New Investment law bans foreign ownership of land

Baghdad, July 20, (VOI) – A new Iraqi investment law gives equal treatment for foreigners as Iraqis but it will not allow foreign ownership of land, a government statement said on Thursday.
“The new draft law…aims at making room in a well-studied way to encouraging investment in Iraq. It equates foreign and Iraqi investors except that it prohibits foreign ownership of land inside Iraq,” the statement said.
The government approved the draft law at a meeting on Wednesday and referred it to parliament for discussion and approval.
“The draft provides for establishment of an investment authority whose task will be to facilitate investment and offer exemptions from taxes and fees according to the nature of the area where the investment will be undertaken,” the statement said.
“The new draft law allows the investor to repatriate capital and returns without obstacles after payment of all dues to the Iraqi government and the private sector,” it added.
“It offers a projection for developing areas across Iraq through dividing the country into development areas with different rates of exemption according to the state’s views on developing provinces,” it said.
“It assigns a role to provincial councils in offering advice and facilitating investment in their regions. It also sets up a mechanism to settle investment disputes,” it said.
The statement said the new law would cancel a foreign investment law issued under the provisional administration that ruled Iraq following the U.S.-led invasion of 2003.

Dollar remains steady ahead of weekend in Iraq
Baghdad, July 20, (VOI) – The dollar exchange rate remained steady to complete an unprecedented week of stability for dollar demand, the Iraqi Central Bank said on Thursday.
Demand for dollars during the week stayed in the region of $42 or $43 million as the exchange rate was steady at 1,477 dinars to the dollar in the daily auction of the Central Bank, a statement said.
Banks bid for $42.940 million which the central bank covered in full, including $32.540 million in cash and the rest in transfers abroad. No banks offered to sell dollars.
