I have a question...THese auctions, they have had them "always", right? Since 2003 I mean. Or have they only had them, say, the last year?
If it revalues now on Jan. 1, will the auctions still continue?
And, is the "consensus" of you all that it will revalue with the start of the new year? I sure hope so...

India in Iraq oil foray
India's largest state-run and private-sector oil companies are in talks on the joint development of a field in Iraq to help satisfy their country's surging energy demand.
Oil and Natural Gas Corporation and rival Reliance Industries are in preliminary discussions to develop the Tuba oilfield in southern Iraq, a person close to the talks confirmed yesterday. Both companies declined to comment.
ONGC, through its overseas investment arm, ONGC Videsh, and Reliance are expected to hold 30 per cent each in the venture and SonatrachSonatrach of Algeria would hold 40 per cent.
The three groups had together tried to secure oilfields in Iraq in 2000.
ONGC had previously won approval to develop oilfields in Iraq, home to some of the world's largest oil reserves, but activity was halted by the war.
As economic growth swells to 9 per cent, India is looking farther afield for energy sources. It imports about 70 per cent of its fuel. Reliance Industries owns India's largest oil refinery but has not sought to explore for oil in the Middle East apart from a holding in Yemen.
The company has 32 exploration blocks across India. In contrast, ONGC has interests in Sudan, Libya, Burma, Iran, Iraq and Syria.
It teamed up earlier this year with China's Sinopec to buy a 25 per cent stake in Omimex de Colombia, a subsidiary of Omimex Resources, a US-based oil explorer and producer.
The Dollars 800m deal was the largest since China and India decided to co-operate on energy assets.
In February ONGC and China National Petroleum Corporation, the country's largest oil producer, completed a pioneering Dollars 580m takeover of oil assets in Syria from Petro-Canada.
ONGC has also expanded into Latin America with its Dollars 1.4bn purchase of ExxonMobil's 30 per cent stake in a field in Brazil.

BAGHDAD (AFP) - Iraq was preparing for the rapid execution of former dictator Saddam Hussein, with the US-backed government eager to bring his chapter in the country's bloody history to an end.
The ousted tyrant's fate remains controversial, however, with Iraqis split over whether his imminent hanging will do more to calm the violence sweeping the country or to provoke greater bitterness between Sunnis and Shiites.
Justice Minister Hashem al-Shibli said the sentence for crimes against humanity -- upheld by am Iraqi appeal court on Tuesday -- would be rubber stamped by the presidency while the prison service prepares to hang him.

AMMAN, Jordan - Saddam Hussein's Baath Party threatened Wednesday to retaliate if the ousted Iraqi leader is executed, warning in an Internet posting it would target U.S. interests anywhere.
The statement appeared on a Web site known to represent the party, which was disbanded after U.S.-led forces overthrew Saddam in 2003. The site is believed to be run from Yemen, where several exiled Baathists are based.
On Tuesday, Iraq's highest court rejected Saddam's appeal against a conviction and death sentence for the killing of 148 people who were detained after an attempt to assassinate in Dujail, northern Iraq, in 1982. The court said the former president should be hanged within 30 days.
"Our party warns again of the consequences of executing Mr. President and his comrades," the statement said.
"The Baath and the resistance are determined to retaliate, with all means and everywhere, to harm America and its interests if it commits this crime," the statement added, referring to Baath fighters as "the resistance."
"The American administration will be held responsible for any harm inflicted on the president because the United States is the decision-maker (in Iraq) and not the puppet Iraqi government."
The statement said that if the execution takes place, it would be impossible for the Baath to take part in any prospective negotiations with U.S. and Iraqi officials to reduce the violence in Iraq.
Saddam's defense lawyers, who are based in Amman, called on Arab governments and the United Nations to intervene to stop the execution.
"Otherwise, all may be participating in what is going on, either actually or due to their silence in face of the crimes, which are being committed in Iraq in the name of democracy," the lawyers said in a statement in English that was e-mailed to The Associated Press bureau.
The statement, signed by "the Defense Committee for President Saddam Hussein," said the court's rejection of Saddam's appeal was part of the "continued shedding of pure Iraqi blood by the current regime in Iraq, which (is) directly connected with the American occupation.""As long as we live in this world, we are bound to encounter problems.
