights in Iraq are also at issue, and Maliki has announced a plan to build thousands of homes, Snow said. "At the same time, they have an investment law," and "if you are going to invest in Iraq, you have got to make sure that your property rights are going to be defended," he added.
Asked about a report in the New York Times on Wednesday that Saudi Arabia has told the Bush administration it might provide financial backing to Iraqi Sunnis in any war against Iraqi Shiites if the United States withdraws its military forces from Iraq, Snow refused to confirm that account, but said, "the Saudis are rightfully and rightly concerned about the adventurism of Iranians in Iraq".
