Thumbs up Iraqi oil minister outlines plans to tackle fuel crisis

    24 July 2006 (BBC Monitoring)
Oil Minister Dr Husayn al-Shahrastani has presided over an expanded meeting attended by the senior executives in the ministry to discuss the distribution of oil products.

The meeting decided to reactivate the plan for the distribution of gasoline based on food ration cards that the ministry announced some time ago. According to the plan, the designated quantity of 200 litres of gasoline will be supplied to each family in four monthly instalments of 50 litres. The ministry, in coordination with the local municipal council in Baghdad, will supply families with their quotas of gasoline from the specialized selling yards and gas stations in their districts. Meanwhile it has already begun distributing a 200-litre drum of gasoline to each family in the governorates also based on food ration cards.

That is correct. Latest I read was that he is touching down in London to meet with Tony Blair this afternoon, then on to USA later today.

I must admit that I have not seen it mentioned on UK TV News, but then with the security surrounding such a visit I suppose it has been kept pretty much low key.

As I understand it, Tony Blair is to follow Mr Maliki to the US later this week for a meeting of the three of them, after Mr Maliki had made his presentations in the US tomorrow and Wednesday.

Also things can change over night with these things especially with the Israel/Lebonnen fighting situation.

Default Maliki insists Iraq will not slide into civil war

    Reuters
    Jul 24 2006 7:50

LONDON, July 24 (Reuters) - Iraqi Prime Minister Nuri al-Maliki insisted on Monday that his country would not slide into civil war despite rising levels of sectarian violence which is killing up to 100 people a day.

Speaking on BBC radio ahead of a meeting with British Prime Minister Tony Blair, Maliki he would discuss ways of improving Iraqi security during talks in London.

"There is a sectarian issue, but the political leaders ... are working on putting an end to the sectarian issue," he said. "Civil war will not happen to Iraq."

Maliki confirmed recent U.N. data showing that an average of 100 civilians were killed a day during May and June and said disarming militias was key to a more stable future for Iraq.

"We have reached an agreement in the government that we will have to confront them (the militias) and deal with them. This is the security vision that we have. We are confident that we will confront the terrorism and violence that is in Iraq."

After talks with Blair on Monday, Maliki is due to travel to Washington to meet President George W. Bush on Tuesday, where he is also expected to discuss ways of improving security in Baghdad. It is Maliki's first trip outside the Middle East since he formed his unity government two months ago.

Maliki said Iraq should not only be seen in terms of "images of blood", saying there were "signs of victory" in the government's battle to clamp down on insurgency.

Asked how long he thought Iraq would need the assistance of foreign troops, he said he expected to see major improvements in Iraq's ability to police itself by the end of the year.

    "It is definitely not decades, not even years," he said. "There are certain aspects of our local forces that need development. When that happens, foreign troops can start leaving." ((Reporting by Kate Kelland; Editing by Alison Williams;

New law to provide enough guarantees to investors in Iraq- Malki
Baghdad, July 24, (VOI) – The Iraqi Prime Minister Nouri al-Malki said the new investment law to be referred to the parliament for approval this week would open wide the doors to investing capital money and provide enough guarantees to investors willing to set up projects in Iraq.
Malki was talking during a seminar with investors and immigrant Iraqis in London on Sunday night, a cabinet statement said on Monday.
“Iraq is going on with reconstruction in spite of the terrorist attempts that aim at hindering the rebuilding and reconstruction,” Malki was quoted as saying.
Iraqi ministers of oil, electricity, trade and planning, accompanying Malki, discussed the “promising horizons for investing in these fields to urge investors and entrepreneurs to make use of the available potentials and set up projects that help improve the services in Iraq,” the statement said.
The government approved the draft investment law at a meeting on Wednesday and referred it to parliament for discussion and approval.
The draft provides for establishment of an investment authority whose task will be to facilitate investment and offer exemptions from taxes and fees according to the nature of the area where the investment will be undertaken.
The new draft law also allows the investor to repatriate capital and returns without obstacles after payment of all dues to the Iraqi government and the private sector.
Malki arrived in Britain on Sunday at the start of tour that includes the United States.
The prime minister’s office said on Sunday that Malki would discuss with senior officials in the two countries “two major files which are the security file and the economic one that includes investments and reconstruction, in addition to the Israeli raids on Lebanon and its negative implications on the region.”
