MP : There is no need to put up a security plan to Parliament

A member of the Committee on Defense and Security in the House of Representatives today, Tuesday, Abbas Bayati that there is no importance of putting the new security plan for Baghdad to be implemented soon.
He added Bayati member of Parliament from the United Iraqi Alliance list in a statement to the News Agency (Voices of Iraq) Independent "from the fundamentals of the success of the security plan in secrecy and that Parliament has empowered the government the task of implementing the tasks agreed upon in the constitutional texts."
He added, "can be accessed on the House plan and the goals outlined, without going into details."
He pointed out that the heads of the political blocs learn about the details as members of the National Security Council and political.
The Iraqi Prime Minister Nuri al-Maliki last Saturday in a speech to the nation on the occasion of Army Day that the Iraqi security plan Baghdad are ready, and that the Iraqi armed forces is that the implementation of the plan will support and assistance of the multinational forces, and stressed that no militias to bear arms instead of the Iraqi army.
Bayati explained that the Iraqi armed forces capable including its potential to spread security and stability and the support of the political forces involved in the political process and the forces from outside the process and have faith in democracy.
He said that "achieving security and stability in Iraq needed addition to the security plan for a package of political and economic plans, especially in the area of combating unemployment, and support national reconciliation and open dialogues with totals that rejects violence outside the political process."
He added : "We need a diplomatic effort with the neighboring countries to cooperate in the task of consolidating security and stability to the international efforts through conferences to support constitutional legality and the government of national unity."
He said that "the security plan might constitute 60% of the solution to the crisis and that the remainder would be borne by other parties, which will revive the economy and the implementation of quick, short-term feel to the citizen interaction with government."

SINGAPORE, Jan 9 (Reuters) - Sri Lanka's state-run Ceylon Petroleum Corp. has reissued two tenders to buy up to 2 million barrels of prompt January and February crude oil to include a wider variety of sour grades, a company source said on Tuesday.
The new tenders now seek Abu Dhabu Upper Zakum crude, Iraqi Basrah Light and Oman crude in addition to the Saudi Arab Light and Iranian Light Ceypetco had originally tendered to buy. Neither of those two grades are normally sold on the spot market as Saudi Arabia and Iran restrict resales of their oil.
The tenders close on Thursday, Jan. 11, and are to remain valid for 48 hours.
Ceypetco normally buys all its crude via term contracts, but put off renewing its Saudi and Iranian contracts this year because it had initially planned to shut down its refinery in the middle of January. It has since postponed that maintenance.

BAGHDAD, Jan 9 (Reuters) - The Iraqi government backs an increase in U.S. troop numbers in Baghdad expected to be announced on Wednesday by President George W. Bush, the government spokesman said on Tuesday.
"The Iraqi government does not object to an increase in coalition forces. The Iraqi government supports this trend," Ali al-Dabbagh told a news conference in the first official comment by the government on the expected U.S. move.
He also said Iraq expected an increase in economic support.

More on al-Sadr and the Proposed Iraqi Hydrocarbon Law

The heat against Muqtada al-Sadr has obviously been turned up in the US media within the past few weeks. Al Sadr's militia is unfailingly labeled as "extremist," as opposed to the presumably more "centrist" Badr Brigades, even though the latter has reportedly been more heavily involved in the sectarian violence against Sunnis than the Sadrists have. The more cynical among us may take this as a sign that the US has reason to believe that al-Sadr is going to stand in the way of the proposed new Iraqi hydrocarbons law. Al Sadr recently met with Ayatollah Sistani and it is a safe bet that the proposed law figured prominently in the discussion.
Several weeks ago, the United States reportedly tried to arrange to have SCIRI and other compliant political parties leave the United Iraqi Shi'ite list in order to form a new coalition with Sunni elements in the Iraqi parliament. Sistani reportedly used his influence to prevent this from happening. At the same time, however, the Sadrists were exploring a coalition of their own with Sunni parties that share the Sadrist’s nationalist goals of having foreign military forces leave Iraq and for a strong central Iraqi government that has complete control over future oil revenues. Reporter Pepe Escobar, writing in Asia Times, explains the significance of this:
"The crucial development in the next few weeks is Muqtada's fine-tuning of a stunning Shi'ite counterpunch to demolish once and for all the US-created pro-sectarian strategy: a nationalist, pan-Islamist, anti-occupation coalition of the Sadrists and the neo-Ba'athists,plus any other religious or secular anti-occupation group. Transcending the Sunni/Shi'ite divide, this would preempt any threat of all-out civil war - not to mention decide the fierce Shi'ite family feud between Hakim and Muqtada in the Sadrists' favor. No wonder US Senator John McCain wants to "take out" Muqtada as much as the Pentagon does."
A recent interview with US Secretary of State Condoleezza Rice on PBS NewsHour seemed to confirm that the United States is preparing to escalate hostilities against the Mehdi Army if the Sadrists stand in the way of the passage of the proposed hydrocarbon law:
MARGARET WARNER: Now, you've been speaking with some of those leaders. They've come to Washington in the last couple of weeks. After those discussions, how feasible does this idea of a new moderate coalition within the Iraqi government sound to you, that is one that splits off the more radical Shiites, the ones allied with Sadr, and the more moderate Shiites go in with the Sunnis, some Sunnis and Kurds? Is that feasible?
CONDOLEEZZA RICE: Well, the definition is: Are these people who are now willing to have a plan for national reconciliation — which means hydrocarbons law, for instance, the sharing of resources — and are they willing to stand by the Iraqi armed forces, the Iraqi prime minister when he goes after the people who are...
There has been a virtual media blackout in the American press when it comes to the proposed hydrocarbon law and the significance of its introduction within the Iraqi parliament, which is reportedly scheduled within the next few days.
"Victory in Iraq" is a phrase that is being used constantly with little attempt to explain what form such a victory may take.
However, passage of the hydrocarbons law, which would essentially obligate Iraq to hand over control of its oil resources to Big Oil for the next 30 years would likely constitute such a victory in the eyes of the US political and industry leaders who pushed for the Iraq invasion in the first place.

I like the information coming out about the economic plans especially since I would expect to hear something from the Iraqi side before Bush announces it Wednesday night at 9:00 p.m. It is interesting that Maliki and Iraqi government are accepting of the troop surge...could it be because they are about to substantially boost the economy and I don't mean 1260 or 1000:1 those numbers are not enough to curb the violence and initiate prosperity and stability and they know that. They need to go at least 1:1. Keep in mind what we have been seeing is an artificially and undervalued currency and I think these small increases are artificial and obviously undervalued and we will see the big jump to real-time actual value currency or very close to it this week. Any thoughts.
