The Inspector General in the Iraqi Oil Ministry confirmed that the problem of meters used in calculating the oil exported from the ports in the south still exist because of the continuing extensions in implementing the project of maintaining them and the setting of more advanced ones by the American company (Parsons). Ali Mohsen Al-Allaq added that the companies: Parsons and PCO provided a preliminary deadline which was the end of September 2006, but then extended it to the end of the year.
According to the last meeting, the deadline has been extended to the end of March 2007, indicating that after great urgency, work can be advanced one month, i.e. the end of February 2007.
Al-Allaq attributed that to the American side which is financing and supervising this project that includes several phases: beginning with the replacement of 12 meters in one of the docks, the works of cutting and welding pipes including the main opening pipeline size 42 knots, the installation of control valves as well as verification and testing devices in the dock, in addition to treating the problems of corrosion in the pipeline; explaining that in the second dock, five meters will be replaced and 7 others will be checked, maintained and standardized for the purpose of unifying the meters systems and the use of efficient and accurate ones.
As for the methods used currently in the process of exporting oil, Al-Allaq explained that the South Oil Company is using the method of Ullage, which depends on the volumetric measurement of tanks of oil tankers through the tapes included (a ruler) to determine the volume of crude oil loaded, because of the lack of accurate meters in the loading platforms; however, the current method is a scientific one and internationally accepted and used as a substitute for Meter readings in the southern ports at the present time.
Al-Allaq added that the Meters method, which is used in measuring the exported crude oil via the northern outlet (the Turkish Port Ceyhan), is much more accurate than the method of Ullage, explaining that "because of such old methods we adopted the formation of a control committee for strengthening the control over the quantity exported, according to the current Protocol in measuring crude oil".
This committee is formed from: the seller (the Oil Marketing) and the South Oil Company as well as the port administration, also the representative of the buyer (the neutral examiner) and finally, a representative of the carrier or the captain of the ship; each of these members would ratify the documents and bills of loading".
On the other hand, sources said yesterday that Iraq is expected to put a tender, in the next few days, to sell Kirkuk oil, to be the first in months, after the stores in Turkey exceeded four million barrels.
A source in the transportation industry said that Kirkuk crude stocks in the Turkish port of Ceyhan rose to 4.4 million barrels after the resumption of pumping through the pipeline from Iraq in the beginning of January, before it stopped on the third of January, and the stockpile of four million barrels per day is enough for the Iraqi oil marketing company (SOMO) to put a tender for the sale of this quantity.
The industry source said that "the tender will probably be put on Monday to the whole four million barrels".
Exports of Kirkuk crude are intermittent and constantly disrupted by subversive attacks and technical problems most of the time, since the invasion of Iraq that was led by the United States in March 2003.
The source in the transportation industry said that it is expected to resume pumping oil through the pipeline after a problem that was not disclosed and caused its blocking on the third day of January. Iraqi officials said they would resume pumping very soon once the problem is solved.
When the pipeline to Ceyhan is broken down, the only export outlet for Iraqi oil will be through the port of Basrah in the south. Iraq had already put five bids from June to September, during it which sold 6.9 million barrels of Kirkuk oil.

Dates traders accused the Iraqi Ministry of Commerce, of their loss of competitiveness in exporting their dates because of delaying the issuance of export licenses.
They pointed out that the dates exporting countries, namely: Egypt, Saudi Arabia, Iran, Algeria and Libya, dominated the international market, because they exported their dates on time.
Abbas El Abidi, a dates merchant, said that the ministry identified the mid-October for the issuance of export licenses, but then delayed them more than a month and a half, and this have led to significant losses for dates exporters, and affected the interests of an important economic sector; pointing out that the delays in the issuance of export licenses, made importers turn away from Iraqi dates.
Also merchant, Muhsin Muhammad, said that the worsening security problem in Iraq, plus the government routine, prompted some traders to export limited amounts of dates, although too late, through Dubai outlet, and this added another burden on Iraqi trader by paying new transportation costs. He noted that the markets of Pakistan, India and other Asian nations, in addition to European markets, were permanent markets for Iraqi dates, but the difficult conditions in Iraq, prevented the continuity of exporting to them.
He pointed out that the Iraqi market witnessed a sharp decline in the quantities of domestically produced dates, because of agricultural pests, and the difficulty of providing means to control them permanently.
A researcher at the Palm Research Center in the University of Basra, Abbas Hadi, said that Iraq possessed more than 30 million palm trees till 1980, but the number decreased to 2.7 million because of war and neglect.
Also, Iraq used to export more than 500 tons of dates annually, including 624 kinds of the finest types of dates in the world, and this was one of the important sources of Iraqi economy.

Iraq is set to issue tenders for crude oil from its northern Kirkuk fields currently held at Turkey's Ceyhan port, reported Reuters. Stocks have climbed above 4m barrels after pumping resumed from January 1-3. It is likely the tender, to be issued by Iraq's oil marketing company Somo, will be for the full amount.

The Iraqi prime minister said today, Saturday, in a speech marking the anniversary of the Iraqi army that the Baghdad security plan are ready, and that the Iraqi armed forces is that the implementation of the plan will support and assistance of the multinational forces, said in not allowing any militias to bear arms instead of the Iraqi army.
Nouri Al-Maliki said in a televised speech delivered at the Monument of the Unknown Soldier in Baghdad that "Baghdad security plan prepared after reviewing calculated for the previous plans."
He added : "We will use our armed forces to implement the plan with all its strength and ability."
He went on to say "The multinational forces attribution and support our armed forces, and would ask the assistance of the field commanders of those forces when their need for more of them."
He refused Maliki any reaction might play political parties in the implementation of the plan, and said, "We categorically reject the intervention of political parties in the implementation of the security plan in line with our responsibilities and our interest to the supreme interests of the country."
He added : "Baghdad security plan will provide a haven for outlaws, regardless of their ethnicity or political, as both Sanhasp slackens in implementing orders or acting on political or sectarian backgrounds and face prosecution and legally punished severest punishment."
He said Maliki "according to the plan, the military commander will give all powers to implement the plan for the firm which will oversee it."
He added that "the plan will continue to be implemented until the completion of tasks including full contribute to the strengthening of security and to serve the citizens."
Al-Maliki said, "We will not allow any militia to take up arms instead of the Iraqi army, and we will not allow anyone to carry weapons is not the Iraqi army."
He added that "the government of National Unity attaches great importance Iraqi army is the true guarantee of security and stability."
He continued : "We will not allow any political point of trying to weaken the Iraqi army."
